ââTheft of Babies: Security Wristbands Introduced
Brenda YUFEH NCHEWNANG-NGASSA
The theft of newborn babies is a recurrent issue in the society today as a week hardly goes by without media reports about a missing baby or a woman caught with a stolen baby.
This has not left any person indifferent particularly health authorities. This is why yesterday November 16, 2017, in Yaounde, the Minister of Public Health, AndrĂ© Mama Fouda announced security measures to protect newborn babies which will be through the wearing of identification wristbands and the taking of their fingerprints in each maternity in the country. AndrĂ© Mama Fouda made the announcement as he launched the month of prematurity in the country under the theme, âprematurity: what it is and what it means.
â The Minister said the transportation and securing of babies, particularly preterm infants, is an important point to reduce neo-natal mortality in Cameroon. Given the diversity of methods of transferring babies and the disparity of healthcare in different health facilities, AndrĂ© Mama Fouda said these different methods such as the kangaroo, medical ambulance, and polyethylene plastic bag need to be encouraged, promoted or even initialised.
But the introduction of reinforced security measures needs to be put in place. Thanks to partners such as UNICEF, henceforth the introduction and popularisation of the use of identification wristbands by all newborn babies will be introduced in all maternities as well as the taking of the foot prints of all new born babies. The process, according to the health boss, will begin this November, 17 in various hospitals in Yaounde and Douala and progressively move to other towns in the country.
This will help trace any missing baby. The Director of Family Health at the Ministry of Public Health, Professor Robinson Mbu explained that Cameroon will until November 30, 2017 celebrate the month of prematurity. He explained that premature births account for 40 per cent of neo-natal deaths in the country. In spite of efforts to reduce neonatal mortality, there is need to enhance awareness on prematurity which is still a major problem in the country.
He noted that those working with the premature babies need to be informed on the new and appropriate technologies in the country to remedy their situation. During the prematurity month, the population will be informed about the scourge which has become overtime, a real public concern and the need for each actor to carry out preventive actions.

International Tax Evasion: World Officials Brainstorm On Fighting Scourge
#Economie
AMINDEH Blaise ATABONG
The finance experts from over 140 countries are elaborating measures to enhance information exchange for tax purposes in order to effectively tackle illicit financial flow.
Finance officials are meeting in Yaounde to elaborate measures to enhance information exchange for tax purposes. The taxation stakeholders, who are bent on effectively tackling illicit financial flow across the world, are gathered under the canopy of the Global Forum on Transparency and Exchange of Information for Tax Purposes.
While officially opening the 10th plenary meeting of the Global Forum, Cameroonâs Minister of Finance, Alamine Ousmane Mey lauded the participating delegates for their commitment in combating the scourge which deprives States of millions of development money.
According to the Minister of Finance, âwe have witnessed in the past fifteen years a situation which is impacting negatively our countriesâŠWe need to collect more domestic revenue.â Alamine Ousmane Mey told Cameroon Tribune they have implemented special entities in charge of monitoring exchanges between Cameroon and the rest of the world.
To Josée Maria Garde, Chair of the Global Forum, international tax evasion has been top on the agenda of political leaders, who continue to underscore the need to battle the menace. She noted that the African continent was particularly being hit hard by the global malpractice.
After the opening yesterday of the Global Forum which ends on Friday November 17, 2017, a high-level panel meeting of African Ministers of Finance was held. The panel discussion focused on: âFighting illicit flows through international tax cooperation: A call for action in Africa.â
Going by officials, the Global Forum is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 140 jurisdictions, which participate on an equal footing. The Forum, which is an offshoot of the Organisation for Economic Cooperation and Development, OECD, has set new standards for information exchange.
The ongoing plenary seeks to encourage the development of tax compliance through joint/targeted audit procedures as well as promote the fight against international tax evasion and fraud orchestrated by multinational companies which transfer profits to jurisdictions with zero or low taxation. It is coming after the publication of the Panama Papers and the Paradise Papers.
Cameroon became a member of the Global Forum in 2012. The country has undergone a peer review with respect to the implementation of set standards. The country received a âLargely Complaintâ rating in 2016.

Hon. Banadzem Joseph Lukong, leader of the Social Democratic Front (SDF) Group in the National Assembly.
What explains the absence of the Social Democratic Front (SDF) parliamentarians from the opening plenary sittings of the November 2017 ordinary session in the National Assembly and the Senate?
We suspended our participation from the opening plenary sittings because we wanted to draw the attention of everybody to the prevailing situation in the North West and South West Regions. We have been doing this for over a year. If everyone can remember, this time around last year, when the Anglohone crisis just started, the SDF Members of the National Assembly and Senators went up to Bamenda and discussed with the Governor and administration and demonstrated in town to show our solidarity with the population that was being ill-treated.
After that, we came down to Yaounde and went to Buea and did the same exercise where the brutality was out of proportion. Thereafter, we took a series of press statements denouncing the situation. Along the line, the crisis went crescendo, mounting from stage to stage and the negotiations that were brought between the government and the stakeholders (striking teachers and lawyers) went on until everything broke down. Since then, we have not had any response. Of recent, the thing went to certain height.
The militarization of the two regions had reached proportions that we needed to sound a bell. Information does not circulate. There are two new phenomena that are cropping up now; the refugees to Nigeria (we are now talking of 10,000) and the attack on the military wherever it is coming from. These two phenomena plus the real brutality on the field made us to let the national community and the world to know.
National Executive Committee (NEC) of the SDF gave us a mission through its meeting of October 28, 2017 and its resolutions to come down to Yaounde, debate and raise the issues on the floor. We thought that before we do that in the House, we should alert everybody, especially the authorities that be that something wrong is happening in the North West and South West Regions of the country. So, our not participating in the opening plenary sittings was just a strategy to alert everybody of what is happening at this particular moment which is out of proportion.
You led a delegation of SDF MPs to meet the Speaker of the National Assembly on November 15, 2017. What did you go to tell him?
We wanted to give the House Speaker our communiqué and to tell him openly by word of mouth the situation in the North West and South West Regions. This is because the communiqué could not describe all the details. We wanted to tell him all the details about what is going on. We did not go to the House Speaker to bring the solution to the crisis in the two regions because as at now, the solution should come from the Head of State.
My colleague of the Senate would see the President of the Senate today (November 16). We are going to see other authorities. The Speaker promised us that he was going to see the Head of State. He may present our communiquĂ© and other issues we told him concerning the situation in the North West and South West Regions. I donât know. But it is his responsibility to help present these issues. We wrote to the Head of State in June 2017 that it was necessary for him to call a national dialogue for us to chart the way forward to look for solutions to the problems that Cameroon is experiencing which are capable of damaging this country.

But there are people who say that the SDF parliamentarians boycotted the opening plenary sittings of the November session in Parliament because they fear reprisals from people who had been calling on them to quit parliament. Is that also one of the reasons?
The populations are our people and we need to educate them. By withdrawing from parliament we do not solve the problem. If withdrawing from parliament will solve the problem, we will do it. But many people do not understand that where we are, there is no solution to the problem. If there were a solution, those who are threatening us will bring it. If it were fear of the threats, then we would not have been talking of coming back. It is our own way of alerting the population.
Will you continue to stay away during this session?
We are going to take part in the debates in the National Assembly and do the things NEC has asked us to do. In positions in which we are, we ought to assume our responsibilities and brave whatever difficulties we have and tackle them the way it is. As a group, we have to educate the young population which out of frustration and emotions may be doing things not knowing that things do not just work the way they want. We have no reason to be afraid and be scared.

The Bureau of the House instructed remedial measures for work to resume in the ongoing November 2017 budgetary session today.
Scrutiny of bills in the Committee on Finance and Budget Committee as well as in the Foreign Affairs Committee of the National Assembly in the ongoing November 2017 ordinary session contained in the schedule of business initially scheduled for Friday, November 17, 2017 will rather take place today, Monday, November 20, 2017.
Members of the Committee on Finance and Budget will meet at 10:00 a.m. while those of the Foreign Affairs Committee will meet at 3:00 p.m. The fire outbreak of Thursday, November 16 night breaking November 17, 2017 that ravaged the fourth, fifth, sixth and seventh floors and partially consuming the third floor of the National Assembly Glass Palace has necessitated a lot of adjustments for the November budgetary session to hold within the 30 days provided for in the constitution.
The Bureau of the National Assembly met on November 18, 2017 chaired by the House Speaker, Hon. Cavaye Yeguie Djibril and gave the Secretary General instructions on remedial measures. In compliance with the decision, the Committee on Finance and Budget and the Foreign Affairs Committee will meet this Monday in the House Chamber.

ââ2nd Wouri Bridge: Measures To Ease Traffic
#Regions
Fred VUBEM TOH
This was during the 13th session of the Regional Steering Committee on big projects in the Littoral on November 15.
Though the second Wouri Bridge has been opened to public circulation, it hasnât yet eased traffic along the Bonaberi-Rond Point Deido road as construction work on the access ways is still going on. It is for this reason that the regional committee in charge of monitoring big projects in the Littoral Region met in its 13th session on Wednesday November 15 to examine ways to ease traffic on the axis. The committee meeting under the chairmanship of the Secretary General of the Littoral Region, Kinou Nana first sought to know why the persistent traffic jams despite the opening of the bridge.
The assistant chief of mission to the project manager of SOGEA-Satom, the company in charge of constructing the road, said the persistent traffic jam was due to what he referred to as the uncivil behavior of the users of the road such as repairing broken down vehicles on the bridge, circulating on the opposite side of the road or more than the two lines provided for in the deviation and also largely due to the activities of the trucks belonging to Dangote, Maersk Perenco, PAD, SCDP and other big companies situated around the area.
It was therefore decided that a towing truck should be put on a permanent basis around the area which will automatically tow away broken down vehicles on the bridge or deviation. Other measures included sensitizing the obstructing companies to arrange a proper parking lot for their vehicles and to avoid parking along the narrow road. Road users were also called upon to respect road signs, drive in two lines and on the right side of the road.
The Regional delegate of Public Works, Mbousnoum Simon Pierre, called for the regular maintenance of the road as potholes cause vehicles to slow down and thereby provoking traffic jams. People were also called upon not to place things on the roads. Despite the above measures, the Secretary General in the Governorâs office called on the construction company to make sure that the they respect datelines and finish the work by the end of the year so that the people of Douala can celebrated Christmas and New Year while circulating freely along the road. Other issues regarding the displacement of telephone, electricity railway lines as well as water pipes were deferred to be discussed in a more restrained meeting.

ââBamenda: Calm Returns After Turbulent Weekend
Choves LOH
Survivors receiving treatment in the Bamenda Regional Hospital and Mbingo Baptist hospitals.
Inhabitants of the neighbourhood of Bamenda II sub Division did not enjoy a peaceful night on Saturday, November 18 breaking, Sunday 19, 2017. Late night gunshots spread fear in the neighbourhood of Food Market, Hospital Roundabout and Ntarikon.
It later emerged that at about 1 a.m. on Sunday, November 19, Security officers on duty, came face to face with some unidentified people on a motorcycle, who did not hesitate to open fire, wounding the driver of the Police Van on patrol. A hunt for the suspects allegedly resulted in the wounding of some three civilians. The situation slowed the movement of taxis, commercial motorcycles and Christians who filed out early that morning for business appointments and church services.
At Press time, some of the victims were still receiving treatment. The Director of the Bamenda Regional hospital, Dr. Kingue Thompson Njie told Cameroon Tribune that the hospital received all the four victims. He said the policeman received a bullet on the shoulder but the bone did not suffer any serious casualty. Another patient, an 18 year âold lady said that on their way into Bamenda from the South West region in an inter-urban travel bus, a policeman fired a gunshot into their bus during which she received injuries in the hand and left armpit. She is in the hospital ward with another guy who received a bullet on the right tire.
Dr Kingue Thompson said that all are recovering. Meanwhile, one of the victims is said to have left the Regional hospital on self prescription to continue treatment in the Mbingo Baptist hospital in Boyo Division. The Regional hospital also registered an unfortunate case early on Monday, November 20, 2017 when another young man of about 23 years- old who was allegedly shot in the neighbourhood of Chuabu at about 9.30 pm on November 19, 2017 died soon after reaching the hospital.
The incidents took place in the backdrop of a Mezam prefectural Order No. 591/ P.O/E.29/P.S of November 8, 2017 prohibiting the circulation of persons, cars and motorcycles within Bamenda City from 10 p.m. to 5 a.m. from November, 8- 23, 2017.

ââAgribusiness: Need For Local Processing Emphasized
AMINDEH Blaise ATABONG
Discussion on ways to make SMEs more performant was the focus of the first edition of The African Chamber of Trade and Commerce (ACC) Economic Day.
The need to encourage local processing of food by making small and medium sized enterprises more performant has come under focus at the first edition of The African Chamber of Trade and Commerce (ACC) Economic Day. The event which took place in Yaounde, Monday November 20, 2017, was staged under the theme: âQuality performance, production and competitiveness of local products and services in the agro-industry and related manufacturing industries.â
While delivering a keynote address at the opening of the ACC Economic Day, Govannie Biha, Deputy Executive Secretary of United Nations Economic Commission for Africa disclosed that the central African sub-region spends about FCFA 2 billion yearly on food importation. She said foreign currency is being spent to purchase goods which can be produced locally. According to Govannie Biha, should local transformation be valorized, it will scale up agricultural production. âThere is the possibility of transforming these productions to a whole value chain,â she suggested.
The Deputy Executive Secretary is confident that the opportunities are there and that the African continent has a ready market, but she holds that; âwe have to make sure that there is coherence and link between policies for small and medium sized enterprises and trade policies.â
To Mary Concilia Anchang, Founding President of ACC, âAgribusiness is strategic. Ownership, knowledge transfer and knowledge sharing are key components for economic growth. Policies to fund research and development need revolutionary updating in Africa.â
The Founding President of ACC told reporters that the ACC Economic Day is a unique model to illustrate how the bottom to top all-inclusive approach can work best to encourage value chain by agri-preneurs, in response to the UN sustainable development goal in developing countries and emerging markets, for Africaâs economic prosperity.
It should be noted the ACC is an African based initiative created to facilitate trade between Africa and her partners around the globe. The ACC provides a platform to visionaries within the continent and the Diaspora to better untilise and exploit Africaâs unqualified socio-cultural and economic potential for Africaâs development and emergence.
