The central claim in that post is supported by the Senate’s official record, with one important clarification.
On September 15, the Senate rejected cloture on the motion to proceed to H.R. 3633, the CLARITY Act, 49–50. It was a procedural vote, not a final vote on the substance of the bill.

Sen. Thom Tillis initially voted YES and then changed his vote to NO. That put him on the prevailing side of the failed motion.
The official Senate record specifically says: “Motion by Senator Tillis to reconsider the vote … entered in Senate.”

That means there is a procedural mechanism to reconsider the failed cloture vote without simply treating the legislation as permanently dead.
Tillis himself subsequently said that the procedural motion was intended to allow senators to continue working toward an outcome.

What this means for CLARITY
The post is basically correct that Tillis's switch was procedural, not necessarily a substantive abandonment of CLARITY.
But there is an important distinction:
Reconsideration does not mean another CLARITY vote is automatically scheduled. The Senate still needs the political agreement and, critically, 60 votes for cloture. The failed vote was 49–50, so supporters currently remain 11 votes short of the 60-vote threshold on the actual tally.

The Senate's official record therefore gives this sequence:
YES → vote clearly failing → Tillis switches to NO → Tillis files motion to reconsider → procedural pathway remains open.
So the statement “CLARITY is not necessarily dead” is factually supportable. It would be too strong, however, to interpret the procedural maneuver as evidence that a second vote is definitely coming.
Reuters also reports that the legislation is effectively on hold as Congress approaches its election-related recess.

Most important point: this was not a final rejection of the CLARITY Act itself. It was rejection of cloture on the motion to proceed to the bill.

Keep negotiations going — supporters need to resolve remaining disagreements and build a broader bipartisan coalition.
Use Tillis’s reconsideration motion — this keeps a procedural route available to bring the cloture question back.
Get to 60 votes — the September 15 cloture vote was 49–50, so supporters need to add at least 11 votes.
Hold another Senate vote — if negotiations produce enough support, leadership can seek reconsideration/revote.
Pass the Senate — after clearing the Senate, the legislation would need to move through the remaining House process if necessary.
Presidential signature — final enactment requires the President to sign the bill (or Congress to override a veto).

11,100 CHILDREN FOUND.

Let that number sink in.

In just the last 18 months, this FBI has helped locate 11,100 missing children — a 21% INCREASE.

Senator Blackburn noted that under the Biden administration, north of 300,000 children could not be found.

Every number represents a child. A family. A life that matters.

The SEC’s September 17, 2026 “Innovation Exemption” creates a five-year, conditional pathway for tokenized U.S. stocks to trade on-chain using AMMs and liquidity pools. Eligible venues can avoid being treated as traditional exchanges, and certain liquidity providers can avoid dealer status.

Why this matters for Ripple/XRP
It validates blockchain-based market infrastructure. The SEC is explicitly allowing securities trading through smart contracts and on-chain liquidity pools rather than requiring the traditional exchange model.

It could increase institutional tokenization. If stocks, bonds and other securities increasingly move on-chain, infrastructure for tokenized assets becomes more valuable.

That is relevant to Ripple's strategy. Ripple has positioned the XRP Ledger around payments, tokenization and institutional financial infrastructure. An SEC framework that makes on-chain markets more workable is directionally compatible with that model.
AMMs are particularly interesting. The SEC specifically recognizes automated market makers and liquidity pools in the new framework.

Public, permissionless blockchains are explicitly contemplated. The SEC says the smart contracts used by qualifying TSVs must be auditable, public, and deployed on a public, permissionless distributed ledger.

But there is an important limitation
This does not mean XRP itself has received an exemption or that XRP has been classified as a non-security by this order.

The exemption is specifically for tokenized NMS stocks and the venues/liquidity providers facilitating them. It also excludes synthetic versions of stocks, and issuers can prevent their securities from being traded on a TSV.

So I'd characterize the impact as:
SEC accepts on-chain securities + AMM liquidity → more institutional blockchain infrastructure → potentially favorable environment for Ripple/XRPL → potentially positive for XRP utility/adoption.

The big XRP-specific catalyst would be something more direct, such as the SEC explicitly clarifying XRP's regulatory status, allowing XRP to serve as institutional liquidity/collateral, or financial institutions using the XRP Ledger/XRP for tokenized-asset settlement.

The fact that this comes immediately after the Senate's CLARITY Act setback is also significant: the SEC is demonstrating that it can provide some blockchain-market infrastructure clarity through its existing authority even without Congress passing the broader market-structure bill.

9/17/2026 The Commodity Futures Trading Commission (CFTC) has issued regulatory relief clarifying that developers building passive derivatives software do not need to register as Introducing Brokers (IBs), a standard that explicitly covers crypto and digital asset markets.

The decision establishes that writing code, operating self-custodial front-ends, or building routing interfaces does not trigger broker-dealer oversight under the Commodity Exchange Act—provided the software remains neutral, non-discretionary, and non-custodial.
Core Provisions of the CFTC Guidance
Protected Scope: Shields developers of non-custodial wallets, decentralized user interfaces, and routing engines that connect users to regulated derivatives venues.

The "Passive" Threshold: Software must act solely as communication or routing infrastructure. Developers cannot take custody of collateral, execute discretionary trades, generate algorithmic buy/sell signals, or clear orders directly.

Safe Harbor for Tech Vendors: Confirms that merely publishing or licensing open-source code does not transform a software provider into a regulated intermediary.

How This Directly Benefits Ripple and XRP
Acceleration of XRPL DeFi Infrastructure: The XRP Ledger natively integrates an on-chain Decentralized Exchange (DEX) and automated market maker (AMM) pools. This relief provides legal clarity for independent developers building advanced front-ends, order-routing software, and perpetual/derivatives interfaces on the XRPL without the burden of federal broker registration.

Institutional Gateway via Ripple Custody: Institutional participants demand clear regulatory firewalls. Ripple's custody solutions and enterprise infrastructure can now interface with passive third-party execution software and derivatives layers under a defined safe harbor, reducing compliance friction for institutional trading desks.

RLUSD Utility in Collateral Markets: Ripple’s USD stablecoin (RLUSD) is positioned as an enterprise settlement and liquidity asset. Enabling passive crypto derivatives software makes it substantially easier for decentralized protocols and routing aggregators to integrate RLUSD as high-grade margin collateral without triggering intermediary liabilities.

Liquidity Inflow for XRP: Clarifying that non-custodial tools do not face broker registration expands access to crypto derivatives products. As passive software bridges traditional financial participants to XRPL markets, secondary market liquidity and trading volume for XRP gain direct tailwinds.

Traditional finance adopting near-continuous trading marks a structural shift toward the operating model crypto pioneered. The move to 23-hour weekday trading—and an eventual 24/7 tape—carries significant implications for the digital asset sector, Ripple, and XRP:

1. Traditional Rails Face an Operational Settlement Bottleneck
The Trading vs. Settlement Mismatch: While stock exchanges like Nasdaq and NYSE Arca can keep matching engines running 23 hours a day, traditional banking rails (Fedwire, ACH, and legacy clearinghouses like DTCC) do not settle fiat or securities continuously.

Liquidity & Margin Strain: Extended-hours equity trading requires brokerages and market makers to post collateral overnight. Without continuous, instantaneous liquidity rails, institutions face heightened margin and counterparty risk during off-hours.

2. The Catalyst for Ripple and Real-Time Settlement Infrastructure
Instant Fiat & Value Movement: Ripple’s core enterprise products (Ripple Payments / On-Demand Liquidity) and stablecoins (such as RLUSD) are specifically built to solve after-hours settlement friction.

Institutional Liquidity Bridge: If institutional trading desks must balance liquidity across Tokyo, London, and New York around the clock, they cannot wait for domestic clearing windows to open on Monday morning. Ripple's cross-border payment rails provide the exact 24/7/365 settlement highway that extended equity markets urgently require.

3. Direct Tailwinds for XRP and the XRP Ledger (XRPL)

Bridge Currency Utility: XRP was designed natively as an ultra-fast (3–5 second finality), low-cost bridge asset for settlement. A nearly 24-hour traditional market exponentially increases the volume of liquidity rebalancing required between global trading hubs outside standard banking hours.

Tokenized Real-World Assets (RWAs): Moving equities toward 24/7 trading accelerates the institutional case for tokenized stocks and treasuries on public blockchains. XRPL features an integrated native Decentralized Exchange (DEX) and automated market maker (AMM) infrastructure designed specifically for high-throughput, low-latency financial asset trading.

4. Broad Market Benefits for Crypto
Synchronized Global Volatility: Crypto has historically borne the brunt of weekend and overnight macro shocks because it was the only liquid market open. As equities trade continuously, liquidity fragmentation decreases, and cross-market price discovery occurs in real time rather than accumulating into opening-bell gaps.

Capital Fluidity: Institutional desks managing multi-asset books (crypto, ETFs, and equities) can reallocate risk dynamically at 2 AM without having their fiat capital locked in transit until morning clearing.

Continuous equity trading forces traditional finance to upgrade its back-end infrastructure to match its front-end execution—creating an environment where 24/7 settlement protocols like Ripple and neutral bridge assets like XRP become operational necessities rather than alternative experiments.

🚨 BREAKING: Armada Acquisition Corp. II (the Ripple/XRP-linked SPAC) just filed an 8-K with the SEC event dated Sept 11, 2026.

Tickers to watch on Nasdaq:
$XRPNU Units
$XRPN Class A Ordinary Shares
$XRPNW Warrants

This transaction establishes a dedicated corporate treasury vehicle for XRP on a major US exchange, applying the corporate accumulation model pioneered by MicroStrategy to the XRP ecosystem.

Direct Spot Supply Absorption
Capital Earmarked for Market Purchases: The newly secured $30 million from convertible notes is explicitly designated to buy spot XRP and fund operational infrastructure.

Massive Balance Sheet Lockup: Between committed token contributions from Arrington Capital (~211.3M XRP) and Ripple Labs (~126.8M XRP), alongside private placements from SBI Holdings ($200M), hundreds of millions of tokens are moving directly into custody reserves rather than circulating across exchange order books.

Active Supply Removal: Taking large supplies off liquid markets reduces structural sell pressure and tightens floating supply.

The "XRP per Share" Flywheel

Debt-Financed Token Buying: By issuing convertible senior PIK notes at 4.00%, Evernorth borrows cheap institutional fiat to accumulate crypto assets.

Perpetual Capital Taps: If the equity trades at a premium to net asset value (NAV) on Nasdaq, the company can repeatedly issue new shares or convertible paper to buy more XRP, creating an ongoing bid that grows token holdings per share over time.

Unlocking Restricted Institutional Capital
Traditional Mandate Compliance: Many hedge funds, family offices, and sovereign wealth vehicles have strict charters forbidding direct cryptocurrency purchases or unvetted overseas exchanges.

Regulated Equity Access: Nasdaq tickers ($XRPN,$XRPNW) give these institutions a fully registered equity and debt wrapper to gain direct structural exposure to XRP without custodial hurdles. The involvement of South Korea's NH Investment and Kyobo proves international institutional demand is already stepping in through these rails.

Regulatory and Ecosystem Legitimacy
The SEC declaring Evernorth’s Form S-4 effective on August 27, 2026, officially greenlights the business model of a public company centered purely around accumulating and operating on the XRP Ledger. It solidifies XRP’s post-regulatory standing in US capital markets, transforming it from an asset navigating courtroom battles into an accepted reserve asset for publicly listed entities.

The Keystone Beneath the Ice
In summer 2018, a classified U.S. Air Force survey from Thule Air Base detected a massive artificial structure three kilometers under Greenland’s eastern ice sheet: 420 meters long, perfectly symmetrical, with a faint energy signature. Drilling confirmed an alien craft—intact, ancient, its hull of unknown self-repairing alloy.
The discovery went straight to President Trump on August 12, 2018. After a terse briefing, he issued clear orders: “Secure it completely. No leaks, no sharing. Get Greenland if needed.”
Trump grasped the stakes instantly. The melting ice would expose the site within decades. The technology—unlimited energy, gravitational propulsion, revolutionary materials—would decide global primacy. China and Russia were already maneuvering in the Arctic. Only exclusive U.S. control was acceptable.
He personally directed Project POLAR VAULT, a black program reporting to the White House. Excavation began in 2019: a hidden subsurface complex built into the ice. Top scientists worked in isolation.
Publicly, Trump opened talks with Denmark in early 2019, then in August publicly floated buying Greenland. The world laughed, calling it eccentric real-estate thinking. In reality, it normalized U.S. strategic focus on the island and bought time.
Reverse-engineering delivered results fast.
2020: inertial damping field tested successfully.
2022: reactionless gravitational propulsion demonstrated.
2023: vacuum-energy reactors producing megawatts.
2024: alien computing substrates broke every foreign cipher.
Protection was relentless. Russian and Chinese probing was detected and blocked without escalation.
In 2025, the Greenland Strategic Autonomy Accord was signed: permanent U.S. security jurisdiction over key zones, exclusive research rights, full defense responsibility—in exchange for massive economic investment and retained local self-governance. Nuuk approved overwhelmingly; Copenhagen accepted the inevitable.
By 2026, the craft remained in place, still yielding secrets. American power had quietly transformed: absolute energy independence, unmatched strategic deterrence, restored technological dominance for generations.
History would argue over Trump’s methods and rhetoric. But on Greenland and the buried alien vessel, his vision proved correct: some discoveries are too critical to share, some responsibilities too great for any nation but America to carry.
The ice continued to melt. The secret stayed secure. The future belonged to the United States.
