As everything we've ever been told is a lie, I agree with the OP that states and their apparatus are the biggest criminals going, and fund these orgs. But I don't think it's just in the West

These revelations from Mediapart are astonishing.
The intelligence services were ordered by the government to lie in order to accuse "La France Insoumise" (LFI [left-wing political party]) of being responsible for the violence of October 17th.
A commissioner from the intelligence services confirms this:
"We are explicitly asked to write that LFI is behind the movement, even though it is objectively false, according to the general opinion of the Territorial Intelligence services."
Therefore, the Minister of the Interior is ordering the intelligence services to provide false information and lie in order to harm the leading opposition force.
This is a scandal. The government is incapable of managing the chaos it has created in the country, and it must stop trying to overcome it through dangerous authoritarian measures.

However, despite being banned as a weapon of war, it continues to be deployed against civilians. And its effects sometimes go beyond simple irritation.
"In 2019, a biologist and three other doctors collected blood samples from six volunteers who were exposed to tear gas during a "#yellowVests" protest. The analyses revealed a significant increase in #cyanide levels in the blood, rising from 0 to 0.65-0.75 mg per liter. According to the researchers, these levels exceed "the concentration threshold at which the gas can harm health," as stated on the Amnesty International website."
