ከዩኒቨርሲቲ የወጣ ሁሉ በቀጥታ "አርክቴክት" ተብሎ ሥራ እንዳይጀምር የሚያደርግ አዲስ የሕግ ማዕቀፍ ረቂቅ ለመንግሥት ቀረበ
በኢትዮጵያ በአጭር ጊዜ ውስጥ የአርክቴክቶች ቁጥር በከፍተኛ ሁኔታ ቢያድግም፣ በዘርፉ ያለው ያልተገባ ውድድር፣ የአሠራር ክፍተቶች እና ዝቅተኛ ክፍያ ሙያው ላይ ትልቅ ፈተና እየደቀነ መሆኑን የኢትዮጵያ አርክቴክቶች ማኅበር ገለጸ።
ማህበሩ ይህን ያለው የተመሠረተበትን 35ኛ ዓመት እና 26ኛውን ዓመታዊ ጠቅላላ ጉባኤ ሲያካሂድ ነው።
የማኅበሩ ፕሬዝዳንት አርክቴክት ሀብታሙ ጌታቸው እንደተናገሩት፤ በአሁኑ ወቅት በዘርፉ የሚታዩት ችግሮች የፕሮጀክቶችን ጥራት፣ ጊዜ እና በጀት በእጅጉ እየጎዱት እንደሚገኙ ጠቁመዋል።
አርክቴክት ሀብታሙ በንግግራቸው ወቅት በኢትዮጵያ የግንባታ ዘርፍ ላይ "ያልተገባ ውድድር" መንገሡንና ይህም ሙያውን እየገደለው መሆኑን አስረድተዋል።
"በተወሰኑ ሰዎች ብቻ ሥራዎች እየተሠሩ፣ አሁን አሁን በጅምላ የመሥራት አዝማሚያ አለ። በዚህ ምክንያት ፈጠራ የለም፤ ነገሮች በጣም ተቻኩለው ስለሚሄዱ የሙያ ነፃነት እየታጣ ነው" ብለዋል።
ይህ አሠራር ፈጠራ ያላቸው አዳዲስ ባለሙያዎች ዕድል እንዳያገኙ ከማድረጉም በላይ፣ የአማካሪነት ክፍያ ከነበረበት እጅግ በጣም እንዲያሽቆለቁል ማድረጉን ጠቅሰዋል።
"በማኅበራችን ጥናት መሠረት የአማካሪነት ክፍያው በአማካይ ወደ 0.4 በመቶ ወርዷል። ይህ ማለት አንድ ባለሀብት የ100 ሚሊዮን ብር ሕንፃ እሠራለሁ ብሎ ሲነሳ፣ ያንን ሁሉ ውሳኔ ለሚወስነው አርክቴክት የሚከፈለው 400 ሺህ ብር አካባቢ ብቻ ነው" ሲሉ ነው ያስረዱት።
ይህ ዝቅተኛ ክፍያ ደግሞ በፕሮጀክቶች ላይ ከፍተኛ የገንዘብ እና የጊዜ ብክነት እያስከተለ በመሆኑ በአሁኑ ወቅት ፕሮጀክቶች ከተያዘላቸው በጀት እስከ 350 በመቶ፣ ከጊዜ ደግሞ እስከ 250 በመቶ ጭማሪ በማድረግ እንደሚጠናቀቁ ገልጸዋል።
በአሁኑ ወቅት በሀገሪቱ ባለው አሠራር አንድ ተማሪ ከአርክቴክቸር ትምህርት ክፍል እንደተመረቀ በቀጥታ "አርክቴክት" ተብሎ ወደ ሥራ እንደሚሰማራ የገለጹት ፕሬዝዳንቱ፣ ይህ አሠራር በዓለም አቀፍ ደረጃ ተቀባይነት የሌለውና ስህተት መሆኑን ገልጸዋል።
ይህንን ተከትሎ ማኅበሩ እነዚህን ችግሮች ለመቅረፍ አዲስ የሕግ ማዕቀፍ ረቂቅ ለመንግሥት ማቅረቡን አስታውቋል።
ባለሙያዎች ከዩኒቨርሲቲ ከወጡ በኋላ በየጊዜው እውቀታቸውን የሚያድሱበት፣ ከዩኒቨርሲቲ የተመረቀ ሁሉ በቀጥታ 'አርክቴክት' ተብሎ ሥራ ሳይጀምር በተግባር ልምምድ ካለፈ በኋላ ብቃቱ እየተገመገመ ዕውቅና የሚሰጥበት እና የትምህርት ተቋማትንና የአማካሪ ድርጅቶችን ብቃት የሚገመግም ተቋማቶች እንዲመሰረቱ የሚያደርግ የሕግ ማዕቀፍ መሆኑን ተናግረዋል።
በተጨማሪም በኮንስትራክሽን ባለሥልጣን የጸደቀ አዲስ የአሠራር ማኑዋል መኖሩንና የሕዝብ ግዥና ንብረት አስተዳደር ኤጀንሲ በቅርቡ ሲያጸድቀው ክፍያዎችንና አሠራሮችን ሥርዓት ያስይዛል ተብሎ እንደሚጠበቅ ጠቁመዋል።
ኢትዮጵያ ባለፉት ዓመታት በ23 ዩኒቨርሲቲዎች ትምህርቱ እየተሰጠ መሆኑን ተከትሎ የባለሙያዎች ቁጥር በከፍተኛ ሁኔታ አድጓል። ማኅበሩ ሲመሠረት በሀገሪቱ የነበሩት አርክቴክቶች 4 ብቻ የነበሩ ሲሆን፣ አሁን ላይ ቁጥራቸው በሀገር አቀፍ ደረጃ ከ18 ሺህ እስከ 20 ሺህ እንደሚጠጋ አርክቴክት ሀብታሙ ተናግረዋል።
ይሁን እንጂ ከእነዚህ ውስጥ በትክክል በሙያው ላይ ተሰማርተው ያሉት "ወደ 6 ሺህ አካባቢ" እንደሆኑ ነግረውናል።
ቀሪዎቹ ባለሙያዎች በዘርፉ ባለው የገበያ መጥበብ ምክንያት ወደ ግራፊክስ ዲዛይን፣ ማርኬቲንግ እና ሌሎች የሥራ ዘርፎች እየተበተኑ መሆኑ ገልጸዋል።
ሌላው በዘርፉ ትልቅ እራስ ምታት ሆኖ የቀጠለው የአርክቴክቸር ሥነ-ምግባር ጥሰት መሆኑን ፕሬዝዳንቱ አልሸሸጉም።
በአንድ አርክቴክት የተጀመረን ዲዛይን ያለ ባለቤቱ ፈቃድ ሌላ አርክቴክት ገብቶ የመቀየርና ፕሮጀክቶችን የመቀማት ልምድ በስፋት አሁን ላይ ይታያል ብለዋል።
"ይህ አሠራር የስነ-ምግባር ጥሰት ብቻ ሳይሆን የሕንፃዎችን ደህንነት አደጋ ላይ የሚጥል ነው። አንድ ሕንፃ በውስጡ በርካታ ውስብስብ ሲስተሞች አሉት፤ ይህንን ደግሞ ከመጀመሪያው ጀምሮ የሚያውቀው የዲዛይነሩ አእምሮ ብቻ ነው" ብለዋል።
ሕብረተሰቡ ለአርክቴክቶች የሚሰጠው ቦታ ዝቅተኛ መሆንና ሥራዎችን በደላላ ወይም በርካሽ ዋጋ ለማሠራት መሞከር ለችግሩ መባባስ ምክንያት መሆኑን ጠቅሰው፣ "ከተገቢው ዋጋ በታች የሚሰሩ የአርቴክት ባለሙያዎችን መጠቀም ነገ ትልቅ ዋጋ ያስከፍላል" ሲሉ አስጠንቅቀዋል።
ማኅበሩ ከችግሮቹ መውጫ መንገዱ ከሌሎች የኮንስትራክሽን ዘርፍ ማኅበራት ጋር በጋራና በትብብር መሥራት መሆኑን በመገንዘብ በጋራ እየሠሩ መሆኑን ገልጸዋል።

ከዩኒቨርሲቲ የወጣ ሁሉ በቀጥታ "አርክቴክት" ተብሎ ሥራ እንዳይጀምር የሚያደርግ አዲስ የሕግ ማዕቀፍ ረቂቅ ለመንግሥት ቀረበ
በኢትዮጵያ በአጭር ጊዜ ውስጥ የአርክቴክቶች ቁጥር በከፍተኛ ሁኔታ ቢያድግም፣ በዘርፉ ያለው ያልተገባ ውድድር፣ የአሠራር ክፍተቶች እና ዝቅተኛ ክፍያ ሙያው ላይ ትልቅ ፈተና እየደቀነ መሆኑን የኢትዮጵያ አርክቴክቶች ማኅበር ገለጸ።
ማህበሩ ይህን ያለው የተመሠረተበትን 35ኛ ዓመት እና 26ኛውን ዓመታዊ ጠቅላላ ጉባኤ ሲያካሂድ ነው።
የማኅበሩ ፕሬዝዳንት አርክቴክት ሀብታሙ ጌታቸው እንደተናገሩት፤ በአሁኑ ወቅት በዘርፉ የሚታዩት ችግሮች የፕሮጀክቶችን ጥራት፣ ጊዜ እና በጀት በእጅጉ እየጎዱት እንደሚገኙ ጠቁመዋል።
አርክቴክት ሀብታሙ በንግግራቸው ወቅት በኢትዮጵያ የግንባታ ዘርፍ ላይ "ያልተገባ ውድድር" መንገሡንና ይህም ሙያውን እየገደለው መሆኑን አስረድተዋል።
"በተወሰኑ ሰዎች ብቻ ሥራዎች እየተሠሩ፣ አሁን አሁን በጅምላ የመሥራት አዝማሚያ አለ። በዚህ ምክንያት ፈጠራ የለም፤ ነገሮች በጣም ተቻኩለው ስለሚሄዱ የሙያ ነፃነት እየታጣ ነው" ብለዋል።
ይህ አሠራር ፈጠራ ያላቸው አዳዲስ ባለሙያዎች ዕድል እንዳያገኙ ከማድረጉም በላይ፣ የአማካሪነት ክፍያ ከነበረበት እጅግ በጣም እንዲያሽቆለቁል ማድረጉን ጠቅሰዋል።
"በማኅበራችን ጥናት መሠረት የአማካሪነት ክፍያው በአማካይ ወደ 0.4 በመቶ ወርዷል። ይህ ማለት አንድ ባለሀብት የ100 ሚሊዮን ብር ሕንፃ እሠራለሁ ብሎ ሲነሳ፣ ያንን ሁሉ ውሳኔ ለሚወስነው አርክቴክት የሚከፈለው 400 ሺህ ብር አካባቢ ብቻ ነው" ሲሉ ነው ያስረዱት።
ይህ ዝቅተኛ ክፍያ ደግሞ በፕሮጀክቶች ላይ ከፍተኛ የገንዘብ እና የጊዜ ብክነት እያስከተለ በመሆኑ በአሁኑ ወቅት ፕሮጀክቶች ከተያዘላቸው በጀት እስከ 350 በመቶ፣ ከጊዜ ደግሞ እስከ 250 በመቶ ጭማሪ በማድረግ እንደሚጠናቀቁ ገልጸዋል።
በአሁኑ ወቅት በሀገሪቱ ባለው አሠራር አንድ ተማሪ ከአርክቴክቸር ትምህርት ክፍል እንደተመረቀ በቀጥታ "አርክቴክት" ተብሎ ወደ ሥራ እንደሚሰማራ የገለጹት ፕሬዝዳንቱ፣ ይህ አሠራር በዓለም አቀፍ ደረጃ ተቀባይነት የሌለውና ስህተት መሆኑን ገልጸዋል።
ይህንን ተከትሎ ማኅበሩ እነዚህን ችግሮች ለመቅረፍ አዲስ የሕግ ማዕቀፍ ረቂቅ ለመንግሥት ማቅረቡን አስታውቋል።
ባለሙያዎች ከዩኒቨርሲቲ ከወጡ በኋላ በየጊዜው እውቀታቸውን የሚያድሱበት፣ ከዩኒቨርሲቲ የተመረቀ ሁሉ በቀጥታ 'አርክቴክት' ተብሎ ሥራ ሳይጀምር በተግባር ልምምድ ካለፈ በኋላ ብቃቱ እየተገመገመ ዕውቅና የሚሰጥበት እና የትምህርት ተቋማትንና የአማካሪ ድርጅቶችን ብቃት የሚገመግም ተቋማቶች እንዲመሰረቱ የሚያደርግ የሕግ ማዕቀፍ መሆኑን ተናግረዋል።
በተጨማሪም በኮንስትራክሽን ባለሥልጣን የጸደቀ አዲስ የአሠራር ማኑዋል መኖሩንና የሕዝብ ግዥና ንብረት አስተዳደር ኤጀንሲ በቅርቡ ሲያጸድቀው ክፍያዎችንና አሠራሮችን ሥርዓት ያስይዛል ተብሎ እንደሚጠበቅ ጠቁመዋል።
ኢትዮጵያ ባለፉት ዓመታት በ23 ዩኒቨርሲቲዎች ትምህርቱ እየተሰጠ መሆኑን ተከትሎ የባለሙያዎች ቁጥር በከፍተኛ ሁኔታ አድጓል። ማኅበሩ ሲመሠረት በሀገሪቱ የነበሩት አርክቴክቶች 4 ብቻ የነበሩ ሲሆን፣ አሁን ላይ ቁጥራቸው በሀገር አቀፍ ደረጃ ከ18 ሺህ እስከ 20 ሺህ እንደሚጠጋ አርክቴክት ሀብታሙ ተናግረዋል።
ይሁን እንጂ ከእነዚህ ውስጥ በትክክል በሙያው ላይ ተሰማርተው ያሉት "ወደ 6 ሺህ አካባቢ" እንደሆኑ ነግረውናል።
ቀሪዎቹ ባለሙያዎች በዘርፉ ባለው የገበያ መጥበብ ምክንያት ወደ ግራፊክስ ዲዛይን፣ ማርኬቲንግ እና ሌሎች የሥራ ዘርፎች እየተበተኑ መሆኑ ገልጸዋል።
ሌላው በዘርፉ ትልቅ እራስ ምታት ሆኖ የቀጠለው የአርክቴክቸር ሥነ-ምግባር ጥሰት መሆኑን ፕሬዝዳንቱ አልሸሸጉም።
በአንድ አርክቴክት የተጀመረን ዲዛይን ያለ ባለቤቱ ፈቃድ ሌላ አርክቴክት ገብቶ የመቀየርና ፕሮጀክቶችን የመቀማት ልምድ በስፋት አሁን ላይ ይታያል ብለዋል።
"ይህ አሠራር የስነ-ምግባር ጥሰት ብቻ ሳይሆን የሕንፃዎችን ደህንነት አደጋ ላይ የሚጥል ነው። አንድ ሕንፃ በውስጡ በርካታ ውስብስብ ሲስተሞች አሉት፤ ይህንን ደግሞ ከመጀመሪያው ጀምሮ የሚያውቀው የዲዛይነሩ አእምሮ ብቻ ነው" ብለዋል።
ሕብረተሰቡ ለአርክቴክቶች የሚሰጠው ቦታ ዝቅተኛ መሆንና ሥራዎችን በደላላ ወይም በርካሽ ዋጋ ለማሠራት መሞከር ለችግሩ መባባስ ምክንያት መሆኑን ጠቅሰው፣ "ከተገቢው ዋጋ በታች የሚሰሩ የአርቴክት ባለሙያዎችን መጠቀም ነገ ትልቅ ዋጋ ያስከፍላል" ሲሉ አስጠንቅቀዋል።
ማኅበሩ ከችግሮቹ መውጫ መንገዱ ከሌሎች የኮንስትራክሽን ዘርፍ ማኅበራት ጋር በጋራና በትብብር መሥራት መሆኑን በመገንዘብ በጋራ እየሠሩ መሆኑን ገልጸዋል።

ከ1997- 2007 ዓ/ም በተገነቡ የጋራ መኖሪያ ቤቶች ላይ የተስተዋሉ የግንባታ ጥራትና ተያያዥ ችግሮችን ለመፍታት በጥናት የተለዩ ሕንፃዎች ላይ የማስተካከያ ሥራ ሊጀመር መሆኑን የአዲስ አበባ ቤቶች ልማት ኮርፖሬሽን አስታወቀ።
የታዩ የግንባታ ጥራትና መሰል ችግሮችን ለመለየት በአዲስ አበባ ሳይንስና ቴክኖሎጂ ዩኒቨርሲቲ ጥናት ማካሄዱን ገልጿል።
በጥናቱ የችግሮቹ ዓይነትና ደረጃ ተለይቶ ቅድሚያ የእርምት ርምጃ የሚያስፈልጋቸው ሕንፃዎች ተለይተዋል። በዚህም ከነዋሪዎች ጋር በመግባባት ፣ የሥራ ተቋራጮችን በመመደብና የማስተካከያ ሥራዎችን ለመጀመር ዝግጁ መሆኑን ኮርፖሬሽኑ አመልክቷል።
በተጨማሪም በጥናቱ የተመለከቱ ጉድለቶችን በተመለከተ አስፈላጊውን የሰነድና የማስረጃ ዝግጅት በማድረግ፣ በውል ግዴታ መሠረት ተጠያቂነትን ለማስፈንና ተገቢውን የሕግና የውል እርምጃ ለመውሰድ እየተሠራ መሆኑን አሳውቋል።
በሌላ በኩል የአዲስ አበባ ከተማ አስተዳደር ባለፉት አምስት ዓመታት የነዋሪዎችን መሰረታዊ ፍላጎትና አንገብጋቢ የሆነውን የቤት ችግር በመረዳት አዲስ የለዉጥ እሳቤን እዉን በማድረግ 496ሺ 971 ቤቶች ተገንብተዉ ለነዋሪዎች እንዲተላለፉ አድርጓል::

የታዩ የግንባታ ጥራትና መሰል ችግሮችን ለመለየት በአዲስ አበባ ሳይንስና ቴክኖሎጂ ዩኒቨርሲቲ ጥናት ማካሄዱን ገልጿል።
በጥናቱ የችግሮቹ ዓይነትና ደረጃ ተለይቶ ቅድሚያ የእርምት ርምጃ የሚያስፈልጋቸው ሕንፃዎች ተለይተዋል። በዚህም ከነዋሪዎች ጋር በመግባባት ፣ የሥራ ተቋራጮችን በመመደብና የማስተካከያ ሥራዎችን ለመጀመር ዝግጁ መሆኑን ኮርፖሬሽኑ አመልክቷል።
በተጨማሪም በጥናቱ የተመለከቱ ጉድለቶችን በተመለከተ አስፈላጊውን የሰነድና የማስረጃ ዝግጅት በማድረግ፣ በውል ግዴታ መሠረት ተጠያቂነትን ለማስፈንና ተገቢውን የሕግና የውል እርምጃ ለመውሰድ እየተሠራ መሆኑን አሳውቋል።
