በክልሉ ያሉ ሕገወጥ ወይም በተለምዶ “ጨረቃ ቤት” ተብለው የሚታወቁ ካርታ እና ፕላን የሌላቸውን ቤቶች ባሉበት ሕጋዊ ሊያደርግ እና የባለቤትነት ማረጋገጫ ሰነድ ሊሰጥ መሆኑን ዋዜማ ራድዮ ዘግቧል፡፡

የክልሉ መንግሥት ምክር ቤት ወይም ጨፌ ኦሮሚያ፣ ባሳለፍነው መጋቢት 10፣ 2018 ዓ፣ም ባካሄደው 6ኛ የሥራ ዘመን፣ 5ኛ ዓመት 3ኛ መደበኛ ጉባኤው፣ መመሪያውን አቅድቆ ለክልሉ መሬት አሥተዳደር ቢሮ ልኳል፡፡

እነዚህን ሕገ ወጥ ቤቶች ሕጋዊ የማድረጉ አሰራር ከከተሞች ፕላን እና መሠረት ልማት ጋር ፈጽሞ ሊጻረር በማይችል መልኩ ብቻ እንደሚከወን የሚያትተው መመሪያው፣ በክልሉ ከተሞች የመሬት ሊዝ አዋጅ መሰረት አስፈላጊው ክፍያ ከተፈጸመ በኋላ ሂደቱ እንደሚጀመር ያመለክታል።

ይህን አሰራር የሚከታተሉትና የሚያስፈጽሙት በከተማ አስተዳደሮች ያሉ የመሬት አስተዳደር ጽሕፈት ቤቶች መሆናቸውን የሚደነግገው የኽው መመሪያ፣ አመልካቾች ማመልከቻቸውን የሚያስገቡበትን ቀንም በይፋዊ ማስታወቂያ እንደሚገለጽ ያብራራል።

የከተማ መሬት አሥተዳደር ጽሕፈት ቤቶች በማመልከቻው መሠረት ያዋቀሯቸውን ባለሙያዎች ወደ ስፍራው በመላክ ቤቱ ያለበት ቦታ ከከተማው ፕላን ጋር የሚጣጣም መሆኑን ከተጣራ በኋላ ቤቱን ሕጋዊ የማድረግ እና የባለቤትነት ማረጋገጫ የመስክር ወረቀት የመስጠት ሂደቱ እንደሚጀመር ተመላክቷል፡፡

ሕጋዊ የሚደረገው የመኖሪያ ቤት ቦታ በካሬ ሜትር ተለክቶ ከከተማው የመሬት ሽንሻና ደረጃ ወይም ስታንዳርድ የሚተርፍ ከሆነ፣ መሬቱ ወደ መሬት ባንክ ተመላሽ እንደሚደረግ መመሪያው አትቷል። እነዚህን ሕገ ወጥ ቤቶች ሕጋዊ የማድረግ ሥራ ሸገር፣ አዳማ እና ቢሾፍቱ ከተሞችን አያካትትም፡፡

ክፍያን በተመለከተ በሊዝ ስርዓት በሚተዳደሩ ከተሞች በከተማው የመሬት ደረጃ መሰረት የከተማ መሬት ሊዝ አዋጅ ከጸደቀበት ከጥር 24፣ 2005 ዓ፣ም ጀምሮ ያለውን የሊዝ ውዝፍ ክፍያ  እንዲሁም፣ የጣሪያና ግድግዳ ግብር ክፍያ  አመልካች መክፈል እንደሚኖርበት መመሪያው ይደነግጋል።

በመሬት ሊዝ ስርዓት ስር ባልገቡ ከተሞች የሚገኙ ቤቶች ደግሞ፣ ከጥር 24፣ 2005 ዓ፣ም ጀምሮ በከተማው ደረጃ ተሰልቶ የመሬቱን ኪራይ እንዲሁም የጣሪያ እና ግድግዳ ግብር ክፍያ፣ በተጨማሪም የክፍያውን 30 በመቶ ቅጣት መክፈል እንደሚጠበቅባቸው ሰነዱ አብራርቷል፡፡

ክፍያውን በአንድ ጊዜ ከፍለው ማጠናቀቅ ለማይችሉ ሰዎች፣ በሁለት ዓመታት ውስጥ በአራት ጊዜ ክፍያ ከፍለው ማጠናቀቅ እንደሚችሉ የፈቀደው መመሪያው፣ በተቀመጠው የጊዜ ገደብ ክፍያውን ከፍሎ ያላጠናቀቀ አመልካች ግን መሬቱ ሕጋዊ እንደማይደረግለትና የከፈለውንም ክፍያ መልሱ ብሎ መጠየቅ እንደማይችል አስጠንቅቋል።

መመሪያዎችን በተቀመጠለት የጊዜ ገደብ ያልፈጸመ አካል፣ በመሬቱ ላይ የሰራው ቤት ፈርሶ መሬቱ ወደ መንግሥት የመሬት ባንክ ተመላሽ እንደሚሆን የጠቀሰው መመሪያው፣ መንግሥት ቤቱን በማፍረሱ የሚያስከትለው ኢኮኖሚያዊ ጉዳት ካለ ቤቱ ሳይፈርስ ባለበት እንደሚወርሰው ደንግጓል።

በየትም ቦታ በስሙም ይሁን በሌላ ሰው ስም ከአንድ በላይ ሕጋዊ ያልሆነ መሬት ያለው ግለሰብ መሬቱን ሕጋዊ በማድረግ ሂደት ውስጥ እንደማይስተናገድ የጠቀሰው መመሪያ፣ ይልቁንም መሬቱ በመንግሥት ይወረሳል ብሏል።

በተጨማሪም ከከተማ ፕላን እና መሰረተ ልማት ጋር የማይጣጣሙ ሕጋዊ ያልሆኑ ቤቶችን ማፍረስ እንደሚቀጥል የጠቀሰው ዋዜማ የተመለከተችው መመሪያ፣ ቤቱ የፈረሰባቸው ግለሰቦች የክልሉ መንግሥት በተለያዩ ጊዜያት በሚያደርገው መሬት ሸንሽኖ የመስጠት ሂደት ውስጥ እንደሚካተቱ ደንግጓል።

እነዚህን ሕገወጥ የመኖሪያ ቤቶች ወደ ሕጋዊ መንገደ የመመለስ ሂደቱ በአንድ ዓመት የጊዜ ገደብ ውስጥ ተሰርቶ እንዲጠናቀቅ መመሪያው የሚያዝ ሲሆን፣ ለሚፈጠረው ማንኛውም መዘግየትና መጓተት የወረዳ አሥተዳዳሪዎች፣ የከተማ ከንቲቦች፣ በየደረጃው ያሉ የመንግሥት የመሬት አሥተዳደር መዋቅሮች ተጠያቂ ይሆናሉ ሲል ያስጠነቅቃል።

የኦሮሚያ ክልል የከተሞች ፕላን ኢንስቲትዩት በበኩሉ፣ ከክልሉ መሬት አሥተዳደር ቢሮ ጋር ለሥራው መሳካት በቅንጅት እንዲሰራ ያሳሰበው መመሪያው፣ መመሪያው በአግባቡ ሥራ ላይ መዋል አለመዋሉን እንዲቆጣጠር ጭምር አዟል።

ይህን ሥራ በዋናነት ኃላፊነት ወስደው የሚሰሩት የክልሉ የመሬት አሥተዳደር ቢሮ፣ የክልሉ የከተማ ልማትና ቤቶች ቢሮ እንዲሁም የክልሉ የከተሞች ፕላን ኢንስቲትዩት መሆናቸውም ተመላክቷል።
