👀 Microsoft’s Decision Model

Microsoft released Microsoft-Decision-1, a model that does not write text. It selects from predefined options and sends the decision directly to a program. It is based on Alibaba’s Qwen3.5-9B.

Microsoft says it achieved the best accuracy on 36 benchmarks and was 35 times faster than GPT-6 Sol.

🤵 Aptos Adds Encrypted Mempool

Aptos Foundation says its encrypted mempool, AIP-144, is live on mainnet. Users encrypt transaction contents on-device. Block leaders order them without seeing the contents, while validators jointly decrypt and execute them after finalization, protecting against MEV bots that trade against users or copy strategies.

The feature is optional per transaction and encrypts only contents. Sender addresses and fees remain visible. Tests on 50 nodes showed about 20 ms of delay per block. Petra supports it, and Decibel plans private perpetual orders.

🇺🇸 Binance Deal Under Review

US authorities are reviewing whether Binance complied with its 2023 agreement worth $4.3 billion, amid a probe into possible sanctions violations involving Iran.

Investigators are checking whether the exchange knowingly allowed prohibited transactions. Confirmed violations could trigger renewed criminal prosecution and new multibillion-dollar penalties.

The US Department of Justice has not alleged a breach. No new charges have been filed against Binance or its employees.

OpenAI and Anthropic are preparing for a possible AI catastrophe, according to media reports. AI company leaders are holding closed-door exercises for a large-scale incident.

The main scenario is an AI-enabled cyberattack that could disrupt financial services, the internet, electricity, or water supplies. Executives are discussing crisis response and possible tighter regulation. Some sources see a major incident within 6–12 months.

Starknet introduced Shadow Accounts, private pseudonymous addresses for DeFi. Funded from a protected STRK20 balance, they provide access to public DeFi while keeping the link to the main wallet confidential.

The Shadow Account’s balance, transactions, and app positions remain visible on-chain. STRK20 hides only the wallet link. The first integration launches October 14.

🇰🇷 South Korea Stocks Slide

South Korea's KOSPI opened down 6% to around 5,500 points. A circuit breaker halted trading for 20 minutes, the first such stop since 29 July.

Samsung Electronics and SK hynix fell more than 9%. 855 of 916 traded stocks declined amid concerns over excess memory-chip supply from China's CXMT, weak AI investment returns, and further Fed rate hikes after US inflation data.

🇪🇺 USDC Gains MiCA Status

EBA recognized Circle’s USDC as a significant e-money token under MiCA, making it the first stablecoin in the EU with this status.

From 12 November 2026, EBA and France’s ACPR will jointly supervise it. EBA will oversee capital, reserves, liquidity and redemption plans.

ECB is also studying the digital euro, which could launch in 2029 after legislation and a pilot.
