Why Quebec collects billions and Alberta pays.

Quebec receives $13.6B in equalization for 2025–26 — nearly half the entire program.
Yet Hydro-Québec paid $3.2B in dividends in 2024.
Only 50% of hydro revenue counts in the formula.
2/
The loophole:
Quebec underprices hydro → lowers “fiscal capacity.”
For every $100M in extra hydro profit, Quebec loses only ~$70M in equalization.
Little downside. Big incentive.
3/
Alberta gets no such shield.
Oil & gas revenues ($14B+ in 2025–26) fully count → zero equalization.
Yet Albertans still fund ~16% of federal revenues.

Same country. Same Constitution. Two rulebooks.
• Hide revenue → get cheques
• Produce revenue → get penalized
