Joint Appeal to United Nations Member States on the Urgent Human Rights Situation in Iran
Addressed to the Member States of the United Nations and European parliaments
Excellencies,
We, the undersigned organizations and institutions, directly engaged in the documentation, monitoring, and reporting of human rights violations in Iran, respectfully submit this formal communication with deep concern regarding the current situation in the country.
In Iran, we are witnessing an alarming and escalating pattern marked by the increased use of the death penalty, the expansion of arbitrary arrests, and the systematic restriction of fundamental freedoms. At a time when regional tensions have also intensified, concerns about the further escalation of internal repression have grown. What is unfolding is not a series of isolated incidents, but rather reflects a sustained pattern of serious human rights violations that directly threaten human lives.
Based on evidence and data directly collected and verified by our organizations, many individuals—including protesters, civil society activists, journalists, lawyers, athletes, members of marginalized communities, and ethnic, religious, and linguistic minorities—are at immediate risk of arrest, ill-treatment, unfair trials, and, in numerous cases, the issuance and implementation of death sentences. In many of these cases, minimum fair trial guarantees have not been respected, and access to independent legal counsel and effective defense has been severely restricted.
At the same time, restrictions on or disruptions of internet access in Iran are being systematically employed to control the flow of information and to prevent the documentation of violations. These measures deprive people of their fundamental rights and significantly weaken transparency and accountability.
Ethnic, religious, and linguistic minorities in Iran are also disproportionately affected by these developments. Structural discrimination, combined with security-based approaches, has placed these groups at heightened risk and vulnerability.
Given the urgency of the situation in Iran, we call on United Nations Member States to take the following immediate, coordinated, and effective actions:
Call for and actively pursue an immediate halt to all executions in Iran, particularly in cases related to protests and civil activities.
Exert diplomatic pressure to secure the immediate and unconditional release of all political prisoners and individuals arbitrarily detained in Iran, and ensure their access to fair trial guarantees in accordance with international standards.
Affirm the right to free, unrestricted, and secure access to the internet in Iran, and oppose any deliberate disruptions or shutdowns of digital communications.
Support and strengthen independent international mechanisms for monitoring, documentation, and accountability concerning human rights violations in Iran.
Ensure sustained attention by United Nations bodies to the human rights situation in Iran, and make full use of available diplomatic tools to prevent the continuation of these violations.
We put forward these requests on the basis of international human rights obligations and with a clear understanding of the realities on the ground. Each day of delay in action may lead to irreversible consequences for human lives.
We urge Member States to act with a sense of shared responsibility and to take concrete and effective measures. Silence in the face of this situation amounts to overlooking violations that continue to occur.
