• A hypothetical emerging tick-borne disease.
• Chinese and Russian experts rehearsing outbreak notifications, joint risk assessments, and coordinated control measures.
• Nineteen emergency teams, more than 300 personnel, and over 40 emergency vehicles.
And the institute’s Chinese partnerships go back years.
China’s official Inner Mongolia Yearbook records that regional inspection and quarantine authorities signed scientific-research cooperation agreements with the Irkutsk plague institute in 2014.
A Russian government document lists additional cooperation planned for 2020–2021 with the Medical Department of Manzhouli Customs: joint surveys concerning plague and other rodent-borne infections, plus tick-borne disease research.

1. In parts of Russia, particularly the Siberian and Far Eastern steppes, plague is endemic in some local animal populations - rodents and the like, ground squirrels in particular. Sometimes people get infected, just like in other parts of the world with endemic plague (e.g. the western US, where people also sometimes catch plague from prairie dogs and such).
Plague is not a dangerous epidemiological threat these days, it is easily treated with antibiotics.

More recent plague epidemics have occurred in Africa, Asia, and South America, but most human cases since the 1990s have occurred in Africa. Almost all of the cases reported in the last 20 years have occurred among people living in small towns and villages or agricultural areas, rather than in larger towns and cities.
