Vous ne vous sentez pas menacĂ©s parce que beaucoup de chefs d’entreprises apprennent Ă  saisir leurs textes sur l’ordinateur aujourd’hui?
Le mĂ©tier des secrĂ©taires et assistants de direction au Cameroun se porte bien, contrairement Ă  l’imagerie populaire qui disait qu’il Ă©tait vouĂ© Ă  la disparation avec l’avĂšnement des nouvelles technologies de l’information et de la communication. Les patrons saisissent les textes Ă  leur niveau. Ils n’ont aucune formation. Ce sont des saisies plates. Mais quand le secrĂ©taire met son texte en forme, c’est beau Ă  voir. Donc, nous ne nous sentons pas du tout menacĂ©s.
Le public considÚre que les secrétaires constituent des blocages pour accéder à leurs patrons

Les secrĂ©taires sont taxĂ©s de tout, mais un secrĂ©taire, Ă  la base, c’est quelqu’un qui travaille pour une autre personne. Le secrĂ©taire a un patron de qui il reçoit des instructions, mais il doit filtrer pour ne pas tout laisser arriver chez son patron. Ceux qui se plaignent sont plutĂŽt des gens impatients qui ne veulent pas comprendre la tĂąche difficile des secrĂ©taires.
Parfois, il y a de petites coĂŻncidences. Le patron peut sortir de son bureau et trouver le visiteur alors qu’il avait dit qu’il n’était pas lĂ  ou qu’il ne recevait pas. A ce moment, c’est le secrĂ©taire qui doit assumer les consĂ©quences. Il faut simplement savoir user de tact et de diplomatie. Un secrĂ©taire c’est celui qui endosse tout et garde en secret la disponibilitĂ© ou non de son patron. Il doit se dĂ©brouiller Ă  contenter la personne en face.
Qu’est-ce que votre association fait pour changer cette image nĂ©gative de la profession?
Nous avons des sĂ©ances de formation pour toujours ĂȘtre Ă  la pointe. Nous aidons aussi des jeunes collĂšgues Ă  maintenir une image positive de la profession en leur disant de savoir gĂ©rer le stress, ĂȘtre cool et avoir une attitude zen pour ne pas frustrer les usagers. On leur rappelle que le secrĂ©taire est la porte d’entrĂ©e et de sortie dans chaque Ă©tablissement. Donc leurs attitudes et comportements sont trĂšs importants. Un bon secrĂ©taire doit savoir garder les secrets, communiquer, accueillir, orienter et entretenir les usagers, ĂȘtre humble et simple.

La campagne 2016 de contrĂŽle des Ă©tablissements classĂ©s vient d’ĂȘtre lancĂ©e. En quoi consistera-t-elle ?
Cette opĂ©ration va consister Ă  effectuer un contrĂŽle technique ainsi qu’à procĂ©der Ă  la vĂ©rification administrative des Ă©tablissements classĂ©s. Cela veut dire que nous nous rendons dans les Ă©tablissements pour vĂ©rifier les mesures de sĂ©curitĂ© prises premiĂšrement afin de sĂ©curiser l’investissement. Il est question ensuite de sĂ©curiser les travailleurs qui y sont. Et puisqu’il s’agit des Ă©tablissements qui ont Ă©tĂ© autorisĂ©s par le gouvernement, ils devraient donc gĂ©nĂ©rer un peu de recettes pour l’Etat du Cameroun.
Les résultats de 2015 affichent prÚs 3000 établissements recensés. Y a-t-il plus ?
Avec l’aide de la direction gĂ©nĂ©rale des ImpĂŽts (DGI) et de l’Institut national de la statistique (INS), nous savons que le Cameroun compte Ă  peu prĂšs 12 000 Ă©tablissements classĂ©s. Nous en avons inspectĂ© seulement 3000 parce que l’opĂ©ration s’est dĂ©roulĂ©e seulement durant le second semestre 2015. Puisqu’il fallait au prĂ©alable constituer les Ă©quipes conjointes par rapport aux activitĂ©s des diffĂ©rentes administrations concernĂ©es.
Quelles sont les sanctions en cas de manquements ?
Les premiĂšres sont correctives. Lorsque nous observons qu’un Ă©tablissement n’est pas en conformitĂ©, on le met en demeure. Si au-delĂ  du dĂ©lai de la mise en demeure, l’établissement ne s’est pas mis en conformitĂ©, l’administration peut purement et simplement le fermer, en attendant qu’il se conforme Ă  la rĂ©glementation en vigueur. Pour ce qui est des inspections de 2015, nous avons constatĂ© qu’il y avait beaucoup d’établissements en situation d’irrĂ©gularitĂ©.
190 cas de non-conformitĂ© ont Ă©tĂ© recensĂ©s et les promoteurs ont Ă©tĂ© sommĂ©s de se mettre en rĂšgle. S’ils ne l’ont pas encore fait, la campagne 2016 va retourner vers eux sur la base des rapports de 2015 et proposer Ă  l’administration la fermeture de ces Ă©tablissements. Les amendes et autres rĂ©gularisations ont permis de collecter des recettes Ă©valuĂ©es Ă  peu prĂšs 500 millions de F, qui ont Ă©tĂ© reversĂ©es dans les compte de l’Etat.
Quelles attentes pour la nouvelle campagne d’assainissement ?
Les attentes de la campagne 2016 au niveau du ministĂšre des Mines, de l’Industrie et du DĂ©veloppement technologique (Minmidt) sont d’abord la sĂ©curisation du tissu industriel. Nous voulons que notre tissu industriel soit vĂ©ritablement sĂ©curisĂ©, qu’on n’assiste plus aux incendies qui entrainent beaucoup de pertes. Le deuxiĂšme objectif est de permettre, Ă  travers le Minmidt, de mobiliser des recettes pour l’Etat du Cameroun.
Inter-state Integration: FCFA 1.979 As Net Profit For BDEAC

The information was disclosed at the Annual General Ordinary Assembly meeting of the Development Bank of Central African States that held in Yaounde last week.
It emerged from 2015 financial statements during the Annual General Assembly meeting of the Development Bank of Central African States, BDEAC, which held in Yaounde on April 8, that the bank made a net profit of FCFA 1.979 billion, an increase of 63 per cent, compared to what obtained in 2014.
The bank’s 2015 activity report revealed an annual turnover of FCFA 105 billion, with FCFA 250 in commitments. Disbursements were evaluated at FCFA 55.238 billion, an increase of 26.7 per cent, compared to 2014. BDEAC Board members saluted the FCFA 400 billion support of the Bank of Central African States, BEAC. The financial support is intended to foster the execution of inter-state integration projects like infrastruture and energy.
The information was disclosed in Yaounde on April 8, 2016 at the Annual General Ordinary Assembly meeting of BDEAC. Discussions were chaired by the Minister of Finance and the Budget of the Republic of Equatorial Guinea, Miguel Engonga Obiang Eyang.
The BEAC support was welcomed by BDEAC as being substantial, coming at a time the financial outfit is intensifying reforms to scale up support for sub-regional integration projects that are also expected to change the livelihood of citizens of the six countries of the Economic and Monetary Community of Central Africa. The top management of BDEAC is commited to making the financial institution a real development tool for the sub-region. The pledge was welcomed by shareholders, who promised total support.
Chadian-born, Abbas Mahamat Tolli, President of BDEAC, stated during a press conference on April 9, 2016 that 2016 activities will focus on financing projects that foster sub-regional development. Without naming any projects, Tolli stressed that reforms were in place to speed up the execution of such earmarked projects.
Weeding Out The Bad Seeds

Government has at last descended its disciplinary axe on recalcitrant contractors.
It is not clear if the victims expected such an extreme decision. But it is clear they are aware of the havoc they have been causing on government projects. The Minister of Public Contract did not appear to have any other option than signing the decision suspending contracting companies that have fallen into the dragnet. Up to 122 of them are guilty of failing to execute the projects awarded them by the government.
This particularly concerns the 2013 and 2014 financial year. In fact, some Cameroonians who suffered the consequences of the non execution of public investment projects earmarked for these two years are still licking their wounds. In 2013 for instance, none of the ten regions scored a mark that surpassed 50 per cent.
The year that followed was expected to produce better results, unfortunately the same scenario was observed. One of the drawbacks in the execution of the PIB was thought to be the procedure surrounding the effective functioning of the Public Contract system. At all stages of the public contract mechanism, there were problems and most of them had to do with inertia exacerbated by strings of corrupt actions.
In the face of this, government in order to put an end to the malaise announced more stringent measures to be taken including the compression of deadlines for contract awards, execution, evaluation and submission. This particular measure was to be compounded by a number of other measures including the capacity building of stakeholders in the contract award system and institution of a consultation framework between the Ministries of the Economy, Planning and Regional Development (MINEPAT), Finance (MINFI) and Public Contract (MINMAP) for monthly reviews of the programming and execution of public contracts.
The suspension of the 122 companies is surely the outcome of the application of these measures. The decision may appear to be extreme especially as government has been working towards encouraging local enterprises operating in the contract execution sector. But if one were to measure the damage caused on the population as a result of the non execution of these projects, one would readily understand and even wish that the sanctions go beyond simple suspension.
A mortuary building was abandoned in Laquintinie hospital, road, school and water supply projects dumped as well as street lighting projects. Now that the said companies have been sanctioned; what next? This question is extremely important. The whole issue should not be limited to simple sanctions but measures should be taken to ensure that such disasters don’t re-occur.
Government certainly knows that the whole issue of no execution of projects is complex. The complexity comes from the fact that the contract awards system is too interwoven and infected with corrupt practices at all levels of the chain. This entails that the much more still has to be done to give a lasting solution to this problem. The companies that have been sanctioned might just be scapegoats.
One of the things that have been holding back the execution of PIB is the exploration and exploitation of the sources of financing. Projects, one would imagine are executed with money and this money is lodged somewhere and must be released on time. This, contractors have often complained, is where the shoe pinches most. So, it is important to completely weed out the bad seeds at all levels. This is the real challenge.

The commemoration of another international day, this time, for secretaries and management assistants tomorrow gives us a good opportunity to visit what was once a cheapening profession.
In recent years however, the profession of secretary is fast growing in scope and influence. In the years of yore a secretary was considered almost as a necessity to be in the lowest rungs of the social and administrative hierarchy of public and private organizations.
Their tasks were limited to typing texts that were presented to them and accessorily, they could play the role of ushering in the boss’ guests and other mean duties such as liaising between the boss’s home and the office by organizing breakfast or lunch. Technological developments and new managerial techniques have worked extraordinarily in favour of secretaries. Today, it is no longer the touch type writer in use. Terms have change and we no longer talk of typing, but composing.
This requires new and advanced skills which go beyond the mere touch of letters to produce words and later sentences. Consequently training to become secretaries has become longer and more complex, requiring higher technical skills and capacities. That is why training as a secretary has been very highly formalized and even broken into components as today we find a division of labour in secretariats which can range from composing texts, writing reports to organizing the boss’ timetable.
This means the role of secretary has gone beyond typing to embrace a new function of adviser to the boss because of the fact that with new skills acquired through long years of training, many workers in the secretariat have become veritable advisers for the boss as they are usually to first to give their opinion on many issues before the boss takes discussion into wider scopes of decision making.
Gone are the days when secretaries were usually suspected of running shady deals with their bosses and where they were almost exclusively considered as social and intellectual inferiors. Today we find secretaries who even have bigger academic credentials than those for whom they work and are kept solely for their skills and the technical inputs they provide for the progress of the enterprise they work for. There are countless cases where secretaries have grown up not only to occupy executive positions in companies and other structures, but have even become overall bosses.
However, many bosses still see their secretaries from this hackneyed prism of yesteryears; and occasions such as the international day for secretaries and management assistants being observed tomorrow, should provide a good occasion for fruitful exchanges between bosses and their close collaborators for the good of the good of the enterprise or body they work for. This new elevated image of the secretary can only be greeted .

Le Cardiopad entre en scĂšne

Les consultations Ă  l’aide de la tablette tactile de l’inventeur Arthur Zang ont commencĂ© jeudi Ă  YaoundĂ©. Et il y avait foule.

300 consultations en l’espace d’une heure. En masse dans les rangs ou assises, de nombreuses personnes sont venues dĂ©couvrir les prouesses du Cardiopad jeudi, au Centre mĂ©dico-social de l’universitĂ© de YaoundĂ© I. Ici, trois postes de consultations oĂč plus de 10 personnels mĂ©dicaux procĂšdent Ă  la prise des paramĂštres des patients. Puis un poste d’électro-cardiogramme oĂč se dĂ©roulent les examens proprement dits. L’affluence se justifie sans doute par l’utilisation, pour la premiĂšre fois au Cameroun, du Cardiopad mis au point par l’ingĂ©nieur en informatique, Arthur Zang, en vue de rĂ©aliser des Ă©lectro-cardiogrammes. Et surtout, les consultations sont Ă  moindre coĂ»t : 300 F au lieu de 20 000 F.
Pour faciliter la gestion du flux, les patients sont orientĂ©s d’un poste Ă  l’autre. Dans la salle des consultations proprement dites, trois lits sont prĂ©vus et l’accĂšs au public est limitĂ©. AllongĂ©s, les patients se font mĂ©ticuleusement ausculter, les accessoires du Cardiopad vissĂ©s sur diffĂ©rentes parties du corps. Pendant ce temps, la tablette relevant les donnĂ©es est continuellement surveillĂ©e par un spĂ©cialiste. A l’extĂ©rieur, les files d’attente ne cessent de s’allonger au fur et Ă  mesure que les heures passent. En dĂ©vissant pour passer le temps, c’est chacun qui dit comment l’information lui est parvenue. « J’ai suivi l’information Ă  la radio oĂč l’on annonçait que le Cardiopad allait ĂȘtre utilisĂ©. Comme j’ai des palpitations et des essoufflements, j’ai accouru aussitĂŽt. Je suis agrĂ©ablement surprise. Car au lieu de 20 000 F de dĂ©penses pour les consultations, je n’ai dĂ©boursĂ© que la somme symbolique de 300 F », se rĂ©jouit une patiente.
Pour le Dr Rudy Armand Nana, prĂ©sident de l’Association scientifique Cortiqal, initiatrice de la campagne, « il s’agit d’un ensemble d’examens que les mĂ©decins font passer aux patients. A travers les donnĂ©es relevĂ©es, ils essaient de diagnostiquer la maladie dont souffre le patient. Pour rĂ©aliser ce diagnostic, il faut passer par un examen cardiaque. Celui-ci s’effectue grĂące au Cardiopad qui collecte les donnĂ©es cardiaques du patient. Au final, aprĂšs les examens, le diagnostic est posĂ© et Ă  partir de lĂ , le mĂ©decin peut tirer ses conclusions et faire une prescription ». L’Association Cortiqal qui a pour but de promouvoir la science appliquĂ©e et la recherche scientifique est un regroupement de scientifiques (mĂ©decins, ingĂ©nieurs et fondamentalistes). GrĂące Ă  cette dĂ©marche de vulgarisation, les populations vont pouvoir avoir accĂšs Ă  des soins pointus dans le domaine de la cardiologie oĂč les spĂ©cialistes sont peu rĂ©pandus. Cette premiĂšre campagne s’achĂšve demain samedi.
500 opérations de cataracte annoncées pour mai

Une campagne de recensement en vue d’interventions chirurgicales au mois de mai prochain Ă  l’HĂŽpital gynĂ©co-obstĂ©trique et pĂ©diatrique de YaoundĂ© s’est achevĂ©e jeudi

C’est sous des tentes que les malades souffrant des maladies oculaires sont accueillis depuis mercredi dernier Ă  l’HĂŽpital gynĂ©co-obstĂ©trique et pĂ©diatrique de YaoundĂ© (HGOPY). Parmi les personnes venues se faire ausculter, CĂ©cile Kenmogne Kamga, septuagĂ©naire. Ayant appris la nouvelle par le tĂ©lĂ©phone arabe, la vieille dame n’a pas voulu louper cette opportunitĂ© gratuite. « Je l’ai appris par le biais d’une voisine. N’ayant pas assez de moyens financiers, je me suis dirigĂ©e ici pour qu’on m’opĂšre parce que je ne vois presque plus », confie-t-elle. C’est que, dans le cadre de la prĂ©paration du projet Action LumiĂšre, financĂ© par la Chine et mis en oeuvre au Cameroun via le ministĂšre de la SantĂ© publique, l’HGOPY et l’hĂŽpital de Mbalmayo ont Ă©tĂ© retenus pour le dĂ©roulement des interventions chirurgicales.
A l’HGOPY, les malades sont accueillis et enregistrĂ©s. « Nous les accueillons par ordre d’arrivĂ©e et nous avons des fiches sur lesquelles on Ă©crit leurs noms et numĂ©ros de tĂ©lĂ©phone avant de prendre leurs paramĂštres », explique VĂ©ronique Elomo, infirmiĂšre. Une fois cette premiĂšre Ă©tape franchie, les patients passent Ă  l’étape de l’acuitĂ© visuelle rĂ©alisĂ©e par le Dr William Nzokou qui leur permet de dĂ©chiffrer les lettres de l’alphabet et des chiffres Ă  partir d’une certaine distance. C’est au cours de la consultation proprement dite que le mal est confirmĂ© puis le malade est dĂ©clarĂ© Ă©ligible. « Nous avons dĂ©jĂ  enregistrĂ© 58 malades et d’ici la fin de la campagne de dĂ©pistage, nous espĂ©rons atteindre notre quota de 350 malades », indique un responsable de cette formation hospitaliĂšre.
Pour cette campagne, il est prĂ©vu d’opĂ©rer 500 cas de cataractes dont 350 Ă  HGOPY et 200 Ă  Mbalmayo Ă  partir du 14 mai. « Les malades viennent de YaoundĂ© et des localitĂ©s environnantes. Ces opĂ©rations vont soulager les malades dans la mesure oĂč hors des campagnes, il faut dĂ©bourser au moins 150 000 F pour se faire soigner. Nous insistons sur les patients qui ont plus de 50 ans parce que c’est Ă  cet Ăąge que ce mal est plus frĂ©quent », relĂšve le Dr William Nzokou. « Nous allons les appeler, le moment venu, Ă  travers leurs numĂ©ros de tĂ©lĂ©phone. Puisque nous allons dresser une liste avec un planning des opĂ©rations Ă  effectuer par jour de passage », assure-t-on dans cette formation hospitaliĂšre. De sources bien introduites, l’on apprend que ces interventions chirurgicales bĂ©nĂ©ficient du soutien du plateau technique chinois composĂ© des Ă©quipements de pointe. Ceci permettra de rĂ©aliser une opĂ©ration en 15 ou 20 minutes. L’équipe des ophtalmologues est conduite par le Pr. Lucienne Bela Asumpta, coordonnatrice du Programme national de lutte contre la cĂ©citĂ©.

Dans une vidéo diffusée par la chaßne de télévision américaine CNN, 15 jeunes filles affirment avoir été kidnappées le 14 avril 2016 dans cette localité.

Deux ans aprĂšs leur enlĂšvement, l’on a dĂ©sormais la preuve que les 219 lycĂ©ennes encore retenues sur les 267 enlevĂ©es le 14 avril 2014 par des combattants de Boko Haram dans la localitĂ© de Chibok au Nord-Est du Nigeria sont toujours en vie. 57 autres ayant rĂ©ussi Ă  s’enfuir. Une vidĂ©o remise par la nĂ©buleuse terroriste Ă  la chaĂźne d’information amĂ©ricaine CNN Ă  l’occasion de ce triste deuxiĂšme anniversaire prĂ©sente quinze jeunes filles couvertes d’un hijab de couleur noir qui dĂ©voilent leur identitĂ© et dĂ©clarent avoir Ă©tĂ© enlevĂ©es Ă  Chibok. Les otages prĂ©cisent Ă©galement la date de l’enregistrement de la vidĂ©o qui remonte au 25 dĂ©cembre dernier. A Maiduguri, capitale de l’Etat du Borno, deux mĂšres qui ont pris part Ă  une sĂ©ance de diffusion de ladite vidĂ©o disent avoir reconnu leurs filles Saratu et Hauwa parmi les lycĂ©ennes encore en captivitĂ©. Tout comme ces derniĂšres ont pu ĂȘtre identifiĂ©es par l’une de leurs camarades. Dans cette vidĂ©o oĂč n’apparait l’ombre d’aucun de leurs ravisseurs, les jeunes filles s’expriment en haoussa, la langue la plus parlĂ©e dans le nord du Nigeria, et en kibaku, celle parlĂ©e spĂ©cifiquement Ă  Chibok.
Du cĂŽtĂ© des autoritĂ©s, l’on veut davantage de preuves de vie pour engager des nĂ©gociations pour une libĂ©ration totale des filles encore en captivitĂ©. Le ministre nigĂ©rian de l'Information a fait remarquer que les jeunes filles dans la vidĂ©o «ne semblaient pas ĂȘtre stressĂ©es le moins du monde» et qu'il n'y avait eu que «peu de changement dans leur apparence physique». A l’occasion de ce deuxiĂšme malheureux anniversaire, de nombreuses manifestations commĂ©moratives ont Ă©tĂ© organisĂ©es Ă  travers le Nigeria pour revendiquer la libĂ©ration de ces lycĂ©ennes. A Chibok, la population et les parents des victimes se sont retrouvĂ©s pour une priĂšre collective devant les bouts de mur du lycĂ©e dĂ©truit Ă  l’occasion de l’enlĂšvement par les insurgĂ©s.

Martin Mvogo EtĂ©mĂ© a Ă©tĂ© tuĂ© par un coup de feu parti de l’arme de son fils.

Dans l’aprĂšs-midi du 8 avril 2016, Martin Mvogo EtĂ©mĂ©, 62 ans, initie une partie de chasse dans la forĂȘt du village Ngobassi, dans l’arrondissement d’Okola. Pour ce faire, il invite l’un de ses fils, Mvogo P., 19 ans, Ă  l’accompagner. Au bout de quelques heures, la recherche du gibier se rĂ©vĂšle infructueuse et, rendu en milieu de soirĂ©e, les deux hommes dĂ©cident de retourner au village.
Toutefois, autour de 22 heures, le fils est prestement rĂ©veillĂ© par son pĂšre. Ce dernier souhaite se relancer Ă  l’assaut du gibier dont il croit maĂźtriser les repĂšres Ă  ce moment-lĂ . « Papa chassait depuis plus de 38 ans. Il savait souvent Ă  quel endroit se cachaient les animaux », laisse entendre Mvogo P. Le fils s’exĂ©cute donc et suit son pĂšre dans la forĂȘt. « Je marchais Ă  environ 3 mĂštres de lui. On avait nos torches mais on ne voyait pas parfaitement », explique le jeune homme qui poursuit : « A un moment mon pĂšre s’est arrĂȘtĂ© et a commencĂ© Ă  tirer. Je me suis dit qu’il avait vu des hĂ©rissons et qu’il tentait justement de les abattre ».
A en croire Mvogo P, les Ă©vĂ©nements semblent s’ĂȘtre enchaĂźnĂ©s assez rapidement. « Pendant que papa tirait, j’ai aussi apprĂȘtĂ© mon fusil pour chercher le gibier. Tout Ă  coup, un oiseau -je crois que c’était une perdrix- est venu se poser au bout du canon de mon arme. Par rĂ©flexe, j’ai tirĂ© », relate Mvogo P. Les pays-membres de la CommunautĂ© Ă©conomique des Etats de l’Afrique centrale (CEEAC) ont besoin de plus de ressources financiĂšres pour contrĂŽler les activitĂ©s de pĂȘche dans le golfe de GuinĂ©e. Cette zone maritime est quasiment « prise en otage » par des Ă©trangers venus de l’Occident et de la Chine qui y opĂšrent au mĂ©pris de la rĂ©glementation. La pĂȘche illicite non dĂ©clarĂ©e et non-rĂ©glementĂ©e, puisqu’il s’agit d’elle, rĂ©siste malgrĂ© les dispositifs de contrĂŽle mis en place par les diffĂ©rents Etats. L’annĂ©e derniĂšre, 12 navires ont Ă©tĂ© saisis en infraction aux larges de cĂŽtes camerounaises par les patrouilles mixtes composĂ©es des Ă©lĂ©ments des ministĂšres en charge des PĂȘches et de la DĂ©fense. En 2014, ce sont 10 navires de pĂȘche qui ont Ă©tĂ© saisis. Si ces chalutiers Ă©trangers prospĂšrent dans les eaux du golfe de GuinĂ©e, c’est que les privĂ©s locaux peinent Ă  les investir. D’oĂč l’appel lancĂ© hier Ă  YaoundĂ© par les responsables du ComitĂ© technique de la Commission rĂ©gionale des pĂȘches du Golfe de GuinĂ©e (COREP).
Les enjeux sont connus. Il faut d’abord prĂ©server la ressource halieutique. Et ensuite, alimenter les diffĂ©rents marchĂ©s nationaux oĂč l’offre reste insuffisante. S’agissant du cas spĂ©cifique du Cameroun, les besoins annuels sont estimĂ©s Ă  400 000 tonnes de poisson, soit le double de la production nationale. Le recours aux importations continue de coĂ»ter cher Ă  l’Etat. Avant l’export, les marchĂ©s nationaux sont un dĂ©bouchĂ© certain pour les privĂ©s qui choisiront d’y investir. Notamment dans la pĂȘche crevettiĂšre et dans l’aquaculture commerciale qui offrent des opportunitĂ©s intĂ©ressantes au Cameroun. Le gouvernement, avec l’appui de la FAO, vient de dĂ©marrer la phase pratique de son projet d’appui au dĂ©veloppement de l’élevage du tilapia en cage dans la rĂ©gion du Centre. D’autres initiatives sont annoncĂ©es. DerriĂšre la sensibilisation faite en direction du privĂ©, il y a aussi le souci de diversifier l’économie, en tirant de l’activitĂ© piscicole, des bĂ©nĂ©fices qui pourront par la suite ĂȘtre rĂ©investis.

Recent measures have come to stem corrupt practices which were becoming rife in the system.
Once upon a time the delivery of a passport, a document to which every citizen is entitled, was a veritable uphill task. Obtaining the document was at times even more difficult than obtaining an academic qualification and under-the-table deals surrounding their delivery sometimes absorbed as much as even a million CFA Francs in the process. For some years now there has been some order in the system, but not good enough to ensure that citizens applying for this important travelling document obtain it without any hitches.
Some civil servants of the national security corps and, above all, the numerous go-betweens who had made facilitation a veritable flourishing business had virtually reintroduced the vices that had enabled the authorities to step in. This time, they were very civilized indeed; using such subterfuges and fine language such as “express” passports to attract many “customers” from whom they extracted huge sums of money in order to obtain a passport within a reasonable time frame.
Passport seekers from the Regions were their principal targets; understandable so because many of them, coming from distant locations around the country found it convenient to pay some extra money and get their passports quickly. The fee could go as high as even 300 000FCFA. It took the firm outing of Police Commissioner Jean Louis Messing, Director of Frontier Police last Friday, to bring back normalcy. He told a Yaounde press gathering that henceforth, his office will no longer directly treat any requests for passports because the process is supposed to be started at all emi-immgration police stations located at the various Regional headquarters before being sent to his office for signature.
The director’s pledge was followed by a statement from the office of the Delegate General for National Security reminding the public of the same measures and even going further to insist that no fee of above FCFA 78 000 was needed for processing a passport: FCFA 1000 for fiscal stamps, FCFA 2000 for passport-size photographs and FCFA 75000 fees for ordinary passports
These measures are meant to fight corrupt practices the government is currently involved in.They are also a practical manifestation of the desire expressed by the President of the Republic Paul Biya when he addressed the nation on December 31, 2015. On that occasion he specifically spoke of the need to modernize the functioning of administrative services so as to make them a veritable force for progress. A corrupt civil service can hardly be a source for progress and that is why measures such as those taken by the police services to rid the process of issuing passports of corrupt practices is a move in the right direction because it has come to make access to public services more easy for citizens.
Douala: PK10 High School Gets Modern Infirmary

The structure will cater for minor health problems of students, administration and teaching staff.
A modern infirmary, equipped with drugs, chair, table and cupboard, was on April 14, 2016, handed over to Government Bilingual High School, Military Engineering Corps barracks at PK10 in Douala. Comprising a treatment room, waiting room and modern toilet, the modern structure, which was constructed in six months, covers an area of 45 square metres.
The construction of the infirmary follows the wish expressed by the school after repeated cases of convulsions, thought to be the result of the presence of a Hysacam refuse dump nearby. Thanks to the gift by the Hygiene and Sanitation Company, Hysacam, the infirmary will cater for some minor health problems of students, administrative and teaching staff. According to the Principal, Bakop Ikonyo Cécil, the school is adjacent the lone Hysacam dump in Douala and was exposed to some health problems.
Henri Delor Sosso, Wouri Divisional Delegate for Secondary Education, chaired the handover ceremony in the presence of Hysacam officials, students and staff of the institution. The facility, he said, was relevant and should be well taken care of to serve the interests of users. Mbakop Theodore, Hysacam’s Chief Accountant, who represented his General Manager, revealed that the structure was part of the company’s plan to equip schools and universities as well as construct infirmaries for them.
“We believe that children are the first actors of hygiene and sanitation. We invest in schools to help them inculcate the notion of hygiene and sanitation. We intend to extend this gesture to other schools in Deido and Bonaberi in the nearest future,” Mbakop disclosed.
According to Bakop Ikonyo Cécil, the handover was timely as it will solve a crucial health problem the institution has been grappling with over the years. Cases of convulsion and malaria were hitherto handled by the health facility of the nearby Military Engineering Corps. The infirmary, she said, will serve the 3,500 students and 167 administrative and teaching staff of the school. It will go operational in the 2016-2017 school year. She commended Hysacam for other forms of assistance like trash cans, brooms, books and prizes to students and teachers.

Mettez-vous rapidement au travail car les dĂ©fis sont nombreux. » Ce sont les termes employĂ©s par le Colonel Roger Amougou Abessolo, Commandant de la lĂ©gion de gendarmerie du Littoral, lors de l’installation hier 14 avril 2016 Ă  Douala dans leurs nouvelles fonctions, de quatre chefs d’escadron rĂ©cemment nommĂ©s par dĂ©cret prĂ©sidentiel. Le Lieutenant-Colonel Raymond Boum Bissoue est le nouveau commandant du groupement d’escadron mobile N°2, le chef d’escadron Jean-Claude Akono (54 ans) prend les rĂȘnes du port autonome de Douala (Pad), le Capitaine Baudouin Ngweha va diriger le groupement d’escadron N°21 et le Capitaine Luc Daniel Ze, le groupement d’escadron N°23.
Trois d’entre eux sont des produits de l’Ecole militaire inter-armĂ©es (Emia). Ils sont issus des promotions « IntĂ©gritĂ© territoriale » pour le Lieutenant-Colonel Boum Bissoue, qui a multipliĂ© des formations au Cameroun et Ă  l’étranger, il est ĂągĂ© de 49 ans. Le Capitaine Baudouin Ngweha, 33 ans, est de la promotion « Paix et modernitĂ© ». Il Ă©tait jusque-lĂ  commandant d’escadron 100 de NgaoundĂ©rĂ©. Quant Ă  Luc Daniel Ze, 40 ans, il est de la promotion « ArmĂ©e et nation ».
Ces jeunes officiers supĂ©rieurs de la gendarmerie ont donc la lourde responsabilitĂ© de promouvoir une gendarmerie de proximitĂ© et d’assurer l’encadrement de leurs hommes et celle des Ă©lĂšves gendarmes sous leur autoritĂ©. La cĂ©rĂ©monie a eu lieu en prĂ©sence du prĂ©fet du Wouri, Naseri Paul Bea, des autoritĂ©s policiĂšres, militaires et judiciaires de la ville de Douala. Children Palliative Care: Medical Personnel Enhance Skills

A two-day workshop organised by the University of Yaounde I and “MĂ©decins du Monde” ends today in Yaounde.
Over 100 medical practitioners from different domains are currently undergoing training on how to enhance the quality of life for children in the face of an ultimately terminal condition. Organised by Doctors of the World (MĂ©decins du Monde) from Switzerland and the Faculty of Medicine and Biomedical Sciences of the University of Yaounde I, the two-day workshop which ends today April 14, is within the first phase of a project “Children Palliative Care in South Countries.” The project aims to give access to and improve pediatric palliative care and support of pain for vulnerable (children) populations on the international scene. It is an initiative of “Medecins du Monde”.
While opening the workshop on behalf of the Rector of the University of Yaounde I, the Vice-Rector in Charge of Teaching, Professor Daniel Abwa lauded the initiative which is not only going to edify student doctors on pediatric palliative care but will also help those already working to better handle such situations when need arises.
The Director of the Mother and Child Centre of the Chantal Biya Foundation, Professor Koki Ndombo who is a pediatrician, explained that they are out to know better how to care for children with diseases that cannot be treated and how they can reduce pain and discomfort the children face in a bid to boost their moral and wellbeing. He explained that a lot needs to be known by medical personnel on how to treat or delay pains in children not only with drugs but with other professionals such as educationists, humorists and musicians.
Besides sensitisation and theoretical sessions, participants at the workshop will also share experiences with experts from other countries such as Uganda and Kenya. The Hemato-Oncologist Paediatrician from Doctors of the World, Dr Cecile Choudja Ouabo said they will discuss on oncology paediatric cancer, neonatology pathologies in children amongst other issues.
At the end of the workshop, it is expected that participants will not only be informed on what palliative care is about but will also be able to integrate it immediately in their daily duties. The President of the Treatment of Pain Society in Cameroon who is also the Dean of the Faculty of Medicine and Biomedical Sciences at the University of Yaounde I, Professor Ze Minkande Jacqueline said the workshop is within the role of the faculty to train doctors from the base to become generalist or specialist.
Committee Endorses Industrialisation Master Plan Proposal

Members of the inter-ministerial committee in charge of drawing up the Industrialisation Master Plan met in Yaounde on April 13, 2016.
The inter-ministerial committee in charge of drawing up Cameroon’s Industrialisation Master Plan has endorsed a proposal from the Basics International consulting firm on the current state of the sector. Both parties met in an evaluation meeting in Yaounde on April 13, 2016, under the chair of the Minister of Mines, Industries and Technological Development, Ernest Gwaboubou.
The meeting aimed at adopting the document by the consulting firm on Cameroon’s potential, stakes as well as challenges that will be used to draw up a new Industrialisation Master Plan as desired by government since 2013. The plan, when ready, will serve as springborad to the implementation of Cameroon’s development vision in the sector. The proposed document from the consulting firm will guide the committee to draw up the Industrialisation Master Plan.
The Minister acknowledged that Cameroon’s potential in the sector was remarkable, though not fully exploited due to the uncompetitiveness of local companies. “Our economy hinges on small-size entreprises most of which are of the tertiary sector. Medium-size entreprises that are expected to throw their weight behind the economy find it difficult because of numerous setbacks,” the Minister said. Government is therefore reveiwing its national master plan on industrialisation to step up local processing of agricultural, mining and forestry products, which according to Basics International’s Chief Executive Officer, CĂ©lĂ©stin Ndonga,are unexploited.
Efforts are ongoing to process at least 15 per cent of minerals mined in Cameroon and officials see in the Industrialisation Master Plan a leeway to boosting the sector. The firm’s findings disclosed that Cameroon is endowed with enormous natural resources whose insufficient processing, owing to multifaceted reasons, has kept the country, like the continent, dependent on imports or exports of mainly primary products like crude oil, cocoa, coffee, wood and banana, amongst others. The country boasts vast reserves of natural resources in mining, 35 million metric tons of iron ore, many cobalt/nickel reserves and huge potentials in the forestry and agricultural sectors.
However, Minister Gwaboubou stated that being competitive means local companies need to produce in quantity and quality as proposed by Basics International in the plan. Experts outlined impediments to the industrialisation drive like obsolete infrastructure (internet, posts and telecommunications), fragmented economic space, climate change, capital flight, immigration, low production capacities, limited investment financing and high transaction costs. The Minister stressed that the plan absolutely needs to address setbacks for the country to achieve its development dreams.
