Both First Ladies had a cordial meeting at the office of the Wife of the President of Nigeria, Yesterday, May 3, 2016 in Abuja.
Cameroon’s First Lady, Mrs Chantal Biya and the Wife of the President of the Federal Republic of Nigeria, Mrs Aisha Muhammadu Buhari, yesterday, May 3, 2016, at the office of Mrs Buhari had a get-together which was termed “Family Reunion”. During the meeting that lasted over two hours, Mrs Buhari told her sister from Cameroon whom she was meeting for the first time that Mrs Chantal Biya’s fourth sojourn in Nigeria will be the best time she has ever spent in Nigeria. As the women shared niceties, it was an opportunity for both First Ladies to talk about their common vision which is that of accelerating ongoing efforts to improve the living standards of their compatriots, end preventable maternal, newborn and adolescent deaths through advocacy and humanitarian actions.
The meeting which was meant to take place between Mrs Chantal Biya and Mrs Aisha Buhari turned out to be a family gathering between African sisters. Besides both First Ladies, there was the wife of the Vice President of Nigeria, wives of Nigeria State governors, former female deputy governors, former female ministers, party women leaders, female politician and business women. These women came from across Nigeria not only to welcome their sister from Cameroon, Mrs Chantal Biya, but also to express their joy of having her amongst them while ensuring that she enjoys her stay in Abuja. The women told their sister from Cameroon to feel at home and discuss whatever she had in mind.
A visibly happy Chantal Biya told the women how happy she was to be treated to such an exceptional welcome. To Mrs Chantal Biya, it was some kind of a family encounter which she appreciated so much. “Thanks for the hospitality. I am very happy,” Mrs Biya told her Nigerian sisters. Mrs Buhari, on her part, said although the Constitution does not have a specific role attached to a First Lady, as First Ladies, they have to established activities that will have an impact on the population. She noted that the humanitarian services they carry out as First Ladies are out to build a bridge between the government and the people in a bid to construct a stronger nation. While mentioning the remarkable job Mrs Chantal Biya is doing in terms of humanitarian works in Cameroon and Africa, through her Foundation, the Circle of Friends of Cameroon (CERAC), African Synergy Against AIDs and Suffering, Mrs Buhari said through her Foundation called “Future Assured”, she too is determined to use her privileged position to become an advocacy champion for raising attention and resources necessary to make a difference to improve health outcomes for mothers and children.
The Wife of the President of Nigeria hoped that her meeting with Cameroon’s First Lady will create a platform through which they will build stronger humanitarian works for the benefit of their compatriots. As she thanked Mrs Biya for her visit, Mrs Buhari wished that they could start establishing common humanitarian goals. The meeting which ended with merrymaking was graced with an exchange of gifts between both First Ladies.

PM Inspects Construction Sites of 2016 Female African Cup of Nations

The Prime Minister, Head of Government, Philemon Yang yesterday May 3, 2016 visited Yaounde-based projects to assess the level of execution.

The late morning sun in the nation’s capital city yesterday May 3, 2016, welcomed the Prime Minister, Head of Government, Philemon Yang to the Yaounde Military Stadium where sounds of heavy duty machinery filled the air at the first stop-over of his inspection visit to construction sites. Welcomed by the Minister of Sports and Physical Education, Bidoung Mkpatt at the construction site of the Military Stadium in the Ngoa-Ekelle neighbourhood, the Prime Minister was briefed on the different four lots of the stadium by the project engineer, Labir Trabelsi. The global execution rate of the project that has four components carried out by four separate enterprises, stood at 29 per cent.
The 2, 000 capacity sports facility comprises of a playground (natural turf), dressing rooms, access roads, parking space, lighting, water and telecommunication. At the Annex 1 and 2 stadiums in the Omnisports neighbourhood, an overview of the project executed by five enterprises was presented to the Prime Minister. Philemon Yang was concerned with water installations which Trabelsi said pipes have been connected to ensure the supply of water.
The last stopover was at the Yaounde Omnisports stadium where Gerard Aimé Djokou, Assistant Project manager, explained to the Prime Minister, who is also the chairman of the National Local Organising Committee for the upcoming 2016 Female African Cup of Nations, the evolution of works which stand at 40 per cent globally. The engineers are upbeat that works will be completed by end of September. The project for the renovation of the 40,000 capacity Yaounde Omnisports stadium is divided into four lots which Djokou said was advancing in all the sections though minor hitches notably in relation to imported materials. At each site, project engineers assured that all works will be completed well before the start of the competition in November 2016.
It should be recalled that during the last cabinet meeting on Thursday April 28, the Prime Minister exhorted those concerned to speed upthe pace of work. The Prime Minister was accompanied by some cabinet ministers including the Minister of State for Tourism and Leisure, Bello Bouba Maïgari, the Minister of Communication, Issa Tchiroma Bakary, the Minister of Urban Development and Housing, Jean Claude Mbwentchou and the Minister of Public Health, Andre Mama Fouda.

La 19e édition des Jeux universitaires organisés à l’université de Yaoundé II-Soa s’est achevée le week-end dernier sur le sacre de l’INJS, lauréat du trophée général des Jeux avec un bilan de 19 médailles en or, 14 en argent et sept en bronze. Au palmarès, l’INJS succède à l’université de Yaoundé I. Sur le plan sportif, cette compétition a été très relevée. Huit records universitaires ont été battus en athlétisme, discipline sur laquelle l’INJS a fondé son sacre, avec un gain de seize médailles en or. De nombreux athlètes se sont révélés au public, tandis que d’autres ont confirmé leur potentiel. D’après le directeur technique d’athlétisme, beaucoup sont déjà présélectionnés pour les championnats d’Afrique universitaires qui auront lieu au mois de juin à Durban. On s’organise pour l'Exploitation de sable

Le ministre des Mines, de l’Industrie et du Développement technologique a lancé à Ebebda le 29 avril dernier, le projet-pilote d’encadrement de l’exploitation artisanale de sable.

L’exploitation de sable d’Ebebda sort du maquis. Rien ne sera plus comme avant. Les prix ne seront plus fixés à la tête du client. Désormais, ces prix seront arrêtés par le Cadre d’appui et de promotion de l’artisanat minier (CAPAM). Ce projet placé sous la tutelle du ministère des Mines, de l’Industrie et du Développement technologique (Minmidt) vient de signer une convention de partenariat relatif à l’encadrement de l’exploitation artisanale du sable avec la Coopérative pour la prestation de services au Cameroun (CESOF). Ladite convention a été présentée à la chaîne d’exploitants de sable vendredi, 29 avril 2016 à Ebebda, localité reconnue comme un grand centre d’exploitation du sable dans la région du Centre. La cérémonie présidée par le ministre des Mines, de l’Industrie et du Développement technologique, Ernest Gwaboubou, servait aussi de lancement du projet pilote d’encadrement de l’exploitation artisanale de sable par le CAPAM. Entre autres objectifs du programme, on note la régularisation du marché du sable à la faveur de la stabilisation des prix de la canalisation et de commercialisation d’une part, et de l’adoption des normes métrologiques pour les transactions sur le sable d’autre part. L’optimisation des recettes de l’Etat et des collectivités territoriales décentralisées n’est pas oubliée.
En effet, l’exploitation artisanale de sable se déploie avec plus ou moins d’intensité au Cameroun. Et l’on remarque que ceux qui exercent cette activité ont de faibles revenus et sont confrontés à d’énormes problèmes de santé. L’activité n’étant pas organisée, le secteur est resté longtemps dans l’informel. Le gouvernement, via le CAPAM, veut accompagner cette activité dans sa nécessaire migration du secteur informel vers le formel. Et ce faisant, de contribuer à l’amélioration du cadre et des conditions de vie dans la zone d’exploitation artisanale de sable.
Pour une coopération parfaite, le Minmidt a remis des équipements de travail à quelques exploitants de sable. Il s’agit entre autres des gilets de sauvetage, des lunettes de plonger et des pirogues à moteur. En retour, les exploitants mettent leurs camions au service du projet.

Le temps des adieux à Papa Wemba

Dans un cimetière de la périphérie Est de Kinshasa, ce mercredi, la terre se refermera sur Papa Wemba. L’enterrement du monument de la rumba congolaise viendra clôturer des obsèques grandioses, à la mesure de l’icône. Depuis lundi, des foules d’admirateurs déferlent sur Kinshasa, la capitale de la République démocratique du Congo (RDC). Ils viennent tirer l’ultime révérence à l’artiste. Son décès le 24 avril dernier lors du Festival des musiques urbaines d’Anoumabo (FEMUA) à Abidjan, n’a pas seulement ému les fans anonymes. Des personnalités politiques ont-elles aussi signifié leur regret. Au Cameroun, le chef de l’Etat a personnellement adressé ses condoléances à Joseph Kabila Kabange, président de la RDC. « Musicien talentueux et inspiré, Papa Wemba fut assurément l’un des plus grands ambassadeurs de la musique africaine. Sa disparition est une grande perte pour la culture africaine », a déclaré Paul Biya. Lundi, la cérémonie organisée au Palais du peuple de Kinshasa. Commune de Kalamu au quartier Matonge pour l’exposition de la dépouille au village Molokai à Kinshasa. Le président Kabila remet à titre posthume l’une des plus hautes distinctions du pays, Grand officier de l’ordre national des Héros nationaux. Sur le cercueil recouvert du drapeau de la RDC, il a déposé la précieuse médaille « pour les mérites, les loyaux et éminents services rendus à la Nation congolaise ». Les hommages populaires vont se poursuivre mardi au Palais du peuple avant l’enterrement mercredi,.

Des incitations particulières pour le logement

Le projet de compétitivité des filières de croissance encourage les investissements dans divers domaines y compris celui de l’immobilier.
Le gouvernement vient de confier à la société chinoise Tianyuan constructions group LTD le contrat pour l’aménagement et l’électrification de la plage de Ngoye dans la cité balnéaire de Kribi au sud du pays. D’un montant total de 2,6 milliards de francs, ce contrat sera exécuté dans un délai de huit mois. L’attribution de ce contrat montre que les besoins en matière de logements sont énormes, tous domaines confondus.
En matière de logement dans les grandes villes, par exemple, les besoins sont de l’ordre de 1 million de logements soit environ 500.000 pour Yaoundé et Douala, les deux grandes métropoles du pays, et le reste des logements pour les autres chefs-lieux de région. Alors que l’offre de la Société immobilière du Cameroun(SIC) n’atteint pas 20.000 logements et que les autres compagnies réunies n’arrivent pas à combler les attentes dans ce secteur. En dehors de ces villes, les demandes en logements qui s’expriment dans les autres coins du pays sont également insistantes. C’est pour trouver des solutions appropriées à cette forte préoccupation que le développement de l’habitat et du logement social a été reconnu comme secteur prioritaire par la loi No 2013/004 du 18 avril fixant les incitations à l’investissement privé. Laquelle vise à favoriser, promouvoir et attirer les investissements productifs en vue de développer les activités orientées vers la promotion d’une croissance économique forte, durable et partagée. En tant que secteur prioritaire, le secteur de l’habitat et du logement social bénéficie des encouragements conséquents et des incitations spécifiques.
Au-delà des avantages de cette loi, le Projet de compétitivité des filières de croissance (PCFC) placé sous la tutelle du ministère de l’Economie, de la Planification et de l’Aménagement du territoire (MINEPAT) est outillé pour monter avec tout investisseur, dans la région de son choix, un projet immobilier ambitieux. Comme il l’a fait pour le développement de la zone d’écotourisme autour de la ville de Buea et le développement du tourisme de vision du gorille dans le parc national de Campo-Ma’an dans la région du sud. Tant il est vrai que le secteur de l’immobilier peut être considéré comme une filière de croissance grâce à la valeur ajoutée qu’il crée et sa capacité d’entraînement des autres secteurs de l’économie.

23 milliards de F pour une nouvelle usine de Ciment

Le projet de construction de l’usine de broyage de Nomayos, près de Yaoundé, a fait l’objet d’une signature de convention entre le gouvernement et la société CIMENCAM mardi.

Les patrons du Groupe Lafarge Holcim, co-actionnaire de Cimenteries du Cameroun (CIMENCAM) sont en séjour à Yaoundé. Ce, dans le cadre de la signature d’une convention d’investissement avec le gouvernement, relative au projet d’extension de la CIMENCAM, par la construction d’une unité industrielle de broyage de ciment à Nomayos, près de Yaoundé. Une extension annoncée il y a plus de cinq ans. La pose de la première pierre de cette usine a d’ailleurs eu lieu en septembre 2011. Mais c’est finalement dans les prochaines semaines que les travaux de construction vont effectivement démarrer, à en croire Pierre Moukoko Mbonjo, président du Conseil d’administration (PCA) de la CIMENCAM. Il explique que « les procédures industrielles prennent beaucoup de temps. Il y avait des discussions avec l’Etat en matière fiscale et administrative. L’essentiel est que le projet arrive à maturation aujourd’hui et cette signature de convention va permettre de commencer enfin les travaux, pour s’achever en 2018 ».
Le futur investissement est estimé à 23 milliards de F, pour une capacité de production de 500 000 tonnes de ciment par an, extensible à un milliard de tonnes dans les années suivantes. C’est dire que la CIMENCAM qui produit à ce jour 1,5 million de tonnes de ciment par an va passer d’ici 2018 à 2 millions de tonnes l’an. La convention d’investissement signée hier entre le gouvernement du Cameroun représenté par Ernest Gbwaboubou, ministre des Mines, de l’Industrie et du Développement technologique (MINMIDT) et Pierre Moukoko Mbonjo, PCA de la CIMENCAM, rentre dans le cadre de la loi du 18 avril 2013 portant incitations à l’investissement privé en République du Cameroun. C’est dire que la CIMENCAM va bénéficier de diverses facilités et exonérations dans la mise en place de sa future unité de production à Nomayos.

Paul Biya de retour du Nigeria

Au plan protocolaire, la page a été tournée sur la visite d’Etat du couple présidentiel au Nigeria, mercredi après-midi à l’aéroport de Yaoundé-Nsimalen.

Au terme d’un vol d’une heure, l’avion ayant à son bord Chantal et Paul Biya, ainsi que les membres de délégation officielle, s’est posé sur la piste de l’aéroport à 15 h30. Au bout de 10 minutes de manœuvres, les portes de l’aéronef s’ouvrent pour le débarquement des illustres passagers.
Pour accueillir le couple présidentiel, se trouvent au bas de la passerelle, le président du Sénat, Marcel Niat Njifenji, le le Premier ministre, chef du gouvernement, Philemon Yang, le ministre, secrétaire général de la présidence de la République, Ferdinand Ngoh Ngoh, le Vice-président de l’Assemblée nationale, Hilarion Etong et le chargé d’affaires de l’ambassade du Nigeria au Cameroun, Yazid I Abdull.
A l’entrée du pavillon d’honneur, sur tapis rouge, au bout d’ une haie d’honneur formée par seize éléments de la garde présidentielle, le chef de l’Etat et son épouse ont serré la main à d’autres personnalités présentes : Jean Nkuete, secrétaire général du Comité central du Rdpc, Joseph LE, directeur adjoint du cabinet civil de la présidence, Martin Mbarga Nguele, délégué général à la Sûreté nationale, Léopold Maxime Eko Eko, directeur général de la Recherche extérieure, Otto Joseph Wilson, gouverneur de la région du Centre, Jean-Claude Tsila, préfet du département du Mfoundi, Emmanuel Mariel Djikdent, préfet de la Mefou-et-Afamba, Gilbert Tsimi Evouna, délégué du gouvernement auprès de la Communauté urbaine de Yaoundé.
Le couple présidentiel est allé ensuite répondre aux ovations de la foule. Dans celle-ci se distinguaient nettement des militantes et militants de la section Rdpc de la Mefou-et- Afamba Sud, la Jeunesse active pour Chantal Biya (Jachabi) et la « Nkon Koa », groupe d’animation des filles et femmes de la Haute-Sanaga.
Aussitôt après, Le président Paul Biya a accordé une série de brèves audiences à quatre personnalités : le président du Sénat, le Premier ministre, chef du gouvernement, le ministre, secrétaire général de la présidence de la République et le chargé d’affaires de l’ambassade du Nigeria au Cameroun.
Au même moment, la première dame, Chantal Biya, s’entretenait, dans un salon voisin, avec les épouses de proches collaborateurs du chef de l’Etat venues lui souhaiter la bienvenue.
Le cortège présidentiel s’est, par la suite, ébranlé à destination du palais de l’Unité applaudi au passage dans les rues de Yaoundé par des populations spontanément massées le long du parcours.

Three People Shot Dead After Family Disagreement

Ngankou Charles, a driver, on May 4, 2016, shot dead his wife and brother-in-law and later killed himself after an altercation with the wife in Nanga-Eboko.
Tragedy struck in Nanga-Eboko, 160 km from Yaounde in the Upper Sanaga Division of the Centre, on Wednesday, May 4, 2016, when a man shot dead two people before killing himself. Speaking to Cameroon Tribune on phone from Nanga-Eboko on May 4, 2016, ‘Adjudant Chef Major’ Djietcheu Raphael, Commander of the Nanga-Eboko Gendarmerie Post, said Ngankou Charles, 59, a driver with the Guinness Depot in Nanga-Eboko, shot dead his wife, Metente Estelle Sylvie, 24, about 11 am, following a quarrel at home.
After attending the company’s Labour Day party on May 3, 2016, Ngankou retired home at about 2 am. Later on in the morning, the wife, Metente Estelle Sylvie, started questioning him about his “suspicious” behaviour with women at the party. Vexed by the incessant questions from the wife, Ngankou decided to send her back to her parents by giving her 10,000 FCFA for transport. However, the couple continued arguing right to the road where the husband went to see her off.
After a second thought, Ngankou ordered Metente to return the transport fare he had earlier given her, but she vehemently refused. Unable to stomach the reaction any longer, Ngankou Charles suddenly pulled out his Glock 483 B Australian-made automatic pistol and shot dead the wife, Djietcheu Raphael explained. Bisso Jathan, 24, who tried to save her sister’s life, was also fired on by the enraged man. He collapsed and died in the gutter. After killing the two people, Ngankou fled back home.
As gendarmes closed in on the home, they suddenly heard a shot ring out from inside. On forcing open the door, they discovered that the driver had killed himself by firing a shot on the throat, Djietcheu said. Gendarmes discovered 14 rounds of ammunition in the murder weapon. The Commander of the Nanga-Eboko Gendarmerie Post wondered how Ngankou, a civilian, acquired such a sophisticated weapon, adding that the make, Glock 483 B, which takes 20 rounds of ammunition, was completely new to his men. A search of the home also unveiled a semi-automatic rifle with two rounds of ammunition.
Meanwhile, gendarmes in Nanga-Eboko are investigating the origin of the strange automatic pistol, said to be more lethal than service pistols commonly used by Cameroonian security forces. In the meantime, the corpses of Metente Estelle Sylvie, Bisso Jathan and Ngankou Charles were kept in the Nanga-Eboko District Hospital Mortuary as investigations into the killings continue.

« Monsieur le président de la République fédérale du Nigéria et cher frère, je voudrais tout d’abord vous remercier pour toutes les attentions, toutes les marques d’amitié que ma délégation, mon épouse et moi-même avons reçues pendant notre séjour à Abuja suite à votre aimable invitation à visiter votre beau et grand pays. Tout ce qui a été fait et a été dit et bien dit dans le communiqué (conjoint) que nous venons d’entendre. Tous ces entretiens se sont passés dans un climat amical, une ambiance fraternelle. Je remercie le président (Muhammadu Buhari) et le peuple nigérian. Cette visite a été très utile et très amicale.
Utile parce qu’elle nous a permis de faire le point sur différents sujets d’intérêt commun, comme vous l’avez vu. Amicale parce qu’elle a été l’occasion de prendre acte une nouvelle fois que les positions de nos deux pays sur le plan bilatéral et sur la plupart des problèmes régionaux et mondiaux, sont proches. Bien entendu et je n’ai pas besoin d’insister, nous avons longuement évoqué le problème du Boko Haram pour d’abord affirmer notre détermination à éradiquer ce phénomène jusqu’au bout. Nous avons évidemment aussi saisi l’occasion pour féliciter nos forces de défense et les forces des Etats de la région, le Tchad, le Niger, le Bénin, pour les succès remportés. Bien évidemment, nous sommes également conscients que le volet militaire et sécuritaire est certes important, mais il faut un volet complémentaire qui est économique. Et là-dessus, nous sommes arrivés à la conclusion que des efforts doivent être faits pour que des programmes de développement économique voient le jour ou soient continués, afin de stabiliser les populations victimes des attentats du Boko Haram. Bien sûr, il serait très long de parler de tous ces problèmes. Nous avons évoqué des problèmes de changements climatiques. Mais sur tout ceci, nous avons noté une parfaite convergence et concordance de vues. Et donc, je pense que cette visite a été utile non seulement parce qu’elle nous a permis d’admirer la belle capitale qu’est Abuja, c’est vraiment une ville merveilleuse avec un environnement tout à fait écologique, nous en avons félicité le président. Et surtout (cette visite) nous a permis de toucher encore du doigt l’hospitalité légendaire du peuple frère nigérian. Nous pensons que cette visite et les conversations auxquelles elle a donné lieu continueront une fois de plus à renforcer encore davantage les liens d’amitié, de coopération et de fraternité existant entre la république fédérale du Nigéria et le Cameroun. Je vous remercie ».

US Primaries: Trump Now Alone In Republican Race

His immediate rivals John Kasich and Ted Cruz have all dropped out of the nomination race.
The Republican party officials in the United States of America are cogitating on how to cope with violent Donald Trump who has been given the leeway to win the party’s nomination as candidate in the November 8, 2016 presidential election.
Since Wednesday, May 4, 2016, he is the lone candidate in the party’s nomination race as his then remaining rival John Kasich dropped out of the race. "As I suspend my campaign today I have renewed faith, deeper faith that the Lord will show me the way forward," BBC quoted him as having told supporters in Columbus. John Kasich only won his home state but had hoped to lobby for his candidacy at the Republican convention in July.
John Kasich’s withdrawal came on the heels of his ally and another candidate in the Republican presidential nomination race Ted Cruz who dropped out of the competition on Tuesday, May 3, 2016 after lowing heavily to Donald Trump in the Indiana primary. Mr Kasich had been widely seen as the most moderate and electable Republican candidate but this did not garner him enough support among Republican primary voters.
From every indication, it is now certain Donald Trump will have the 1,237 delegates needed to become the Republican party nominee before the July convention in Cleveland, Ohio. In the remaining States such as California, which holds its primary on June 6, he will have no challenger. His clear victory now puts some of the Republican party officials in an embarrassing situation and they remain divided over whether to support his nomination.
"If we nominate Trump, we will get destroyed... and we will deserve it," BBC quoted South Carolina Senator Lindsay Graham as saying. Media reports cite some Republican party senior officials as saying that they would not back Donald Trump, with some saying they would prefer to vote for Mrs Clinton. Reports further say , Mr Kasich's named has been floated as a possible vice presidential pick but he has denied that he would accept it.
The leading candidate in the opposing Democratic party nomination race, Hillary Clinton talking about Mr Trump her possible rival in the presidential race, reportedly said, he was a "loose cannon" who had run a "negative, bullying" campaign.

Jointly organised by China Public Diplomacy Association and the Trilateral Cooperation Secretariat, the Beijing three-way forum examined in detail the history of the three countries, their economic strength both in Asia and the world and what frank cooperation could fetch for them and the world. In one of the many speeches that spiced the brainstorming Beijing meeting, Li Zhaoxing, Chairman of the China Public Diplomacy Association observed that the issues that unite the three East Asian giants are by far more than their differences.
They have almost a quarter of the world’s population and contribute a fifth to the world’s economy with over 36 per cent shares in the global added value. Hence, the need to complement each other not only to better develop themselves for the good of the present and future generations but equally to consolidate their growth and stay top on the world stage.
Other speakers equally harped on the fact that the three countries are permanent neighbours and need a proper foundation and people support to forge ahead. To Kim Jungsoo, South Korean Ambassador to China and Toshihiro, Chairman of the General Council of Liberal Democratic Party of Japan, the common interests of the three countries far outweigh differences and they need to work together to correct and guide public opinion. “We must properly deal with sensitive cultural and historic issues in order to accelerate our development,” Zhang Yesui, Vice Minister of Foreign Affairs of China said.
Participants brainstormed in sub forums notably on enhancing mutual trust, maintaining regional peace and stability as well as boosting economy, culture and media cooperation. They both agreed at term on the need for a more harmonious and prosperous East Africa. This passes through regular meetings and cooperation on mutually-beneficial basis. The forum was an outcome of a leaders meeting in 2015 in Seoul, South Korea where the three countries resumed a trilateral summit to repair relations strained by historical and territorial issues.

Une rencontre tenue vendredi pour faire un bilan et s’assurer de l’adhésion des différents acteurs.

Depuis la mise en œuvre du Document de Stratégie pour la Croissance et l’Emploi (Dsce) par le gouvernement en 2010, les acteurs du Littoral s’y intéressent et veulent y voir plus clair. Raison pour laquelle une rencontre a eu lieu ce vendredi 29 avril dans les services du gouverneur, entre les responsables du ministère de l’Economie, de la Planification et de l’Aménagement du Territoire (Minepat) et ceux de la région. Rencontre présidée par Ludovic Etienne Ngbwa, le Sg.
D’après ce document, on note un frémissement dans la mise en œuvre de certains projets prioritaires dans le Littoral. Notamment le développement des infrastructures énergétiques, avec la réhabilitation des barrages hydroélectriques tel que Song-Loulou, la centrale à gaz de Logbaba et bien d’autres. Sur le plan des infrastructures routières et de transport, on peut citer l’aménagement des entrées Ouest et Est, la construction en cours d’un 2e pont sur le Wouri, la réhabilitation du pont sur la Dibamba. D’autres projets sont en cours, comme le développement des infrastructures portuaires, hydrauliques.
Au plan social, bien que cela ne soit pas encore visible, certains projets tels que les logements sociaux sont en cours dans la localité de Mbanga Bakoko, le projet Sawa Beach a été lancé, ainsi que des agropoles. Pour le maire de la Commune de Pouma, François Soman, il est question de voir ce que l’Etat programme d’ici 2035. C’est la première fois que la version du Dsce pour la région du Littoral est présentée. Selon le maire, il est nécessaire d’éclater le document. Ainsi, il sera possible de dire sans se tromper que dans les 20 prochaines années, il y aura tel nombre d’écoles, d’hôpitaux, que les villages seront électrifiés et de savoir quels sont les moyens disponibles.
Grégoire Mebada Mebada, représentant du Minepat, assure : « Grâce au Dsce, le Cameroun est résilient ». Il poursuit : « C’est le seul pays qui se porte relativement bien depuis la mise en œuvre du Document. Le Cameroun est félicité grâce à ses résultats économiques. En plus, nous avons une économie diversifiée, c’est un avantage. Pour cette rencontre, le jeu des acteurs est très important. Si les gens n’adhèrent pas, ils ne vont rien faire. Mais dans le cas contraire, on va multiplier les résultats. Il est donc nécessaire d’écouter les gens, il n’y a pas une politique figée. »

Goodbye, Well-done Cameroon’s First Couple

The government of Nigeria and Cameroonians living in Nigeria have lauded the current visit of Paul and Chantal Biya to Abuja.
From the Nnamdi Azikiwe International Airport in Abuja to the Transcorp Hilton Hotel and the Presidency, Aso Rock Villa, back to the Nnamdi Azikiwe airport, the First Couple of Cameroon had an exceptional time upon their arrival and departure from Abuja, the Capital City of the Federal Republic of Nigeria. The same enthusiastic and happy people of Abuja city that received President Paul Biya and Wife, Chantal Biya, upon their arrival in Abuja, for a two-day official visit, were present at the Presidential Lodge of the Nnamdi Azikiwe International Airport on Wednesday May 3, 2016 to bid them goodbye.
Sounds of dance groups from Cameroonians living in Nigeria and the Federal Capital Territory Cultural groups (Gbagyi and Yoruba) accompanied Boeing 767-200, as it took off with President Paul Biya and Wife, Chantal Biya, onboard after midday on May 3, 2016. It was a historic moment for the many Cameroonians living in Nigeria, who had braved the scorching sun to come and tell their beloved First Couple “safe-flight” to Cameroon. As they brandished banners which revealed their love and happiness in having President Biya and “Mama” Chantal Biya in their midst, the scores of Cameroonians who had lined up in front of the Presidential Lodge said “we came, we saw and we conquered”.
Just as it was upon their arrival in Abuja, a crowd of joyful compatriots thronged the airport entrance of the Federal Capital Territory, in a show of solidarity and oneness, to bid the president and wife, goodbye as they departed from Abuja. Besides songs and dance, Cameroonians living in Nigeria also brandished messages that revealed their love for the fatherland and the First Couple of the nation.
Before meeting with the joyful crowd of Cameroonians living in Nigeria, President Paul Biya and the Wife, at the Congress Hall of Transcorp Hilton was specially given a goodbye hug and handshake from the President of the Federal Republic of Nigeria, Muhammadu Buhari. President Muhammadu Buhari at this point, presented a framed photograph of him, his wife and the First Couple of Cameroon together to President Paul Biya and Wife, Chantal. This was after a press conference.
As Nigeria tradition required, President Paul Biya was accompanied to the airport in the same car by Nigerian Minister of Foreign Affairs, Geoffrey Onyeama while the First Lady, Mrs Chantal Biya was accompanied by the wife of the Vice President of the Federal Republic of Nigeria, Oludolapo Osinbajo.

Inability To Satisfy Local Consumption

The demand for sugar stands at over 220,000 metric tons, with local production at only 175,000 tonnes.
Business was as usual in popular supermarkets in Yaounde on April 28, 2016. Customers were busy making rounds around shelves to pick up items for their homes. At the same time, shop attendants were on hand to guide customers with special needs. Unlike at other shelves, those with different brands of sugar pulled customers. However, only one out of 10 customers opted for imported sugar, most of them expatriates.
Many locals like Christine Ondoa, justified her interest in local sugar to its affordability and availability. “The same 1kg of sugar that is produced locally costs FCFA 699 and FCFA 750 while the imported is sold at over FCFA 2, 000,” she noted. Locally produced sugar accounts for over 60 per cent of sales in one of the supermarkets visited, disclosed the Shop Director, Mathieu Durin. He explained that the bulk of his customers were comfortable with local produce, stating that its accessibility and affordability has won the hearts of many clients. The space allotted to locally produced sugar brands speaks of the demand for the commodity. The Shop Director stressed that imported sugar makes only 40 per cent of sales.
The national demand for sugar is about 215, 000 to 220,000 metric tons annually, but supply is in the neighbourhood of 160,000 to 175,000 metric tons. SOSUCAM is Cameroon’s lone sugar producer. The company’s Chief Executive Officer, Louis Yinda in February 2016, disclosed the availability of a stock of 35,000 tons of sugar in its Mbandjock warehouse, 1,500 metric tons in shops in Douala; and same amount in Ngaoundere. He argued that SOSUCAM has the capacity to supply the local market without imports.
Even with unprecedented drought that threatened production, the management of the company stated that they were ready to bridge the demand/supply gap if given the opportunity. Shop owners however list SOSUCAM, DONGO and SODIPACK as local suppliers. Imported marks respond to well-defined traceability mechanisms from shipment, arrival at the Douala Seaport, customs clearance and distribution to shops, disclosed Mathieu Durin.

Rural Development: Korean Best Practices Showcased

The Korean model has been explained to rural development stakeholders in Yaounde.
Rovintangta is a community in Kumbo, Bui Division, North West of Cameroon. The main activity in the locality is rearing. In 2015, the Kumbo Council was selected among seven others to benefit from training in Korea on how the country developed its rural communities through self help, diligence and cooperation.
The implementation of the Korean model in the Rovintangta community has brought light, curbing farmer-grazier conflicts that hitherto rocked development efforts, the Mayor of Kumbo Council, Donatus Njong Fonyuy, disclosed at a two-day training workshop in Yaounde on May 3, 2016. He stated that the commnity now works as one person, explaining how the weak are helped by the strong and the poor by the rich.
“Each rearer offered two sheep to the community and everyone is taking care of it.At the end of the day, both farmers and rearers own the sheep and so take care of it,” he said, stressing that; “It is already changing the mindset of the population with farmers and graziers living together. It is a wonderful and a miraculous formular which applied on our rural communities in Cameroon.”
Sharing success stories inspires and the Korean International Cooperation Agency, KOICA wants in such experience-sharing to create more impact in communities. The agency on May 3, 2016 organised a training workshop on community development with contributions from the Ministry of the Economy, Planning, and Regional Development, Ministry of Territorial Administration and Decentralisation and the Ministry of Agriculture and Rural Development. The Resident Representative of KOICA, Kim Tae Young, reminded participants that rural development is an important pillar to fight poverty, and if well implemented, can improve the livelihoods of the population.
The Saemaul Undong Movement which means the “New Village Movement” is one of the very successful cases of rural development, which was implemented in Korea in the 1970s on the basis of diligence, cooperation and selft-help. It modernised and reformed rural communities and mentalities respectively, stepping up economic growth. Kim Tae Young said Cameroon can achieve sustainable development by embracing that concept which hinges on changing the mentality of the people on defeatism and gambling to instil a “can do” spirit.
The model uplifted communities, and the communities went on to transform the nation. “This explains why Korea is sharing her experience with Cameroon,” KOICA’s Resident Representative said, stressing that a country can never develop from grants especially when most of the population lives in the rural area.

Presidential Jet Trial: Supreme Court Dismisses Mebara’s Appeal

The Supreme Court in Yaounde on May 3, 2016, dismissed the appeal by Jean Marie Atangana Mebara, former Secretary General at the Presidency, against the 20-year sentence by the Yaounde-based Special Criminal Court. Mebara was convicted on September 10, 2015, of embezzling 5 million US Dollars meant for the purchase of a presidential aircraft, the Bbjet 2.
Delivering the ruling in the company of six Justices of the Specialised Section of the Supreme Court, Chief Justice Daniel Mekobe Sone said the appeal papers were incomplete. Earlier, counsel for the State, defence and Mebara had argued their cases, trying to justify why or not the appeal should be admitted. The former Secretary General in the Presidency himself took the floor on several occasions to point out how the trial in the Yaounde-based Special Criminal Court was “characterised by irregularities.”
In the first matter for the day, the Supreme Court, at the request of Advocate General Ngatcha Esaie, adjourned the appeal hearing of Marafa Hamidou Yaya, former Secretary General at the Presidency and Yves Michel Fotso, ex-General Manager of the defunct national carrier, Cameroon Airlines, Camair, to May 17, 2016. Alongside Sandjon Paho Genevieve Paul Gisele and Nkounda Julienne, the four were on September 12, 2012, convicted for embezzling about 21 billion FCFA meant for the purchase of a presidential aircraft, the Bbjet 2. Marafa and Fotso received 25-year jail terms each, while the other two accused got away with lesser sentences.
