Fonction publique : plus de 1300 places Ă  prendre

24 concours lancĂ©s hier par le ministre Michel Ange Angouing dans les domaines de l’agriculture, journalisme, santĂ© publique, gĂ©nie civil, documentation


Il y a des places Ă  occuper dans la Fonction publique camerounaise. Michel Ange Angouing, chef de ce dĂ©partement ministĂ©riel a rendu public hier, des arrĂȘtĂ©s portant ouverture pour le compte de l’exercice budgĂ©taire 2017, de 24 concours dans plusieurs corps de mĂ©tier : le cadastre, la documentation, le journalisme, l’agriculture, la santĂ© publique, le gĂ©nie civil, les eaux et forĂȘts, l’élevage et pĂȘche maritime, la prĂ©voyance sociale, les postes et tĂ©lĂ©communications
 Au total, 1361 places sont disponibles. Soit 1151 places pour les concours directs et 210 pour les concours de formation.

Pour ce qui est de l’agriculture par exemple, le concours direct ouvre la porte Ă  240 personnels dans les corps des fonctionnaires de la production rurale. Les Ă©preuves Ă©crites auront lieu les 28 et 29 octobre au centre unique de YaoundĂ©. La date limite de dĂ©pĂŽt de dossier est fixĂ©e au 13 de ce mois. Pour les journalistes, 10 places sont en jeu. Le concours se dĂ©roulera du 4 au 5 novembre prochain au centre unique de YaoundĂ© et les candidats ont jusqu’au 20 octobre prochain pour dĂ©poser leur dossier complet.

En ce qui concerne les concours de formation, un est ouvert pour le recrutement de 15 Ă©lĂšves conseillers principaux de jeunesse et d’animation Ă  l’Institut national de la jeunesse et des sports (Injs). Les postulants seront face aux Ă©preuves physiques les 10 et 11 octobre et face Ă  celles Ă©crites les 14 et 15 octobre Ă  YaoundĂ©. Il y a aussi un concours d’entrĂ©e dans les Centres de jeunesse et d’animation (Cenajes). Qu’il s’agisse des concours directs ou de formation, tous les candidats sont invitĂ©s Ă  dĂ©poser leurs dossiers complets Ă  la direction du dĂ©veloppement des ressources humaines de l’Etat du ministĂšre de la Fonction publique et de la RĂ©forme administrative (Minfopra) ou dans les dĂ©lĂ©gations rĂ©gionales du pays. C’est Ă©galement sur place ou en cliquant sur le www.minfopra.gov.cm que ces derniers pourront avoir les modalitĂ©s et conditions Ă  remplir pour ces diffĂ©rents concours et bien d’autres informations.

C’est en effet depuis 2011 que la Fonction publique recrute chaque annĂ©e. D’aprĂšs Yves Bertrand Zengoueng, directeur du dĂ©veloppement des ressources humaines de l’Etat, ces concours visent Ă  rĂ©pondre aux besoins en personnels exprimĂ©s par les administrations camerounaises.

South West: Generalised Harmony Is Back

Hundreds who travelled out of the Region last weekend are returning to their activities.

Echoes of conducive calm returning to the South West Region resounded from Bongo Square ceremonial ground in Buea yesterday where hundreds of teachers of Basic, Secondary and Vocational Training assembled to mark their 24th professional World Day. The Governor of the South West Region, Bernard Okalia Bilai, used the 24th World Teachers’ day platform in Buea to send a clarion call to stakeholders of Education not to allow the demons take over the schools in place of pupils and students.

At the Buea Clerks Quarters ceremonial grounds yesterday mid-day, the top Executive Officer of the South West Region decorated a dozen meritorious teachers working in Buea with the Knight of Academic Honour urging them to redouble their efforts in their noble profession. The Governor advised that pupils and students return to school quickly to build their future and equip themselves intellectually so they may understand the issues of their country.

Our correspondent in Kumba confirmed that schools had resumed in Kumba since last Monday in the various Basic and Secondary Education institutions. The Kumba central market as well as peripheral markets of Fiango were all operational. The Senior Divisional Officer for Meme, Ntou’ou Ndong Chamberlain has been taking stock of the past turbulence and drawing lessons for future harmony and peace in his administrative unit.

Lebialem
Ungitoh Zachary Cheikoh, Senior Divisional Officer for Lebialem spoke to this reporter yesterday afternoon confirming that life had returned to normalcy in the area though schools were still timidly attended. The SDO who was just from presiding at the Teachers’ day in the Menji ceremonial ground explained that people were going about their daily activities with stores and workshops open. Mr Ungitoh testified that no gun has been shot in his Division from last Sunday agitations till yesterday as he spoke. The SDO in his speech to teachers craved their indulgence to work towards school resumption while admitting that the school situation was still deplorable. He said underscored that there was fresh life now in Lebialem contrary to what messengers of doom were purporting”

Ndian
The Senior Divisional Officer for Ndian, Mbokaya Ashu, spoke to Cameroon Tribune yesterday afternoon relating the generalised calm being enjoyed in the nine administrative Sub-Divisions of the area. “The teachers celebrated their day in happiness and calm yesterday and the turnout was very good”, Mr Mbokaya explained to this reporter on the phone. He confirmed that schools were going on in Ndian but for a few pockets where it was timid. “Schools have resumed in Ndian. At one time the number dwindled but now schools have resumed generally” the SDO added.

Manyu and Kupe Muanenguba
We could not reach the Senior Divisional Officers of Manyu and Kupe Muanenguba to confirm the return to calm but traveller reports hold that the agitations of last weekend are now a thing of the past in Mamfe and Banghem. There, life has returned to ordinary. The dependable source spoke of people traveling in and out of the places with no obstacles and that social activities were on-going as well as many schools receiving pupils and students.

I call on those who are not for school to desist from attacking schools because it is a crime and they may meet the forces of law and order. World Teachers day message challenges North West teachers to excel in education mission.

Difficulties associated with the teaching profession featured prominently during the 2017 World Teachers Day in Bamenda on October 5, 2017 where North West Governor, Adolphe Lele Lafrique had warm words for the region’s teachers who have suffered during the Anglophone crisis and still stand tall. It was a moment to cheer teachers’ trade union leaders whom the governor said, were smart to dissociate themselves from the selfish intentions of other leaders that have brought the region to a situation where fear is imposed, arson regular on school structures and many children are yet to resume classes since the 2016 strike action was initiated.

It was against this backdrop that the governor urged teachers to continue to transmit core values of assiduity, honesty and patriotism to pupils and students. He acknowledged that the burden of educating children is on the shoulders of teachers and inspired them to be steadfast because concerns raised by teachers are pertinent and will receive adequate solutions by the Head of State.

Teacher Trade Union leaders, Afu Stephen, Tameh Valentine, Semma Valentine and Ayeah Emmanuel of PEATTU, TAC, CATTU and BATTUC regretted that their educational strike action was later hijacked by the community. The suspension of the strike action on 4th February 2017 , they said was inspired by the fact that it was necessary to move forward while complaining and urged the government to step up implementation of agreed solutions to address the concerns. It was the Secretary General of the Bamenda City Council, Waindin Jude Nsom, who said World Teachers Day is a moment to add value to teachers and saluted them for listening to the voice of reason that helped them refuse to sacrifice the future of school children. He appealed for PTAs to continue to stand by the construction of school infrastructure in the face of violence that burns school facilities. He urged promoters of schools and colleges to give their teachers who have gone for about ten months without salaries a human face. Some meritorious teachers received medals in recognition of excellence in the profession.

Below is a press release from the Minister of Communication.

“For some time now, Radio France Internationale has been behaving disapprovingly through frequent attacks against Cameroon, especially in the media coverage of the current situation in the North-West and South-West regions.

Several chronicles aired in the morning on RFI are truly railing against Cameroonian Institutions and the president of the Republic, His Excellency Paul Biya.
RFI apparently legitimates, or better still encourages threats, intimidations and violence committed by secessionists, including fires against schools campuses, the use of bombs and other various attacks against the defense security forces.

These abject and recurrent attacks by RFI against Cameroon are often carried out under the guise of interviews of personalities who are hostile to the peace, unity and stability prevailing in our country, or through press reviews featuring some dubious newspapers of some Western African countries.
The Minister of Communication firmly condemns these malpractices contrary to journalistic ethics, and this systematic hostility.

He reaffirms that these hostiles stratagems, whether they are aimed at destabilizing our beloved and great nation or at influencing the functioning of her institutions are doomed to failure”.

Eliminatoires du Mondial 2018: duel pour l’honneur

DĂ©jĂ  Ă©liminĂ©, le Cameroun affronte l’AlgĂ©rie ce samedi Ă  YaoundĂ© pour la 5e journĂ©e.

L’affiche est allĂ©chante sur le papier. Un Cameroun-AlgĂ©rie, voilĂ  de quoi faire saliver les amateurs de football. Surtout dans le contexte des Ă©liminatoires de la coupe du monde Russie 2018. D’ailleurs, au moment du tirage au sort de ces poules, les spĂ©cialistes avaient annoncĂ© une bataille fĂ©roce avec ces deux Ă©quipes, prĂ©sentes au dernier Mondial au BrĂ©sil. Pourtant, alors qu’on joue la 5e journĂ©e des qualifications ce week-end, le constat est loin des prĂ©dictions de dĂ©part. Ce Cameroun-AlgĂ©rie, prĂ©vu ce samedi Ă  17h au stade Omnisports de YaoundĂ©, ne suscite pas particuliĂšrement d’intĂ©rĂȘt. Et pour cause, les Lions indomptables et les Fennecs sont d’ores et dĂ©jĂ  hors course pour la Russie. Et le principal enjeu de leur rencontre sera d’éviter la derniĂšre place du groupe B, oĂč se trouvent actuellement les AlgĂ©riens. D’oĂč les discours des deux sĂ©lectionneurs nationaux, Hugo Broos pour le Cameroun et Lucas Alcaraz pour l’AlgĂ©rie qui ont un mĂȘme leitmotiv : jouer pour l’honneur. Ce sera donc l’objectif de Benjamin Moukandjo et ses coĂ©quipiers devant son public dans une rencontre qui sera certainement moins engagĂ©e que lors du match aller en fin 2016, sanctionnĂ© par un match nul 1-1.

Il faut dire que ces deux fauves blessĂ©s ont en commun une semaine de prĂ©paration plutĂŽt agitĂ©e. La polĂ©mique autour des absences de Karl Toko Ekambi et Eric Maxim Choupo-Moting a polluĂ© l’atmosphĂšre en dĂ©but de stage. CĂŽtĂ© AlgĂ©rien, la blessure de Yacine Brahimi est venue s’ajouter Ă  la mise Ă  l’écart de plusieurs cadres, accusĂ©s de ne pas assez s’ « impliquer, comme Riyad Mahrez, Islam Slimani ou encore Nabil Bentaleb. Mais le forfait de Faouzi Ghoulam, malade selon son club Naples, a rendu la pilule amĂšre. Au point oĂč la FĂ©dĂ©ration algĂ©rienne de football envisage de dĂ©pĂȘcher un mĂ©decin en Italie pour confirmer l’état de santĂ© du joueur.

Il faudra pourtant, pour les Lions indomptables, faire fi de ces polĂ©miques ce samedi pour offrir une prestation honorable, en attendant la derniĂšre journĂ©e de ces Ă©liminatoires contre la Zambie le mois prochain. Question pour le champion d’Afrique de sortir la tĂȘte haute. A noter que le Nigeria, premier du groupe peut se qualifier pour le Mondial 2018 dĂšs ce week-end face Ă  la Zambie en cas de match nul ou de victoire.

Mercy Ships Operation: Government Reassures Hitch-Free Transportation

The Minister of Transport, Edgard Alain Mebe Ngo’o has reassured the team of medical practitioners of the humanitarian NGO, Mercy Ships, that government will guarantee smooth execution of their mission in Cameroon, particularly in transportation. Minister Mebe Ngo’o gave the reassurance when he received in his ministry in Yaounde, October 9, a delegation led by the Mercy Ships Group Managing Director, Donovan Palmer.

Palmer told pressmen after the meeting that the organization needed two 30-seater buses to facilitate transportation of patients from the Douala Gynecology, Obstetrics and Pediatric Hospital to the ship. He also said some of the 280 Cameroonians working onboard the ship usually leave work at about 10pm while others are expected to be at work by 4am. They have transportation difficulties. He disclosed the Minister of Transport’s response to their request was positive and noted the team has a great working relationship with the government of Cameroon.

A member of Mercy Ship Board of Directors, Pierre Christ, who accompanied Palmer to the Ministry of Transport, noted that their request to the Minister was specific. “We need a bus for women suffering from obstetric fistula who are unable to transport themselves from the hospital to our ship and another to facilitate movement for some Cameroonians who work on the ship,” said Christ.

He noted that all transportation of patients to and from locations out of the town of Douala had been handled by the Ministry of Transport. He expressed satisfaction with the successful operations recorded so far, pointing out among others, that there are Cameroonians who were blind but now can see, others who were lame but can now walk upright.

External Relations Minister yesterday October 11, 2017 granted separate audiences to the outgoing British High Commissioner and the Saudi Ambassador to Cameroon

The Minister of External Relations (MINREX), Lejeune Mbella Mbella on October 11, 2017 granted separate audiences to the outgoing British High Commissioner to Cameroon, Brian Olley and the Ambassador of Saudi Arabia to Cameroon, Mohammed Suliman Almussher. The separate talks all focused on ways of strengthening relations between Cameroon and the two countries.

The first audience was with Brian Olley, the outgoing British High Commissioner to Cameroon who is leaving the country after four years of mission. Talking to the press after the farewell audience, Brian Olley said since his arrival in Cameroon in 2013, he has worked to reinforce bilateral relations between Cameroon and the United Kingdom. He cited areas of cooperation to include security support to Cameroon in the fight against terrorism and insecurity and also economic cooperation. The diplomat said Cameroon and the United Kingdom have also been working closely as members of the Commonwealth.

In the afternoon, Minister Mbella Mbella received in audience the Ambassador of Saudi Arabia to Cameroon, Mohammed Suliman Almussher. The two officials explored ways of further reinforcing bilateral relations. The Ambassador said Cameroon and Saudi Arabia had “very good and exceptional relations”. The talks, he said, were part of the continuous consultations to further strengthen and improve on the relations. He said they meet very often to coordinate bilateral relations.

Ils sont une trentaine à avoir récemment suivi une formation en web journalisme à Yaoundé

VĂ©ritable session de rattrapage en cyberjournalisme pour des journalistes de la SOPECAM. L’écriture web, le jargon web, le traitement des photos, la mise en ligne des articles n’ont plus de secret pour ces personnels formĂ©s en deux vagues du 2 au 7 octobre dernier Ă  YaoundĂ©. Mention bien donc pour ces journalistes qui de maniĂšre globale ont «assuré». « J’ai vu des journalistes attentifs qui ont assimilĂ© les notions de base du cyberjournalisme. Je pense que la SOPECAM est d’ores et dĂ©jĂ  arrimĂ©e au numĂ©rique », a confiĂ© Dr Baba Wame, formateur. Objectif atteint donc pour le cabinet Top net Ă  qui est revenue la charge d’outiller les journalistes. «Le but, c’était d’arrimer la SOPECAM au numĂ©rique. On ne peut plus y Ă©chapper. Vous savez, le monde est dĂ©sormais numĂ©rique et ce groupe de presse se devait de former ses journalistes Ă  ce pan du journalisme», a rappelĂ© Dr Baba Wame.

Du cĂŽtĂ© des apprenants Ă©galement, c’est la satisfaction. « Nous repartons imprĂ©gnĂ©s des donnĂ©es de base qui vont de l’écriture Ă  la mise sur le web tant des images que des diffĂ©rents textes Ă©crits. En considĂ©rant qu’aucun mĂ©dia n’a tuĂ© un autre, j’ai eu l’opportunitĂ© de comprendre que le webjournalisme devra garantir le dĂ©veloppement et l’avenir de nos supports papiers. Il y a dĂ©sormais de la ressource humaine qui maĂźtrise la technique et est prĂȘte Ă  relever le dĂ©fi », s’est fĂ©licitĂ© AimĂ© Francis Amougou, chef d’agence Sopecam pour le Sud. La formation s’est achevĂ©e par une remise des attestations aux participants qui n’attendent plus que de faire valoir les connaissances acquises.

Femme rurale: De l’agricultrice à la petite patronne

MalgrĂ© des difficultĂ©s dont certaines d’ordre culturel qui persistent, le statut de la femme rurale n’est plus aussi figĂ©.

Dimanche 15 octobre prochain, le Cameroun s’associe au reste de la communautĂ© internationale pour commĂ©morer la JournĂ©e internationale de la femme rurale. Occasion de braquer les projecteurs sur ces femmes dont la majoritĂ© dĂ©pend des ressources naturelles et de l’agriculture pour leur subsistance, selon l’ONU. Les femmes rurales produisent, transforment et prĂ©parent la plupart des aliments qui sont disponibles. La responsabilitĂ© en matiĂšre de sĂ©curitĂ© alimentaire leur incombe principalement, notamment dans la rĂ©gion de l’Est du Cameroun oĂč elles sont les principales fournisseuses des marchĂ©s.

« Au niveau de la communautĂ©, de par ses activitĂ©s agropastorales elle est la principale actrice qui approvisionne en vivres les zones urbaines. Il y a un nouveau genre de femme rurale qui rĂ©side en ville et fait des champs au village, mais c’est en moindre proportion pour le moment », explique Bidjeha nĂ©e Amann Adeline, dĂ©lĂ©guĂ© rĂ©gional du ministĂšre de la Promotion de la Femme et de la Famille. Cependant, l’accĂšs aux terres et aux intrants agricoles reste difficile. « Pour la terre, c’est cultuel. La femme rurale ne dispose que de petites portions pour ses champs et l’agriculture vivriĂšre. Les difficultĂ©s dĂ©butent lorsqu’elle veut rendre cette activitĂ© commerciale. Elle ne peut non plus avoir accĂšs au crĂ©dit, car l’une des garanties demandĂ©es par les Ă©tablissements de crĂ©dit est le titre foncier », prĂ©cise Bidjeha nĂ©e Amann Adeline.

Mais les lignes commencent Ă  bouger. Certaines femmes rurales sont aujourd’hui des patronnes de petites entreprises. « Je vends mes produits agricoles aux citadins de Bertoua et je pense Ă  recruter des ouvriers que je vais payer. Nous voulons Ă©tendre notre plantation et en crĂ©er d’autres. Il nous faut de l’accompagnement du ministĂšre et des moyens financiers, parce que nous les femmes rurales, nous contribuons Ă  lutter contre la vie chĂšre », dĂ©clare Charlotte Kameni, agriculture dans la localitĂ© de Ndoumbi, Ă  une quinzaine de km de Bertoua. SpĂ©cialisĂ©e dans la culture de la pastĂšque, du concombre, du haricot et du melon, elle n’a pas comme nombre de ses congĂ©nĂšres, de problĂšme d’évacuation de sa production. Le bitume est proche de ses champs.

Mais toutes ont des problĂšmes pour trouver des financements Ă  leur activitĂ©. D’oĂč l’intervention de certaines ONG comme Plan Cameroun, Ă  travers des projets d’autonomisation. L’ONG travaille entre autres, pour la mobilisation et la crĂ©ation de groupements villageois d’épargne et de crĂ©dit, avec une mĂ©thodologie proche de celle des Ă©tablissements de micro finance. Un systĂšme qui fonctionne dans 132 communautĂ©s dans l’Est, avec la crĂ©ation de plus de 250 groupes de 25 personnes, dont 80% de femmes rurales. « Dans nos zones d’intervention, les femmes sont de plus en plus responsabilisĂ©es. Nous tendons vers leur autonomisation et elles en ressentent dĂ©jĂ  les bienfaits », affirme Cyrille Tsakoue, chargĂ© du suivi et de l’évaluation de projets Ă  Plan Cameroun.

Logements sociaux: Un complexe multifonctionnel annoncé à Yaoundé

Une convention a Ă©tĂ© signĂ©e mercredi dernier entre l’Agence de promotion des Investissements et une entreprise privĂ©e.

Le projet de construction des logements sociaux est Ă©valuĂ© Ă  27 milliards de F. Il consistera Ă  crĂ©er un complexe multifonctionnel dans la ville de YaoundĂ©. A cet effet, une convention a Ă©tĂ© signĂ©e mercredi dernier entre la directrice gĂ©nĂ©rale de l’Agence de promotion des Investissements (API), Marthe AngĂ©line Minja, et la sociĂ©tĂ© Z Properties Ltd, reprĂ©sentĂ©e par Zekebweliwai F. Geh. Le complexe devrait abriter en son sein des espaces commerciaux, des salles de cinĂ©ma et des propriĂ©tĂ©s rĂ©sidentielles. Cet espace a donc vocation Ă  ĂȘtre frĂ©quentĂ© par des millions de Camerounais Ă  l’occasion d’un dĂ©tour dans la capitale politique.

Plus de 1500 emplois devraient ĂȘtre créés, Ă  en croire les estimations de l’API. Les partenaires impliquĂ©s pour ce projet sont le ministĂšre du DĂ©veloppement urbain et de l’Habitat (MINDUH), le CrĂ©dit foncier du Cameroun (CFC) et la Mission d’amĂ©nagement et d’entretien des terrains urbains et ruraux (MAETUR), autant que des investisseurs amĂ©ricains et sud-africains.

Avant d’engager les travaux d’amĂ©nagement dudit complexe, la sociĂ©tĂ© compte rencontrer tous les autres partenaires locaux et internationaux. Ce projet devrait ĂȘtre rĂ©alisĂ© avant la Coupe d’Afrique des Nations de football en 2019 pour accueillir les Camerounais et les touristes venus d’ailleurs.

Digital Economy: 1000 SMEs Benefit From ICT Training

The Minister of Small and Medium Size Enterprises opened the program in Yaounde Oct. 12.

The Small and Medium Sized Enterprises Promotion (SMEs) Agency has launched a capacity-building programme to empower 1,000 SMEs in Yaounde, Douala and Buea. The Minister of Small and Medium Size Enterprises, Prof Laurent Serge Etoundi Ngoa, presided over the launch in Yaounde October 12.

The training programme, “Master Class Workshop”, organised under the theme, “Digital Entrepreneur” is run in partnership with MTN Cameroon. The first set of trainees began taking courses at the Yaounde Conference Centre, shortly after the launch. The second and third set of beneficiaries will be trained in Douala and Buea in November and December.

The trainees are taught several lessons including, SME’s in the digital age; E-marketing techniques; visibility on the internet; and E-payments. The Managing Director for the SME’s Promotion Agency, Jean Marie Louis Badga said participants in the ongoing training will benefit from digital packages subsidized at 70% by the agency.

The packages dubbed MTN PME PACK would enable the SMEs to benefit from mobile solutions and hosting of professional websites. They equally include mobile equipment with financial services. The General Manager of MTN Cameroon’s Enterprise Business Unit, Georges Mpoudi said the innovation was facilitated by a cordial partnership that exists between his company and the SMEs Promotion Agency.

The training represents the operational phase of the agency’s Modernisation Programme. Its launch at the Yaounde formality centre for the creation of enterprises was marked by a symbolic cutting of a ribbon by Minister Etoundi Ngoa to open the Modernisation Centre. The Minister lauded the initiative. He called on other actors in the ICT sector to emulate the example of MTN and create more centres nationwide and organise trainings in ICT for SMEs. “This would improve their competitiveness and help them create more wealth and jobs for our country. It will enable us become emergent by 2035”, he said.
