Douala: Eneo Explains Power Outages

It has recruited teams of young people to distribute fliers in the city.
Frequent blackouts have been the order of the day in Douala neighbourhoods like Bonaberi, Ngangue and Deido, and the Moungo and Nkam Divisions of Littoral Region. Since February 16, 2016, areas like Bonaberi have been without electricity for four consecutive days, while others have enjoyed steady power at most for two hours each day.
To calm angry inhabitants in most neighbourhoods following the nightmare and damage caused by frequent power cuts, Energy of Cameroon, Eneo, has dispatched teams of youths to neighbourhoods, including Bonaberi, with fliers containing reasons for the blackouts. According to the flier, Eneo is strengthening the Logbaba-Bassa-Deido-Bonaberi energy transport line that entails replacing electric cables. As to the reason for the replacement, the flier states that it is due to the increase in household demand, supply to cement factories in the Bonaberi Industrial Zone and the desire to provide quality service to areas affected by the ongoing work.
Since the start of work on February 16, 2016, cables have been replaced on the Logbaba-Bassa-Deido and the Dangote-Bonaberi stretches, while the exercise is also going on the Deido-Dangote stretch. Areas seriously affected by the transport line, including Douala IV Council, Moungo and Nkam Divisions, will have to endure the discomfort of regular outages until work ends on March 22, 2016.

USA: Trump, Clinton, Increase Nomination Chances

They are the frontline contenders for the Republican and Democratic parties nomination for the race to the presidency.
Donald Trump the front-runner in the Republican presidential nomination race on Tuesday, March 15 consolidated his chances by winning in the primaries organized in the key States of Florida, Illinois and North Carolina. He lost Ohio to John Kasich.
Hillary Clinton, the front-runner in the Democratic presidential nomination race on her part, won Tuesday’s primaries in four States that include Florida, Illinois, North Carolina and Ohio. By mid day yesterday, the winners for both parties in the State of Missouri were yet to be called. This was because Hillary Clinton was locked in a tight competition with her challenger, Bernie Sanders, while Donald Trump was also locked in a tight race with Red Cruz. BBC reported that one Republican contender, Marco Rubio dropped out of the race after losing in his home state of Florida to Mr Trump
After the March 15 second Super Tuesday primaries, statistics are clear on what each candidate needs to secure his/ her party’s nomination in the race for the White House on November 8, 2016. For Republicans, reports say Donald Trump has moved closer to the nomination but still needs 54 per cent of the remaining delegates to secure outright nomination. His immediate challenger Ted Cruz has gained delegates but a large margin separates him from Mr Trump, the leading contender.
John Kasich has only won one State which is Ohio. For the Democrats, front-runner Hillary Clinton could reportedly sweep the board in the States up for grabs. For now, she needs 42 per cent of the remaining delegates to secure her party’s nomination.. Her only challenger Bernie Sanders is said to have no plans to quit the race but needs massive victories to overturn Mrs Clinton’s lead.
Mr Trump, despite continuous victories, faces a delicate situation considering increasing condemnation of his campaign within the Republican Party. Some senior Republican officials have reportedly said they would never support him.

Cycling Tour: Morocco Retains Yellow Jersey

They also won the fourth lap of the race yesterday thorough run within the city of Douala over a distance of 103km.
Morocco continues to dictate the pace at the ongoing 13th edition of the international cycling tour of Cameroon. They did not only win the fourth lap yesterday but also conserved the most coveted jersey of the competition, that is the yellow jersey of the race leader. After Er Rafai Mohamed Amine on the first day and Saadoune Abdelati on the second day, it was the turn of Makhchoun Mounir to emerge out of the blues to give Morocco their third lap victory in the competition.
He was closely followed by Mengis Ghereindrias Amanue, an Eritrean who runs for Bike Aid velo club of Germany in the second position and Kovac Maros of Slovakia in the third position. The first Cameroonian in the lap only appeared at the 10th position, in the person of Kamzong Abessolo
While the Moroccans relished their victory, Cameroonians gnashed their teeth as it was a bad day for Cameroon. One of the two Cameroonian hopefuls for final victory, Yemeli Herman 4th on the general classification after the third lap, threw in the towel after a mechanical breakdown. Also, Geremie Nzeke who was leading the race after the fourth round of the close circuit suffered four tyre punctures that made him to end up in the 29th position with some three minutes behind the lap winner.
The yellow jersey remains the property of Er Rafai Mohamed Amine Essaid as he still tops the general classification table. He is followed by fellow country man Mraouni Salaheddine in the second position. Mbah Hervé Raoul comes third with two minutes and nine seconds behind the bearer of the yellow jersey and represents Cameroon’s best hope of winning the competition.
Sikandji Ghislain in the 13th position and Tekou Damien in the 18th position are equally involved in the contention for the yellow jersey though with fewer chances as they are respectively three minutes 50 seconds and four minutes 48 seconds behind the race leader.
The race enters the fifth lap today to be run between Douala and Kumba. It will be characterised by rolling, ascending and descending. The real fitness test for the cyclists will be at the foot of Mount Fako from Tiko to the mile 17 junction in Buea before the descent to Kumba. Contrary to what was thought that Moroccans are not good climbers, the coach of the Moroccan team says he has three good climbers in the team.
This declaration has sent coal running down the spines of Cameroonians as they see the chances of winning the competition diminish by the day. The Douala-Kumba lap is going therefore to be crucial. Meanwhile the team from the Democratic Republic of Congo only arrived in the country yesterday due to flight problems and are therefore not going to be taking part in the competition. However, they have extended an invitation to Cameroon to take part in the Grand Prix D.R. Congo which they will be organising soon.

20 projets financés par la Banque mondiale au Cameroun

Le portefeuille de l'institution de Bretton Woods est en revue à Yaoundé. Extrait du discours d'ouverture de la directrice des opérations de la Banque mondiale au Cameroun, Elisabeth Huybens.

"Le portefeuille actif de la Banque mondiale comporte 14 projets nationaux et 6 régionaux d’un âge moyen de 4.5 ans pour un montant total d’environ un milliard trois cent trente-huit millions de dollars américains (1,338 millions USD). Ce portefeuille est d’une importance indéniable dans la perspective de l’atteinte de l’objectif global du DSCE, à savoir un Cameroun émergent en 2035. En intervenant dans les secteurs aussi divers que l’énergie, les transports, le développement rural, l’assainissement, l’éducation, les filets sociaux et la santé nous voulons marquer notre engagement auprès du Cameroun pour une réduction substantielle de la pauvreté à travers un taux de croissance soutenu et inclusif. Cet engagement se trouvera considérablement renforcé avec les projets en cours de préparation d’une enveloppe globale de près d’un milliard de dollars US. Il s’agit notamment des projets :
- de densification du réseau de transport de l’électricité
- du barrage hydroélectrique de Nachtigal,
- du développement hydroélectrique sur le fleuve Sanaga,
- de réhabilitation et du renforcement de la sécurité sur la route Bafoussam-Bamenda et dans 4 aéroports du Cameroun
- de santé
- d’élevage et de villes inclusives
Nous nous réjouissons du renforcement du partenariat entre le Cameroun et la Banque mondiale et souhaitons continuer sur cette lancée.
Particulièrement en cette période délicate pour le Cameroun où le budget subit de fortes pressions du fait de la baisse du prix du baril de pétrole, de l’effort requis pour répondre à la situation d’insécurité dans l’Extrême Nord et à l’Est, ainsi qu’à l’accueil d’un nombre sans cesse croissant de réfugiés et déplacés dans ces régions.
Dans la perspective d’un accroissement du soutien de la Banque mondiale, il est crucial que la mise en œuvre des projets se fasse dans les délais convenus, de manière satisfaisante et que les objectifs de développement soient atteints. En effet, une mise en œuvre lente des projets, signifie un ralentissement de la croissance et de la lutte contre la pauvreté.
Mais surtout cela empêche la préparation de nouveaux projets de développement, ce qui représente une véritable perte pour le pays."

China Upbeat About Attaining Development Goals

Premier Li Keqiang said Tuesday that reforms in place would stimulate market vitality to power growth.
With the global economy far from surmounting challenges that have held it down for years now, the powers that be in China say the country is capable of rising above the hurdles to attain development objectives set for 2016. Premier Li Keqiang on Tuesday March 16, 2016 told the national and international media at the Golden Room of the Great Hall of the People in the capital, Beijing, that reforms in place would bolster market performance, one of the main drivers of sustainable growth. China projects a 6.5 to 7 per cent growth rate this year.
“There are more hopes than difficulties. China’s economy will not suffer a hard landing because we still have enough potential and mass creativity of our people and reforms in place will bolster market vitality,” Premier Li Keqiang said. He said even last year that the global economic growth got to its lowest in six years, that of China stayed afloat hitting 6.9 per cent at year’s end.
The press conference came at the end of two sessions of the country’s lawmakers – the National People’s Congress and the fourth session of the 12th National Committee of the Chinese People’s Political Consultative Conference (CPPCC). All of them examined the country’s roadmap for the ongoing fiscal year and other burning issues needed to consolidate China’s vibrant growing economy status.
One of the outcomes of the just-ended sessions is the endorsement by the legislators of China’s 13th Five-year Development Plan. The 2016-2020 development blueprint seeks to maintain a medium-high growth with focus on innovation, better coordination, green development, opening up and sharing to fulfill the country’s inclusive development objectives. The Premier noted with satisfaction that the country “has passed the stress test and gained good experience to take off with the 13th Five-year Development Plan.”
Other areas of interest at the Tuesday’s press conference were China’s relations with other global economic giants, notably Russia, America and Japan. Premier Li Keqiang, like other Members of his Government who faced the press on regular basis throughout the over two- week sessions, said China’s foreign policy of non-interference in the internal political affairs of partner countries and mutual respect for win-win cooperation prevails. The go-ahead of the People’s Representatives to government’s development roadmap after the sessions therefore set the stage for China in her battle to escape threatening global troubled waters.

Sergio Mattarella reçoit un accueil grandiose au Cameroun

Bouquet de fleurs, coups de canon, tapis rouge. Accueil par le président Paul Biya… C’était jeudir en mi-journée à Yaoundé.

Midi pile ! L’avion blanc, floqué aux couleurs de la République d’Italie, embrasse la piste de l’aéroport de Yaoundé-Nsimalen. Sous la cadence des tam-tams et des youyous de la foule. Au pied de l’échelle de coupée, le président Paul Biya attend son homologue Sergio Mattarella, président d’Italie. Première poignée de mains d’une visite d’Etat de quatre jours. Premier bouquet de fleurs offert en terre camerounaise à un chef d’Etat italien. A l’appui, mot de bienvenue, au nom du couple présidentiel et du peuple camerounais, déroulé par le petite Aïssa Nguindo, 7 ans, élève à l’Ecole des Coccinelles du palais.
Le chef de l’Etat présente à son hôte les présidents du Sénat, de l’Assemblée nationale et certains de ses proches collaborateurs. Les deux personnalités se mobilisent sous le chapiteau pour l’exécution des hymnes nationaux. Des coups de canon commencent à déchirer l’air. Les honneurs militaires se poursuivent par la revue des troupes placées sous le commandement du colonel Gabriel Mbida, major général de l’Armée de terre. Ces troupes sont constituées de La Musique et de deux sections de la Grade présidentielle ; deux sections de la Gendarmerie nationale, trois sections de l’Armée de terre, deux sections de l’Armée de l’air, deux sections de la Marine nationale, deux sections du corps des sapeurs-pompiers, deux sections de la Sûreté nationale.
La revue des corps constitués commence ensuite sur l’interminable tapis rouge: L’un après l’autre, sont ainsi présentés au président Italien, ministres et autres personnalités de l’Etat, membres du corps diplomatique. Les membres de la délégation du président Mattarella sont eux aussi présentés au président Paul Biya.
Après un bref arrêt au pavillon d’honneur de l’aéroport, les deux chefs d’Etat se dirigent vers la limousine qui doit les conduire au cœur de Yaoundé. Face à eux, la foule et ses groupes de danses traditionnelles. Les tam-tams résonnent de plus belle. Les tambours grondent. Les danseurs rivalisent d’adresse et de contorsions. Le président italien ne peut résister à aller vers cette foule. Ovations enflammées. Youyous. Le cortège peut enfin s’ébranler…

Sergio Matterella a bouclé sa visite au Cameroun

A l’aéroport de Yaoundé-Nsimalen où il a raccompagné son hôte, le président Paul Biya annoncé sa participation au prochain sommet Italie-Afrique à Rome.


L’avion transportant le président italien, Sergio Matterella, a pris les airs hier à 10 h. Ainsi se bouclait une visite dense de quatre jours entamée jeudi dernier. Les coups de canon en moins, la pluie ayant arrosé Yaoundé, tout au long de la matinée, en plus, la cérémonie d’au revoir s’est déroulée avec le même dispositif protocolaire qu’à l’arrivée du président italien.
La note distinctive est venue de l’univers du verbe. Avec la lecture d’un communiqué de presse conjoint et une interview des deux chefs d’Etat. Le président Paul Biya estime que cette visite a fait « un grand honneur au Cameroun ». D’autant qu’à son avis, les accords signés vont contribuer à renforcer une amitié ancienne. Le chef de l’Etat annonce sa participation au prochain sommet Italie-Afrique prévu au mois de mai à Rome. L’on a appris, à l’issue de leur tête-à- tête de jeudi, que son hôte l’avait déjà invité à effectuer une visite officielle en Italie.
Sergio Mattarella a salué la coexistence pacifique entre communautés et différentes religions au Cameroun. Tout en encourageant le peuple camerounais à défendre et promouvoir ce modèle de coexistence, d’harmonie, de valorisation des différences. Il a manifesté son soutien au Cameroun dans sa lutte contre le terrorisme. Il a exprimé sa solidarité aux victimes des exactions de Boko Haram. Le président italien a promis à cet égard une nouvelle contribution en faveur du Haut-commissariat des Nations unies pour les Réfugiés, afin de gérer les problèmes d’urgence humanitaire dans l’Extrême-Nord.
Le communiqué de presse conjoint a été lu dans sa version française par Lejeune Mbella Mbella, ministre camerounais des Relations extérieures. Il rappelle, en plus, la signature au cours de la visite de trois accords renforçant le cadre juridique de la coopération bilatérale : l’accord d’exonération des visas de court séjour pour les titulaires de passeports diplomatiques et de service, l’accord de coopération culturelle, technique et scientifique et le Document cadre pour l’utilisation des ressources issues de l’annulation de la dette du Cameroun envers l’Italie. Ont été également signés à l’occasion, le protocole d’accord entre l’Ecole nationale supérieure des Travaux publics et l’université de Padoue, ainsi que le mémorandum d’entente entre le ministère de l’Habitat et le département d’Ingénierie civile, architectural et environnemental de la même université.
Ce sont au final, deux chefs d’Etat satisfaits qui se sont séparés au pied de l’échelle de coupée, après un ultime cadeau de Paul Biya à son homologue, un album photos-souvenir.

Sergio Matterella élevé au grade de professeur honoraire de l'Université de Yaoundé I

Au chapitre des rituels et des symboles, la procession des enseignants restera une image forte du passage vendredi dernier au mythique amphithéâtre 700 de l’Université de Yaoundé I. Dans cet antre de la science,
ce défilé d’hommes et de femmes mûrs en toges, le pas impérial, a impressionné par sa majesté, dans une atmosphère exhalant des parfums de savoirs, avant même que le premier orateur ne prenne la parole. Et que la cascade des images ne s’enchaine : le mot de bienvenue du recteur de l’Université, la leçon du Pr Sergio Matterella, président de la république d’Italie sous le thème « Les relations entre l’Europe et l’Afrique ». La série de questions – réponses entre étudiants et l’enseignant, sous la modération du Pr Jacques Fame Ndongo, chancelier des Ordres académiques. L’élévation du Pr Matterella au titre de professeur honoraire de l’Université de Yaoundé I, dans la spécialité « Histoire des Relations Internationales ».
De la bouche de l’orateur, des affirmations qui s’imposent comme des sentences : la mondialisation et sa société d’information sont à l’origine des migrations actuelles. Elles ont à son avis exposé l’opulence de l’Europe et la précarité de l’Afrique. La migration étant nourrie par cette fuite de la précarité. Autre sentence : « les gouvernements doivent laisser derrière eux les politiques erronées qui ont permis au terrorisme d’émerger». Face à la migration ou au terrorisme, phénomènes globaux, par excellence, seule la coopération entre états peut fournir la réplique appropriée. Une similitude de vue avec le président Paul Biya, comme le faisait remarquer d’entrée, le Pr Maurice Aurélien Sosso, recteur de l’Université de Yaoundé I.
Plus loin, le président italien affirme: « les solutions aux problèmes de l’Afrique demandent des efforts mutuels ». En se félicitant de la coopération camerouno-italienne, il évoque « une alliance de cultures », s’agissant de nombreux étudiants camerounais formés dans son pays.
Le temps de la modération du jeu « questions-réponses », le Pr jacques Fame Ndongo a présenté le tableau de l’enseignement supérieur au Cameroun : 5000 enseignants, 4500 personnels d’appui et 500 000 étudiants pour 214 institutions universitaires dont huit universités d’Etat, 200 instituts privés d’enseignement supérieur, deux universités numériques, la zone Franche universitaire et des universités panafricaines pour compléter le décompte.

Cycling Tour of Cameroon: Nsengimana Joins The Fray

The Rwandan who runs for Bike aid of Germany won the fifth lap of the race.
After Er Rafai Mohamed Amine, Saadoune Abdelati, Kamzong Abessolo and Mraouni Salaheddine, it was the turn of Nsengimana Jean Bosco to win a lap of the ongoing international tour of Cameroon. The Rwandan who runs for Bike Aid velo club of Germany covered the 122km distance between Douala and Kumba yesterday in two hours 59 minutes and 30 seconds. He was followed by Nzeke Geremie of Cameroon in the second position who crossed the finish line 53 seconds after the lap winner. Kovac Maros of Slovakia came third for the second time in the race.
Despite not appearing among the top trio of the day, Morocco conserved the yellow jersey of the leader of the race in the person of Er Rafai Mohamed Amine. In fact the top trio of the general classification is the exclusive reserve of Moroccans with Saadoune Abdelati in the runner up position and Mraouni Salahaddine. The first Cameroonian on the general classification table remains Mbah Hervé Raoul who has again dropped one place down from the third to the fourth position and also narrowing the gap between him and the bearer of the yellow jersey from two minutes and fifteen seconds to two minutes and nine seconds to keep Cameroon’s hope intact of winning the competition.
Tekou Fokou Damien, the second Cameroonian on the general classification table dropped from the 10th to the 15th position but however maintains the four minutes 48 seconds margin that was separating him from the race leader.
Though morocco boasted of having three good climbers, there was no Moroccan in the escape during the ascent from Tiko to around Muea and only two of them were in the peloton, revealing they were not good climbers as earlier declared. However the danger may be coming from the Rwandans during the hilly part of the race as illustrated in the performances of Nsengimana though he is no longer running for Rwanda and that of Hakuzimana Camera who happens to occupy the fourth position on the general classification table.
The Douala –Kumba lap of the race proved to be the most popular so far as people thronged the roadside and cheered as the cyclists rode past. The excitement was higher in Kumba probably due to the fact that it is the first time the race was coming to Kumba since 2013. The points of attraction were the heavy motorbike riders who displayed their skill in riding to the amazement of the people. There were also other talented Cameroonians who displayed their skill either with the ball, a single wheel cycle or a simple motor bike popularly referred to as ‘benskin’
Today there is a day of rest in Limbe before the race engages the mountainous region of the West with the sixth lap to be run between Mbanga and Bafang. The stage is characterized by undulating mountains with the arrival on a hill in Bafang. Though Cameroonians are reputed to be good climbers, experts says they are just eighty per cent of their usual fitness probably due to the fact that cyclists of the SNH velo club, the flag bearer of Cameroonian cycling joined the training camp barely one week to the kick off of the competition due to a strike action as they clamored for better pay. Hopefully that they regain their top form in the last three stages of the competition so as to conserve the yellow jersey which they won last year through Kamzong Abessolo.
Meanwhile three other cyclists have dropped out of the race in addition to Yemeli Herman who threw in the towel during the fourth lap. They are Pernot Nathan of Martigues sports of France, Ouattara Bolodigui of Cote d’Ivoire as well as Moukagni Leris of Gabon who was eliminated for arriving after the delay. The Congolese are on a tourism trip with the race caravan since they are not taking part in the competition due to late arrival.
