نص المؤتمر الصحفي الذي عقده الدفاع المدني حول "المطالبة بإنهاء الحرب الإسرائيلية في قطاع غزة والتداعيات الخطيرة لاستمراها على التدخلات الإنسانية"
▪️في مثل هذا اليوم من ديسمبر العام المنصرم وفي ذروة الحرب الإسرائيلية الظالمة بحق أبناء شعبنا الفلسطيني في قطاع غزة وقفنا في باحة مجمع الشفاء الطبي وكنا أيضا نرتدي هذه الستر البرتقالية، حينها أعربنا عن مخاوفنا وحذرنا من انهيار جهاز الدفاع المدني بأكمله نظراً لشراسة التدمير والقتل الذي لم يشهد مثيله الشعب الفلسطيني من قبل وعبرنا عن مخاوفنا من تدمير جهازنا الإنساني واستهداف عناصره وإفراغه من عمله وتحييده عن رسالته، لكننا اليوم وبعد 430 يوما من الحرب حصل ما خشينا وحذرنا منه، وأصبحنا فعليا بلا مقومات عمل ولحق بجهازنا الخدماتي تدميرا كبيرا.
▪️ إن جهاز الدفاع المدني في قطاع غزة يمر هذه الأيام بالمرحلة الأصعب منذ تاريخ إنشائه منذ عام 1994 في ظل تآكل الكادر البشري وتدمير المعدات والآليات.
▪️لقد فقدَ جهاز الدفاع المدني في قطاع غزة خلال هذه الحرب 89 كادرٍ من العاملين الميدانيين من أصل 314 كادرٍ ميداني، وأصيب 304 آخرين، كما اعتقل جيش الإحتلال الإسرائيلي 22 عنصرا، وفقدنا فقدا كليا 40 مركبة إطفاء وإنقاذ وإسعاف من أصل 72 مركبة، مما أحدث عجزا كبيرا في مستوى الإستجابة الإنسانية.
▪️إن الإحتلال الإسرائيلي منذ أن شنّ هذه الحرب على أبناء شعبنا يتعمد عن سبق الإصرار استهداف أجهزة الخدمة الإنسانية من أجل إضعافها وجعلها عاجزة عن تقديم الخدمة الضرورية للمواطنين.
▪️و لم يتوقف الإحتلال الإسرائيلي عند هذا الأمر من الإستهداف والتدمير ؛ بل لا زال ينتهج سياسة منع وصول الوقود للدفاع المدني ويمنع إدخال قطع إصلاح مركباتنا بعد أن دمر مخزوننا من الأجهزة و المعدات والتي تقدر بنحو (مليون وثلامائة ألف دولار)؛ مما أدى إلى تفاقم وتعميق حالة العجز وتشعب العقبات امام أداء واجبنا، وأضعف عمليات الإستجابة الإنسانية، وزاد في عدم مقدرة طواقمنا على تنفيذ عمليات إنقاذ الجرحى والأحياء في الأماكن والمنازل التي تستهدفها طائراته ومدفعياته.
▪️لقد وصلنا إلى مرحلة تقود فيها طواقمنا مركبات الإطفاء والإنقاذ بالدفع اليدوي لتستجيب لنداءات المواطنين، وقد شاهد العالم ذلك عبر وسائل الإعلام، الأمر الذي أثر على سرعة التدخل الإنساني.
▪️ اليوم هو العاشر من كانون الأول/ ديسمبر فيه تحتفل دول العالم بما يسمى "الإعلان العالمي لحقوق الإنسان"، وفي هذه المناسبة ننادي بصوت المطالبين بتطبيق حقوق الإنسان ونقول: أيها العالم الحر يا من تنادون وتطالبون بحقوق الإنسان، يا أصحاب الضمائر الحية، إننا منذ أربعة عشر شهرا نتعرض لإبادة جماعية والى تطهير عرقي في قطاع غزة ولم يلتفت إلينا أحد من هذا العالم الذي يتغنى بحقوق الإنسان، أما آن الأوان لتتحركوا لوقف عمليات القتل والحرق والتدمير والإبادة الجماعية أما آن الان بعد قتل أكثر من 60 الف شهيد ومفقود بينهم أكثر من 6000 إمرأة و أكثر من 14000 طفل، وإعاقة أكثر من 23000 مصاب وآلاف ممن فقدوا والديهم وهم الآن بلا أم او بلا أب ومن هنا:
أولا: نحذر بأن جهاز الدفاع المدني على مقربة من إعلان تحييد خدماته الإنسانية وخروجه عن الخدمة في كافة محافظات قطاع غزة، وهذا يعني أن نحو 2 مليون و400 ألف مواطن في القطاع سيفتقدون إلى التدخلات الإنسانية.
ثانيا: نحمل الإحتلال الإسرائيلي والإدارة الإمريكية تداعيات استمرار هذا العدوان وترك أبناء شعبنا الأعزل بلا استجابة وتدخل إنساني.
ثالثا: يا أيها المجتمع الدولي والعربي ويا أصحاب الضمائر الحية لقد آن الأوان للتضامن مع شعبنا الفلسطيني في كل الساحات والسفارات من أجل إنهاء الحرب على غزة وإنهاء المعاناة التي يعيشها سكان القطاع نتيجة الممارسات والعدوان الإسرائيلي، وإيقاف هذا الشلال من دماء الأبرياء قبل أن نصل إلى مرحلة اللاعودة من الكوارث الإنسانية في قطاع غزة. وعليكم أن تدركوا أن الإحتلال الإسرائيلي لا يعنيه استمرار الخدمة الإنسانية في أي مكان بقطاع غزة، فقد عطل عملنا كليا في محافظة شمال القطاع منذ منتصف اكتوبر الماضي، ونحذر من أنه يسعى لتعطيل عملنا بشكل كامل في باقي المحافظات.
رابعا: نطالب المنظمات الإنسانية ومكتب الأمم المتحدة لتنسيق الشؤون الإنسانية ومنظمة الصحة العالمية بالضغط على الاحتلال الإسرائيلي من أجل إدخال الوقود للدفاع المدني في قطاع غزة وإدخال المعدات اللازمة من أجل إسعافه وإبقاء عمله مستمر، ونحمل الإحتلال الإسرائيلي المسؤولية الكاملة عن تداعيات عدم إمدادنا بالوقود وبمعدات الإنقاذ والإطفاء واستهداف طواقمنا ومركباتنا.

رابعا: نطالب المنظمات الإنسانية ومكتب الأمم المتحدة لتنسيق الشؤون الإنسانية ومنظمة الصحة العالمية بالضغط على الاحتلال الإسرائيلي من أجل إدخال الوقود للدفاع المدني في قطاع غزة وإدخال المعدات اللازمة من أجل إسعافه وإبقاء عمله مستمر، ونحمل الإحتلال الإسرائيلي المسؤولية الكاملة عن تداعيات عدم إمدادنا بالوقود وبمعدات الإنقاذ والإطفاء واستهداف طواقمنا ومركباتنا.
خامسا: نطالب بوقف فوري ودائم لإطلاق النار لأسباب إنسانية والعمل على وصول المساعدات الإنسانية بشكل سريع وآمن ودون عوائق إلى جميع الأطفال والأسر المحتاجة، والإسراع بفتح جميع المعابر، بما في ذلك السماح بدخول ما يكفي من الوقود والمواد اللازمة لتشغيل مركبات الدفاع المدني وإعادة تأهيل البنية التحتية الأساسية.

The text of the press conference, held by the Civil Defense, focused on "Demanding an end to the Israeli war on the Gaza Strip and the dangerous repercussions of its continuation on humanitarian interventions."
▪️On this day in December last year, at the height of the unjust Israeli war against the Palestinian people in the Gaza Strip, we stood in the courtyard of Al-Shifa Medical Complex. We were also wearing these orange jackets when we expressed our fears and warned of the collapse of the entire civil defense apparatus due to the ferocity of the destruction and killing that the Palestinian people have never seen before. We expressed our fears of destroying our humanitarian apparatus and targeting its members, emptying it of its work, and neutralizing it from its mission.
Still, today, after 430 days of the war, what we feared and warned about has happened, and we are effectively without working elements, and our service apparatus has been greatly destroyed.
▪️The civil defense apparatus in the Gaza Strip is going through the most difficult phase since its establishment in 1994, in light of the erosion of human resources and the destruction of equipment and machinery.
▪️During this war, Gaza Civil Defense lost 89 out of 314 field personnel, 304 others were injured, the Israeli occupation army arrested 22 personnel, and 40 out of 72 firefighting, rescue, and ambulance vehicles were completely lost, causing a major deficit in the level of humanitarian response.
▪️Since the Israeli occupation launched this war against our people, the Israeli occupation has deliberately targeted the humanitarian services to weaken them and make them unable to provide the necessary services to citizens.
▪️The Israeli occupation did not stop at this matter of targeting and destruction; it is still pursuing a policy of preventing the arrival of fuel to the civil defense and preventing the entry of repair parts for our vehicles after destroying our stock of equipment, which is estimated at one million and three hundred thousand dollars; this has aggravated and deepened the state of helplessness and the multiplication of obstacles to the performance of our duty, weakened humanitarian response operations, and increased the inability of our crews to carry out operations to rescue the injured and the living in places and houses targeted by its aircraft and artillery.
▪️We have reached a stage where our crews are driving fire and rescue vehicles by hand to respond to citizens' calls, and the world has witnessed this through the media, which has affected the speed of humanitarian intervention.
Today is the tenth of December when the countries of the world celebrate the so-called ‘Universal Declaration of Human Rights’, and on this occasion, we call in the voice of those who demand the implementation of human rights and say: O free world, you who call and demand human rights, people of conscience, for fourteen months we have been subjected to genocide and ethnic cleansing in the Gaza Strip and no one from this world that sings of human rights has paid attention to us, is it, not time for you to move to stop the killing, burning, destruction and genocide, is it not time after more than 60,000 martyrs and missing, including more than 6000 women and more than 14,000 children, more than 23,000 injured and thousands who lost their parents and are now motherless or fatherless and from here:
First: We warn that the Civil Defense Agency is close to declaring its humanitarian services neutral and out of service in all governorates of the Gaza Strip, which means that about 2.4 million citizens in the Gaza Strip will lack access to humanitarian interventions.
Second: We hold the Israeli occupation and the US administration responsible for the repercussions of continuing this aggression and leaving our defenseless people without humanitarian response and intervention.
