The Prime Ministerial order of July 1, 2015, obliging the checking of goods before shipment to Cameroon is already a step forward. The Minister of Mines, Industries and Technological Development, Ernerst Gwaboubou, on April 6, 2016, signed agreements with two separate companies to inspect and analyse goods that are destined for Cameroon. The signing ceremony was also watched by the Director General of the Agency for Standards and Quality, ANOR, Charles Booto Ă Ngon.
The agreements were signed between government and Société Général de Surveillance SA (SGS SA), on the one hand, and with Intertek International Limited, on the other. Going by its terms, the companies will assess goods in compliance with standards and quality before shipment to Cameroon. Government expects the two companies to carry out laboratory identification and analyses for every item. The companies will also quantify and classify goods and their tarrifs. Société Général de Surveillance SA (SGS SA) and Intertek International Limited will hence inspect products, ensuring that they are of good quality and comply with Cameroonian standards.
The putting in place of a platform to evaluate the conformity of goods before shipment into Cameroon, known by its French acronym as PECAE, is governmentâs decision to create a level ground for doing business, protect the local industry, create a favourable business climate for public and private investors. The end result is to protect users and consumers from imported goods of doubful quality.
The aim is also to offer quality services (standards, certification, metrology, accreditation, evaluation of conformity and training). Government however challenges local industries to respect standards and quality as they seek to become more competitive so as to conquer the local and international market.

Their mastery of ICTs is fast becoming a lucrative source of livelihood.
With the world currently witnessing rapid transformation into a global village, the impact of the social media is easily discernible with people becoming much more glued to their phones and laptops than before. But, one would wonder if the intimacy to oneâs phone is only to communicate with friends or for other motives. A case in point revolves on youths.
Cognizant that more and more students graduate from universities each year, employment and mere survival becomes imperative. And with white collar jobs becoming as rare as crocodile's tears, some youths and graduates are seeking for other avenues to make money, fend for them to keep life going instead of waiting on Government to create jobs.
Talking to some youths in the Molyko University neighborhood of Buea, CT gathered that for varied reasons, their involvement in ICTs (Information Communication Technologies) has become part and parcels of their lives. Most of them, especially graduates, said they make a livelihood from their knowledge on ICTs. Because the University of Buea has gone completely digital, from the level of fee payment, registration and checking of results, a couple of young men are making ends meet for themselves by 'helping' students go through this process for a fee.
Especially those who have no knowledge on how to go about this process. Emmanuel Gwan, a graduate from the University of Buea confided that even while a student, he helped his colleagues in the online registration process. âNow, I assist them to register and print their school fee receipts. This business helps me to make ends meet.â Apart from the UB processes, there are a couple of software which have been created to advertise jobs. One of these is the âSellam quick.comâ. The software sells goods and services online and also places job applications online.
'Mapanjobs.com' is software which was created to advertise only jobs. Some graduates go online to search for such websites to find jobs which they may be eligible to apply. There is also 'ABC Staffing.com' which is software which allows companies to put up adverts seeking applicants. Recently, some Government ministries placed their information and jobs on-line because they believe it will have a wider audience through the social media.
Other youths use the internet to play games online. Parifoot is a foot ball staking game to make money. Some who are very involved in it say it is a lucrative business. Akwene Leonard, a graduate from the University of Buea works in Parifoot where people stake on matches before they are played live. The more people they have, the more they make money especially during weekends when people come to play weekend matches. âThe business helps me a lot to pay my house rents and other personal needs.â
A great disadvantage in this knowledge is that some rascals get themselves involved in cyber criminality instead of using the knowledge to help themselves. Some women go into Twitter, Facebook and Whatsup to seek for life partners.

The two Foreign Affairs Ministers were bearers of sealed messages from their leaders to President Paul Biya.
Prime Minister, Head of government, Philemon Yang, yesterday April 12, 2016, received on behalf of the Head of State, Paul Biya, sealed messages from Ministers of Foreign Affairs of two friendly and neighbouring countries; Equatorial Guinea and Nigeria.
The first envoy at the Star Building yesterday was the Minister of Foreign Affairs and Cooperation of Equatorial Guinea, AgapitoMbaMokuy, who came along with a sealed message from the President of the Republic of Equatorial Guinea, Teodoro ObiangNguemaMbasogo, to his Cameroonian counterpart, Paul Biya. Speaking to reporters after the brief audience with the Prime Minister, the envoy, who was accompanied by the Ambassador of Equatorial Guinea to Cameroon, did not disclose the content of the message, which he said President ObiangNguema sent to his brother and friend, President Paul Biya.
The Foreign Affairs and Cooperation Minister and PM Yang also reviewed friendly and bilateral cooperation between both States. He used the opportunity to talk about the upcoming April 24, 2016 presidential elections in this central African country. Minister AgapitoMba declared that calm and serenity reign as mature political debates and campaigns are ongoing in Equatorial Guinea.
Meanwhile, the Nigerian Minister of State for Foreign Affairs, Khadija Bukar Ibrahim, came later in the day with another sealed message this time from President Buhari. Accompanied at the Star Building by the Nigerian High Commissioner to Cameroon, HadizaMoustapha, the Honourable Minister of State, Minister of Foreign Affairs of the Federal Republic of Nigeria, told reporters that her discussions with the Prime Minister centred on what Cameroon and Nigeria have in common given historical links between the two countries which dates back since before independence. âAt the moment, we have the same Multinational Joint Task Force fighting the Boko Haram insurgency. So we discussed a lot at length, including the investments Nigerians are making in Cameroonâ, she said.

A meeting to establish projects in this light began yesterday between police officials and GIZ experts.
Historically, it is said Cameroon is a country of stability and peace. However, increasing destabilisation in Cameroonâs neighbouring countries such as Nigeria and Central African Republic has drastically changed the security environment of the country. It is within this backdrop that the German Society for International Cooperation (GIZ) yesterday, April 12, 2016, began discussing with senior police officials in Yaounde on projects that will support Cameroonâs Police Force in improving the services of its training institutions as well as in the construction of border post and training of border police.
While speaking to the press, the Technical Adviser at GIZ Central Africa Regional Office in Yaounde, Dr Georgia B Jettinger, said for two-days, they will seek ways to establish a programme on the digital human resource management of police staff as well as strengthening the capacities of criminal police experts. Within the partnership, GIZ between now and 2018 will reinforce the capacity of police staff while carrying out other projects. She explained that such projects are being carried out by GIZ in other countries in the region and with current security situation in Cameroon; GIZ cannot be lukewarm in setting-up a partnership with actors in the security sector in the country.
The Inspector General at the General Delegation for National Security, Jean Marie Mvogo, said one of the major problems expressed by the Delegate General for National Security is that of reinforcing the capacity of his personnel so as to meet up with security challenges and to modernise the management of its human resources. He lauded the cooperation between GIZ and the Delegation of National Security, which he said is out to improve police structures in Cameroon.
The objective of the partnership between GIZ and Cameroon Police force is to enable Cameroonian Police assure security in four domains: border security, forensics, human resource and training.

The Minister of Youth Affairs and Civic Education, Mounouna Foutsou, on Monday, April 11, 2016, met the Resident Representative of the Multisectoral Regional Office of UNESCO for Central Africa, Félix Loïteonhin YE.
Félix Loïteonhin YE said the purpose of the meeting was to inform the Minister of the Regional Meeting of UNESCO Partners to hold in Yaounde from April 20-22, 2016. He said the goal is to involve youths in development and also mobilise them to be promoters of peace.
Mounouna Foutsou said the meeting was timely as the Ministry of Youth Affairs and Civic Education was already carrying out a national civic education campaign. He said the mobilisation of youths to participate in development is a major concern of government.
The three-day meeting will bring together members of the Economic Community of Central Africa States and also some specific ministries such as Youth Affairs, Culture, Environment and Forestry. It will be an opportunity for members to discuss UNESCOâs two-year cooperation programme and revisit the role and contribution of each partner structure and the implementation of specific points of the Sustainable Development Goals. The Ministry of Youth Affairs and Civic Education is expected to designate two officials to take part in the meeting of UNESCO partners.

A Revolution In Technical Possibilities

Recent unfortunate events occurring in the health sector and notably in the Douala, Yaounde and Mbanga hospitals have necessarily thrown some opprobrium on the same services across the country.
For understandable reasons; because health is a holistic issue not limited, as it were, strictly to medical care, but for all other factors surrounding it and which can range from a friendly welcome into a hospital to even the cleanliness of the hospital environment.
But nature has made things in a way that only the bad side of things is usually widely publicized; and one can within this premise easily understand why the human interest happenings in these hospitals in recent times attracted so much media attention which gave a grubby image of our hospitals and their environment. This image however obscures numerous initiatives that have been taken in the sector of health around the national territory. One can even talk of a technological revolution.
The past few years have seen the construction of first-class hospitals in Douala, Yaounde and Sangmelima as well as serious renovation works on many others, especially in the Regions and which have taken up bed capacity remarkably. The problem of medical emergencies which has been a weak link in the health delivery system for a very long time was recently addressed with the inauguration of an ultra-modern facility in Yaounde. Gone are the days when wailing patients waiting for attendance were found all over the place at hospital entrances in virtually all the public hospitals of the national capital.
Now patients upon arrival are immediately taken care of and the payment of huge financial deposits which has been a bone of contention is no longer the condition for admitting patients. Patients are admitted first and the financial obligations about their admission are addressed later. The good intentions of government in putting up this new facility may however be quickly undermined because of the attitude of many patients who would rather not pay any fee at all.
Within the first three months of operation officials of the emergency hospital in Yaounde were already reporting a huge debt which could impede the functioning of this vital unit. Inasmuch as money is not placed before any consideration, patients must also understand that the unit needs money to run and continue to provide services through the regular payment of staff and other recurrent expenditure such as paying for medication, water and electricity bills and repair of the sophisticated equipment in the hospital.
Beyond this important technological input, government has also created Haemodialysis centres in all the Regions, a move that has greatly reduced the difficulties experienced before and which required patients to travel from all parts of the country to be attended to in the lone centres in Yaounde and Douala. The same can be said of the generalization of medical imagery units in all the Regions. Beforehand even the simplest medical scanning processes had to be carried almost exclusively in Yaounde or Douala.
Within a very short time span health services in the country have experienced a veritable technological revolution, reducing the numerous medical evacuations to foreign countries and whose exorbitant costs impacted very negatively on the countryâs already overstretched finances.

But nature has made things in a way that only the bad side of things is usually widely publicized; and one can within this premise easily understand why the human interest happenings in these hospitals in recent times attracted so much media attention which gave a grubby image of our hospitals and their environment. This image however obscures numerous initiatives that have been taken in the sector of health around the national territory. One can even talk of a technological revolution.
The past few years have seen the construction of first-class hospitals in Douala, Yaounde and Sangmelima as well as serious renovation works on many others, especially in the Regions and which have taken up bed capacity remarkably. The problem of medical emergencies which has been a weak link in the health delivery system for a very long time was recently addressed with the inauguration of an ultra-modern facility in Yaounde. Gone are the days when wailing patients waiting for attendance were found all over the place at hospital entrances in virtually all the public hospitals of the national capital.
Now patients upon arrival are immediately taken care of and the payment of huge financial deposits which has been a bone of contention is no longer the condition for admitting patients. Patients are admitted first and the financial obligations about their admission are addressed later. The good intentions of government in putting up this new facility may however be quickly undermined because of the attitude of many patients who would rather not pay any fee at all.
Within the first three months of operation officials of the emergency hospital in Yaounde were already reporting a huge debt which could impede the functioning of this vital unit. Inasmuch as money is not placed before any consideration, patients must also understand that the unit needs money to run and continue to provide services through the regular payment of staff and other recurrent expenditure such as paying for medication, water and electricity bills and repair of the sophisticated equipment in the hospital.
Beyond this important technological input, government has also created Haemodialysis centres in all the Regions, a move that has greatly reduced the difficulties experienced before and which required patients to travel from all parts of the country to be attended to in the lone centres in Yaounde and Douala. The same can be said of the generalization of medical imagery units in all the Regions. Beforehand even the simplest medical scanning processes had to be carried almost exclusively in Yaounde or Douala.
Within a very short time span health services in the country have experienced a veritable technological revolution, reducing the numerous medical evacuations to foreign countries and whose exorbitant costs impacted very negatively on the countryâs already overstretched finances.

Longtemps restĂ© calme depuis la clĂŽture de la premiĂšre phase du Projet dâassainissement de YaoundĂ© (PADY I), le canal du Mfoundi Ă YaoundĂ© revit. Le PADY II est actuellement en cours et les changements sont dĂ©jĂ perceptibles. La piste couverte dâherbes et reliant la SociĂ©tĂ© camerounaise de dĂ©pĂŽts pĂ©troliers (SCDP) au marchĂ© Mvog-Atangana Mballa se transforme petit Ă petit. Lâaxe est dĂ©sormais plus grand et sa rĂ©habilitation la rend facile dâaccĂšs. Toujours sur le long du Mfoundi, cette fois, peu avant de rejoindre la route de Nsam, un grand espace est amĂ©nagĂ©. Des voies dâaccĂšs ont Ă©tĂ© créées. Le bitume nây est pas encore posĂ© mais les populations manifestent dĂ©jĂ leur joie. Car, la principale route aboutie au marchĂ© Nsam. « Nous sommes trĂšs contents. Il Ă©tait devenu impossible de passer ici dans la nuit mais depuis que cette entreprise a créé ces routes, nous sommes soulagĂ©s et souhaitons seulement quâils aillent jusquâau bout », lĂąche un riverain. Cependant, sur le site aucun ouvrier nâest prĂ©sent.
A la base de lâentreprise chargĂ©e des travaux (Razel), situĂ©e tout prĂšs du lieu dit « Abattoir », plusieurs ouvriers sont Ă lâĆuvre. La rĂ©alisation dâouvrages particuliers (ouvrages de transition assurant la continuitĂ© des Ă©coulements, ouvrages de chutes, etc.) et les travaux de protection de lâenvironnement. Le projet prĂ©voit, en outre, la protection et la dĂ©limitation des emprises des canaux pour des amĂ©nagements paysagers (alignement dâarbres, haies, etc.) ainsi que lâĂ©clairage public. Il est aussi envisagĂ© la construction des rampes dâaccĂšs, des ouvrages de franchissement pour vĂ©hicules, des Ă©quipements de sĂ©curitĂ© et de signalisation. Dans le Nord, lâentreprise ETS DEGO a abandonnĂ© ses chantiers de construction de quatre salles de classe tandis que lâentreprise U.C.S Company nâa pas pu livrer les travaux de construction dâun magasin agricole et de construction dâun parc de vaccination dans la commune de BaschĂ©o. De mĂȘme, la mise en place dâune unitĂ© de production de sĂ©choirs hybrides Ă aliments nâa pas non plus vu le jour dans la commune de Gashiga. Un autocar de transport public a perdu sept de ses passagers mardi dernier, 12 avril 2016, Ă la suite dâune collision avec un camion de marchandises dans lâarrondissement de Njombe-Penja (Moungo). Onze blessĂ©s ont Ă©galement Ă©tĂ© enregistrĂ©s dans lâaccident qui a causĂ© la mort de ces voyageurs. Selon des sources sur le terrain, câest autour de 19h30 que le drame sâest produit. Les deux vĂ©hicules allaient dans des sens opposĂ©s : le camion vers Loum et lâautocar roulant en direction de Douala. Si certains ont tĂŽt fait dâincriminer un excĂšs de vitesse ou une imprudence, dâaprĂšs le sous-prĂ©fet de lâarrondissement de Njombe-Penja, Nouhou Bello, il convient dâattendre encore les premiĂšres conclusions de la police qui est descendue sur les lieux pour les enquĂȘtes dâusage tĂŽt hier matin. « Les circonstances demeurent encore inconnues. Il nây a ni trou, ni dos dâĂąne Ă cet endroit qui est par ailleurs une ligne droite », a prĂ©cisĂ© le sous-prĂ©fet. Toutes les sources assurent en mĂȘme temps que le camion nâa presque pas Ă©tĂ© affectĂ© par le choc, Ă la diffĂ©rence de la voiture de transport complĂštement Ă©crabouillĂ©e aprĂšs avoir fait plusieurs tonneaux. Les blessĂ©s sont encore sous soins Ă lâhĂŽpital Saint Jean de Malte, voisin des lieux de lâaccident, tandis que les dĂ©pouilles des sept dĂ©funts sont Ă la morgue de Penja.

They are to take part in the first Francophonie table tennis competition, the Lagos Classic as well as the African championship in Morocco soon.
The year is going to be a busy one for table tennis athletes as they are to take part in three major international tournaments this year in addition to the traditional local competitions. They will be taking part in the first ever âFrancophonie Pongiste competitionâ, the ASPA tournament in Belgium, the Lagos Classic as well as the African championship to take place in Agadir-Morocco. The information was rendered public by the president of the Cameroon Table Tennis Federation, Alfred Bagueka in a press conference on Wednesday in Yaounde.
Speaking during the press conference Alfred Bagueka said emphasis will be laid on further vulgarizing and developing the game in all the nooks and crannies of the country as depicted in the organization of the Friendship trophy on the occasion of the Womenâs Day on march 8th and the tennis tournament in a pygmy village on the occasion of the âWorld Table Tennis Dayâ. Effort will be made to take the game of table tennis to new areas while creating new clubs and giving out equipment to promote the discipline in Cameroon.
The president of the table tennis federation however regretted the fact that Cameroon will not be taking part in the Olympic Games in Rio since they didnât take part in the African Games which served as qualifiers for the world sports jamboree. Cameroon also had a chance of clinching a qualification spot during the Top 16 tournament in Sudan but the lone Cameroonian representative in the competition, Sarrah Hanffou, failed to make it. Cameroon also missed out on the junior African championship in Algiers.
He however presented a positive balance sheet of last year during which he said all the major competitions on the calendar of the federation were organized but for the Grand Prix Camrail which failed to take place because of the change in the management of the structure that sponsors the competition, Camrail.
Commenting on recent happenings in the federation where a club withdrew from the competition launching the season, Alfred Bagueka said the federation has taken note of the situation and the disciplinary committee will be meeting in the days ahead to decide on the matter. He however stressed that the federation did not exclude anybody and that ASVUTT and Camrail decided to withdraw out of their own will. He declared that his ambition was developing the game of tennis in Cameroon, a game he fell in love with as a student way back in the late seventies.

They are to take part in the first Francophonie table tennis competition, the Lagos Classic as well as the African championship in Morocco soon.
The year is going to be a busy one for table tennis athletes as they are to take part in three major international tournaments this year in addition to the traditional local competitions. They will be taking part in the first ever âFrancophonie Pongiste competitionâ, the ASPA tournament in Belgium, the Lagos Classic as well as the African championship to take place in Agadir-Morocco. The information was rendered public by the president of the Cameroon Table Tennis Federation, Alfred Bagueka in a press conference on Wednesday in Yaounde.
Speaking during the press conference Alfred Bagueka said emphasis will be laid on further vulgarizing and developing the game in all the nooks and crannies of the country as depicted in the organization of the Friendship trophy on the occasion of the Womenâs Day on march 8th and the tennis tournament in a pygmy village on the occasion of the âWorld Table Tennis Dayâ.
