Daouda Kamilou: la locomotive de Garoua

#Sports
Josiane R. MATIA

Regional Governors, security and defence forces on mission to curb the dangerous practice.

The Governors of Cameroon’s 10 Regions are now intensifying efforts to implement the directives of government that put them at the heart of ensuring the country’s security. One key aspect for the cherished security ambition to be attained is fighting against the illicit trafficking proliferation, circulation, manufacture and use of arms and ammunition.

Territorial Administration and Decentralisation Minister (MINATD), René Emmanuel Sadi during the closing ceremony of the first semester conference of Regional Governors for 2017 in Yaounde last July 27, instructed the Governors to go a step further by compiling the list of all holders of arms in their respective regions and transmit to the ministry. He also instructed them to ensure the strict implementation of the Law N°. 2016/015 of 1 December 2016 governing arms and ammunition in Cameroon. The Secretary of State in the Ministry of Defence in charge of the National Gendarmerie, Jean Baptiste Bokam made a succinct presentation of the law during the conference.

The Adamawa, East, North West, West and Far North Regions from reports are the nerve centres of the circulation and use of arms in the country. According to the Governor of the Adamawa Region, Kildadi Taguieke Boukar, the region has long and porous borders with Cameroon’s restive neighbours such as Nigeria, the Central African Republic and Chad. Rebels and armed men from these countries often cross into Cameroon with arms which they use to terrorise, harm and kidnap the population. The East region in particular faces the problem of refugees crossing from the Central African Republic, some of whom are infiltrated by dangerous armed men from the different rebel groups. The West and North West Regions are noted for the fabrication and use of firearms during funeral ceremonies. The arms at times are used during inter-village conflicts and do get into the hands of armed bandits.

Administrative authorities are henceforth on the field with new strategies to fight and bring order in phenomenon of the illicit trafficking, proliferation, circulation, manufacture and use of arms and ammunition. Some Regional Governors who are the main actors on the field in this focus explain how they have been carrying out the fight.

Reactions

Kildadi Taguieke Boukar: “Security Forces Carry Out Control Missions”
Governor of the Adamawa Region

“We have borders with Cameroon’s neighbouring countries such as Nigeria, the Central African Republic and Chad. Formerly in Chad, there was insecurity caused by uprisings after which rebels crossed to Cameroon with arms. Right now bandits have been using the arms to terrorise, harm and kidnap our population around the Mayo- Banyo and Faro et Deo Divisions. Along the border with Nigeria, we have all kinds of trafficking such as arms, petrol and drugs. The insecurity in the Central African Republic has caused the flow of people into Cameroon seeking for refuge. Some times, they have with them arms which they use to kidnap the local population and ask ransom from them. We are alert. The forces of law and order are on the alert and sometimes they carry out control missions on the field to curb the situation.”

Naseri Paul Bea: «Authorisation To Buy Arms Has Been Limited »
Governor the Centre Region

«The issuance of the authorisation to buy arms has been limited. Secondly, the use of arms during traditional manifestations, especially in the North West and West Regions, have been regulated and only guns using gun powder have been authorised. The law of 14 December 2016 clearly defines the regulations on the use and carrying of arms. The administrative authorities have to sensitise the population and traditional leaders on the use of arms during such cultural manifestations. Those who manufacture the arms also have to declare to the public authorities the type of arms they produce and make sure that the provisions have been provided for the manufacture. One cannot just go to any village and start producing the arms without any declaration and authorisation.

Bernard Okalia Bilai: « We Have Intensified Patrols »
Governor of the South West Region

«The situation of illicit trafficking of arms and ammunition in the South West Region is that we are controlling the various entry points. We are controlling because we are facing threats. We have a long maritime and land border Nigeria. We have intensified patrols because arms and ammunition are our fight target. We are receiving threats from some secessionists, so we have to be very vigilant. We need to intensify the various controls and for us to do it, we need to be reinforced. We need equipment. »

Clement Fosong, 95, was buried last 5 August, 2017, in the presence of Nguti Divisional Officer

Life seams unbearable now in Upper Nkongho-Mbo in Nguti Sub-Division of Kupe-Muanenguba following an early morning flood that swept through seven villages of the area killing one Clement Fosong, 95. The floods also left some 34 persons homeless.

According to the Divisional Officer for Nguti, Kombe Henry Pasang, the displaced persons are now taking refuge in the local health centre in Njongo village and the Chief’s Palace in Fonveng.

Informed about the incident, Kombe Henry rushed to the scene the next day, 5 August, with his close collaborators of the Police and the Gendarmerie (etat major) to ascertain the situation. Mr. Kombe told Cameroon Tribune yesterday mid-day in a phone chat that the situation was under control with the survivors assembled for protection. He said the incident occurred at about 6am on 4 August, 2017.

Further information states that the man who went to rescue Fosong, by name Peter Fuh, sustained serious injuries on the left eye and was evacuated to Tiko in Fako Division where he is undergoing treatment. The flood victims are now being fed through village solidarity.

The floods are said to be as a result of a landslide that followed a heavy down pour. It is reported to have buried 14 houses in Njongo and extended its disaster to the next villages of Santchou in Menoua Division of the West Region. Equally, many farms are reported lost to the floods as well as a bridge. The authorities are still to do a material and financial damage evaluation.

The affected villages include Mbemfeu, Njongo, Lebeh, Lebock, Fonki, Nzelleted and Fonveng.

Victorious Athletes Receive Nation’s Esteem

#Presidential
LUKONG Pius NYUYLIME

The Athletes yesterday, August 10 presented medals won in various competitions to the Presidential couple in a grandiose ceremony at the Statehouse.

It was all a language of satisfaction, gesture of recognition and an atmosphere of national pride that threaded through the population that joined President Paul Biya and wife, Chantal to celebrate the numerous victories recorded by the country’s athletes during a medley of international sporting competitions. The thirst for such an event was very evident from the content of the speeches and the veracity of emotions that greeted the arrival of the athletes at the Ambassadors’ hall of the Unity Palace. As fate would have it, it was just a ceremony that needed no other thing than words of praise, congratulations and gratification. And, President Paul Biya did just that. No medal winner for the current sporting season was left out. In the same way, most, if not, all of the trainers involved in the competition were given the chance to equally shake hands with the Presidential couple. It was equally one of those rare occasions where some media men who accompanied the athletes were honoured.

Led by the Minister of Sports and Physical Education, Pierre Ismael Bidoung Mpkatt, who headed the team of athletes to the just ended Francophonie games in Abidjan, the athletes filed in, in succession, presented their medals and shook hands with President Biya and wife, Chantal before being decorated in the second sequence of the ceremony with various meritorious national medals. These included: Knight of Order of Valor to gold medallists, knight of Order of Merit to the Trainers, Rank of fourth Order of Merit to Silver medallists and Rank of third Order of Sport Merit to Bronze medallists. The cream of members of government and that of the diplomatic corps was visibly present giving the ceremony the grandeur it deserved.

True Ambassadors
There was no better way to describe the medallists than the lubrications in the nation’s recognition speech presented by the Head of State. “You are the symbol of the Cameroon that we like, the Cameroon that we want and the Cameroon that wins” President Biya said, reminding the athletes of the pride the country has for them. Cameroonians in both the countryside and cities are vibrating in the rhythm of their victory, he assured, stating inter alia that theirs is a beaten record within the past decade. The athletes, holders of 60 gold medals, 64 silver medals and 88 bronze from African and other international competitions were reminded of the impact of their performance which remains a veritable translation of their patriotism making them models to the rest of the country’s youths. The President in his speech equally gave a special pat on the back of the trainers, many who answered present at the ceremony.

Yesterday’s event was occasion for the President to assure Cameroonians and the World of sports of the country’s readiness to host the next Africa Cup of Nations, AFCON 2019. “The Africa Cup of Nations is tomorrow, Cameroon shall be ready. I have taken the engagement”, he said, ending his speech in the following words among others, “Cameroon is proud of you, Cameroon likes you.” In response and speaking on behalf of his colleagues, Bell Ngingjel Franck Parisi, holder of gold on Judo from the Yaounde International Tournament, expressed satisfaction at the privilege given to them by the Presidential couple. “The regular presence of the Lions at the Unity Palace made us to dream”, he said. While thanking all those who contributed to their victory, he begged the Head of State to accept their appreciation for the messages of encouragement which he sent to them through the Minister of Sports and Physical Education saying they inspired them and gave them the necessary fighting spirit to victory.
Tennis : Lemongo prépare sa tournée internationale

Steve LIBAM

 « Etats-Unis d’Afrique ». Pourquoi pas.

Economic Development : FCFA 180 Billion Available

AMINDEH Blaise ATABONG

After a meeting with GICAM executives last Friday, the Minister of Finance announced that the State will pump the money into the private sector soon.

Cameroon will soon release FCFA 180 billion into its private sector, the Minister of Finance, Alamine Ousmane Mey has said. The Minister made the disclosure in Yaounde, Friday August 18, 2017, following concerns raised by executive members of the Employers’ Association of Cameroon (GICAM) over internal debts and value added taxes. The GICAM executives led by their new President, Celestin Kamanou Tawamba, had an introduction meeting with top officials of the Ministry of Finance.

Going by Alamine Ousmane Mey, the Government shares in the vision of GICAM as well as the difficulties being faced by enterprises in the country. “The Head of State has instructed us to deliver proper solutions to the problem of value added tax. With respect to the current economic situation, some of our commitments need to be addressed such that companies executing some of our operations and realizing some of our projects would be paid accordingly. Globally, FCFA 180 billion will be injected into our economy in the days to come. This is going to help our banking system to have more liquidity. FCFA 80 billion will be given to this banking system in the form of repayment of debts of the State of Cameroon. FCFA 100 billion, additional to the FCFA 80 billion, will be paid to enterprises in contract with the State,” the Minister of Finance told reporters after a working session with GICAM representatives. He said all the measures are geared towards propelling the economy and making sure that the private sector which is playing an important role should continue to lead in the creation of wealth and in increasing employment, making sure the vision to make Cameroon an emerging economy by 2035 is well on track.

“Definitely the private sector has a big role to play and we want to use the different platforms to share, discuss and contribute to the dialogue which is already being entertained at the level of the Cameroon Business Forum. At the level of GICAM, we want to be in close relation such that proposals made in line with public finance should be considered, analysed and if they are pertinent, we will be able to summit them to hierarchy for approval
The private sector is going to play an important role in the development of our country,” Alamine Ousmane Mey noted, adding that the private sector is “our” ambassador in terms of wealth creation.
