Today is as good as any other to start a go-bag. You don’t need to invest into these tools and resources all at once but you should make a concerted effort to check a few of these items off as often as you can. My own-go-bags include most of what is suggested here, though I really need to get a new waterproof jacket and I also still need to get a compass with a signal mirror. I should have included pen and paper and some form of identification (if necessary) in this post.
