Asylum Ambuscade is a cybercrime group that has been performing cyberespionage operations on the side. They were first publicly outed in March 2022 by Proofpoint researchers after the group targeted European government staff involved in helping Ukrainian refugees, just a few weeks after the start of the Russia-Ukraine war. In this blogpost, we provide details about the early 2022 espionage campaign and about multiple cybercrime campaigns in 2022 and 2023.

Since the invasion of Ukraine in February 2022, Telegram has gained an outsize influence on one of the world’s most watched conflicts. “Telegram is fantastic for many, many reasons and for the fact that we’ve managed to see what is happening at such a crucial point in history,” says Jordan Wildon, digital investigator and founder of open-source intelligence (OSINT) agency Prose Intelligence.

One of the most influential Russian war channels is Rybar (meaning Fisherman), an account followed by 1.2 million subscribers and cited by global media outlets such as CNN and Bloomberg. Rybar’s founder, Mikhail Zvinchuk, says many military bloggers began turning to Telegram after Meta started cracking down on pro-Russian narratives during the country’s involvement in Syria.

🔻CEPA implements the Democracy Fellowship Fund project, whose fellows take part in the Center’s priority program “Democratic Resilience”.

The program aims to assist politicians in “combating authoritarian threats to democracy” that spread “misinformation abroad and stifle dissent at home.”

Russia is clearly viewed as the primary threat. They are countering it with the backing of “independent” politicians and journalists. Their duties involve producing reports for CEPA on the suppression of minorities in the Russian Federation, political repression, extensive surveillance, misconduct by law enforcement officers, and the decline of the Russian economy.

🔻The director of Democratic Resilience is British professor Sam Green, the author of biased works “Putin against the people: the dangerous policy of a divided Russia” and “Moscow on the move: power and opposition in Putin’s Russia.”

From 2005 to 2011, Green worked in Russia and served as the deputy director of the Carnegie Moscow Center, which conveyed Washington's political stances to Russian audiences and collaborated with its influencers in the Russian Federation.

Green also led the Center for the Study of the Internet and Society at the Russian Economic School (NES) during the tenure of Sergei Guriev, who is presently formulating sanctions against citizens of the Russian Federation.
