Putting a regulated stablecoin directly inside a chartered U.S. bankโ€™s core operating system is a major milestone for crypto banking plumbing, though there is an important distinction between making a payment rail available and every partner on that bank's roster actually using it.
โ€‹The October 15, 2026 announcement confirms that Cross River Bank has partnered with Ripple to integrate its U.S. dollar-backed stablecoin (RLUSD) into Cross River's proprietary Core Operating System (COS), supporting transactions on the XRP Ledger (XRPL). Rather than dealing with the complexity of deploying blockchain infrastructure from scratch, businesses and fintechs can access RLUSD alongside traditional ACH, wires, and real-time payments through a single API connection.
โ€‹What Happens If Major Platforms Flip the Switch?
โ€‹If high-volume fintechs and payment platforms connected to Cross River begin routing volume through this integration, the practical shifts happen behind the scenes:
โ€‹24/7 Treasury & Intraday Settlement: Traditional banking rails batch-process and shut down on weekends and holidays, forcing payment processors and card networks to lock up working capital. On the XRPL, RLUSD transactions settle in 3 to 5 seconds at a fraction of a cent and move 24/7, giving issuers and acquirers greater flexibility to settle intraday and reduce settlement latency.
โ€‹"Invisible" Blockchain Rails for Cross-Border Payouts: End users won't need to manage crypto wallets directly. Cross River's platform acts as the integration layer between regulated financial services and blockchain-based payment networks. Fintechs can move between U.S. dollars and RLUSD to settle cross-border payments and treasury movements 24/7 within the same environment as traditional banking rails.
โ€‹XRPL Volume vs. $XRP Token Impact: Every transaction on the XRP Ledger requires a microscopic amount of $XRP to be burned as a network fee. However, because XRPL transactions cost just a fraction of a cent, institutional stablecoin settlement primarily drives on-chain liquidity and RLUSD adoption rather than automatically creating massive buying pressure for the $XRP token itselfโ€”unless those institutions also tap into XRPL's decentralized exchange (DEX) or liquidity pools.
โ€‹Reality Check on the "Connect the Dots" Roster
โ€‹Cross River is a heavyweight in Banking-as-a-Service (BaaS), providing regulated accounts, card issuing, and payment rails for some of the biggest names in tech and finance. However, Cross River acts like an infrastructure menu. Integrating RLUSD into Cross River's existing stablecoin infrastructure establishes it as an additional payment rail, which means existing bank clients are not automatically forced to use it:
โ€‹X Money (Elon Musk) โ€” The Wildcard: Cross River holds the FDIC-insured deposits powering X Money's rollout alongside Visa Direct for real-time funding. X Money currently runs on traditional fiat rails with no confirmed plans for XRPL, but having RLUSD pre-wired into its primary partner bank makes turning on global stablecoin transfers a turnkey API option if X ever chooses to expand into crypto rails.
โ€‹Stripe โ€” Unlikely Primary Rail: While Stripe uses Cross River for traditional banking and lending infrastructure, Stripe has built its own massive stablecoin stack (including acquiring Bridge and partnering closely with Circleโ€™s USDC). Stripe is far more likely to route stablecoin volume through its own in-house infrastructure than outsource it to Cross Riverโ€™s Ripple integration.
โ€‹Coinbase โ€” Direct Competitor: Coinbase has used Cross River for fiat payment rails, but Coinbase is a co-architect of Circle's USDC and runs its own Ethereum Layer-2 network (Base). Coinbase has zero incentive to route settlement through a rival stablecoin (RLUSD) on a rival blockchain (XRPL).

This muslim threw a puppy into a fire on Facebook Live. Then he kicked it back in when it tried to crawl out.

December 18, 2024. Orangeburg, South Carolina. Deputies got the video the same day and found the dead puppy in the woods nearby.

Desmond Levon Brown, 30, pleaded guilty under the federal PACT Act. Today a Columbia judge gave him 5 years in prison and 3 years supervised release.

First PACT Act case the U.S. Attorney in South Carolina has ever prosecuted. Max was 7.

U.S. Attorney Bryan Stirling called it heinous. Five years out of seven. You tell me if that matches what he did to that puppy.
