Les lampes en papier accrochent

FabriquĂ©es en diffĂ©rentes couleurs, elles sont de plus en plus utilisĂ©es pour embellir les domiciles et les lieux de fĂȘte.
Pour une « dĂ©co » chic, Ă©lĂ©gante et conviviale, les lampes en papier chinoises sont loin d’ĂȘtre le mauvais choix. De formes rondes, ils rappellent les ballons multicolores dotĂ©s d’une ampoule Ă  l’intĂ©rieur. Parfait pour sublimer un cadre. Qu’il s’agisse du domicile ou d’une salle de rĂ©ception classique, d’anniversaire, de baptĂȘme ou de mariage, ces accessoires apportent une touche de douceur et de poĂ©sie. Les fleurs, le tapis rouge sont impeccables mais les lampes en papier crĂ©ent une ambiance qui ne ressemble Ă  aucune autre, lorsqu’elles sont bien disposĂ©es. S’il s’agit par exemple d’une rĂ©ception nocturne, ces petits sacs lumineux guident les invitĂ©s sur le chemin qui mĂšne Ă  la rĂ©ception et aux tables. Ce qui laisse l’enchantement s’installer pendant toute la durĂ©e de la soirĂ©e.

Ceux qui ont essayĂ© les lampes en papier les ont adoptĂ©es : Organisateurs d’évĂšnements comme invitĂ©s. Au-delĂ  de la beautĂ©, elles sont pratiques. A YaoundĂ©, les lampes en papier se retrouvent dans les domiciles et les restaurants chinois, entre autres. Pour d’autres fans, c’est durant la fĂȘte qu’elles sortent des coffres pour gagner le plafond, les allĂ©es ou les arbres. Car de nombreuses formes et couleurs existent pour composer une dĂ©coration festive et joyeuse, en toute simplicitĂ©. Difficiles sont ceux qui ne seront pas charmĂ©s par le spectacle des boules et lampions en papier, disposĂ©s en guirlande, en grappe, ou suspendues au plafond. Ces lampes sont cependant rares Ă  trouver sur le marchĂ© camerounais. Parce que disent les commerçants, les premiers venus raflent tout. Il faut donc se lever tĂŽt pour espĂ©rer tomber sur elles dans les magasins de la capitale.
Le déstockage des fermes de Poulet est lancé

Selon le délégué régional du MINEPIA pour le Centre, la réouverture progressive des marchés à Yaoundé se fera autour la mi-août.

Le poulet rĂ©apparaĂźt dans les grandes surfaces, les rĂŽtisseries, les congĂ©lateurs des mĂ©nages Ă  YaoundĂ©. C’est que le dĂ©stockage des fermes a commencĂ©. La procĂ©dure s’effectue sous le contrĂŽle de services vĂ©tĂ©rinaires qui dĂ©livrent des certificats sanitaires aux Ă©leveurs avant la sortie de leurs volailles. C’est, d’aprĂšs les services vĂ©tĂ©rinaires, la procĂ©dure Ă  suivre pour prouver que ces poulets sont sains et commercialisables. Mais cela ne veut pas pour autant dire que l’interdiction de vente de poulet dans le Mfoundi et les autres foyers dĂ©clarĂ©s est levĂ©e. Pour l’heure, seul le dĂ©peuplement des fermes est possible. La dĂ©contamination des foyers suit son cours. Selon les estimations de la dĂ©lĂ©gation rĂ©gionale du ministĂšre de l’Elevage, des PĂȘches et des Industries animales (MINEPIA) du Centre, la rĂ©ouverture des marchĂ©s se fera autour de la mi-aoĂ»t. « Nous allons sĂ©lectionner dans les prochains jours Ă  YaoundĂ©, quelques marchĂ©s capables de reprendre la commercialisation des volailles sous surveillance vĂ©tĂ©rinaire », indique le dĂ©lĂ©guĂ© rĂ©gional, Dr. Gaston Meyebe.
Pour le moment, les fermes dĂ©peuplĂ©es sont dĂ©sinfectĂ©es et ne connaĂźtront pas de rĂ©approvisionnement avant un certain temps. « Toutes ces fermes resteront sous vide sanitaire contrĂŽlĂ© parce que nous voulons nous rassurer de la traçabilitĂ© des produits entre le couvoir et la ferme pour Ă©viter la rĂ©surgence de la maladie. AprĂšs quoi, nous allons demander aux couvoirs de recevoir des Ɠufs venus de fermes indemnes et contrĂŽlĂ©es par le laboratoire», indique le Dr. Gaston Meyebe. Pour ce qui est de la vente des Ɠufs, il est prĂ©vu que les Ă©leveurs se rapprochent du laboratoire vĂ©tĂ©rinaire annexe de YaoundĂ© avant tout Ă©coulement sur le marchĂ©. Les responsables de l’annexe doivent au prĂ©alable se rendre dans la ferme afin d’établir le statut sanitaire de l’établissement. MĂȘme si, comme le signale le dĂ©lĂ©guĂ©, « il y a toujours des faussaires, des fermes qui ne veulent pas se conformer Ă  la rĂ©glementation ».
La date de la mi-aoĂ»t 2016 a Ă©tĂ© annoncĂ©e pour la rĂ©ouverture des marchĂ©s par les services du MINEPIA en fonction des opĂ©rations sanitaires Ă  effectuer. En effet, aprĂšs la dĂ©contamination des foyers (dĂ©butĂ©e en juillet dernier dans le Mfoundi), il faut passer par une phase d’observation d’au moins un mois selon la rĂ©glementation camerounaise et/ou trois mois pour ce qui est de la rĂ©glementation de l’Office international des Ă©pizooties. PassĂ© cette pĂ©riode, il faudra effectuer des prĂ©lĂšvements et analyses afin que le Cameroun bĂ©nĂ©fice du statut de pays potentiellement indemne de la grippe aviaire.

Douala Reunification Stadium: Canada Lobbies Renovation Contract

The Canadian High Commissioner to Cameroon, accompanied by a business consortium was at Minsep to push for protocol accord towards the project.
With Cameroon embarked on the construction of sports infrastructure towards hosting the 2016 and 2019 Africa Cup of Nations, the country is being courted by several foreign countries eager to win contracts. After the Japanese, Chinese and Turks, here come the Canadian proposing to do the renovation work on the Douala Reunification stadium earmarked to host matches for the 2016 AFCON.
The Canadian High Commissioner to Cameroon, Rene Cremonese accompanied by the director of Business development and sales of the Canadian Commercial Corporation, Donald Olsen and the developer of strategic markets of a business consortium, SODEVI, were at the ministry of Sports and Physical Education for the third time on Thursday July 21st to push their bid for the contract.
The Canadian bid includes an offer for pre financing from the Canadian Commercial Corporation and all what is needed is a protocol of understanding, said Jean François Leroux of SODEVI. While noting that progress has been made since the last meeting, the Canadian high commissioner said there was need to speed up things for work to start soonest since they were working within a very tight schedule. The technical and financial aspects of the project were to be discussed with the Cameroonian authorities in a meeting the following day after the audience with the minister.
The minister of Sports and Physical education expressed gratitude that Canada was interested in helping Cameroon organise the 2019 AFCON saying he will accelerate the administrative procedure towards the award of the contract disclosing that he had already forwarded all necessary information towards the signing of the protocol accord to hierarchy. He said the whole of Cameron was mobilised towards the successful hosting of the 2016 and 2019 AFCONs and urged the Canadian visitors to feel free in Cameroon, a land of hospitality.
Cameroon-Germany: Cooperation Ties Strengthened

The new German Ambassador to Cameroon was in the Ministry of Public Health on July 21, 2016.
The Minister of Public Health, André Mama Fouda, received the new German Ambassador to Cameroon, Hans-Dieter Stell, on Thursday July 21, 2016. Speaking to journalists after the brief audience, the diplomat said three weeks after his arrival in the country, he decided to begin his courtesy visits with one of the most important ministries for bilateral cooperation between Germany and Cameroon.
He said Germany has been active in the sector and we will continue to do so. As for priorities, Ambassador Hans-Dieter Stell promised that the Embassy will continue with its programme in rural development and midwifery and will work together with government so that the essential needs of pregnant women and other women are met.
Anne Marie Nzié’s Obsequies: Gendarmes Keep Watch On Yaounde-Sombo Highway

The special deployment on Saturday, July 23, 2016, was to ensure that mourners travelled safely to and back from Bibia, Lolodorf.
The obsequies of Cameroon’s musical legend, Anne Marie NziĂ© on Saturday, July 23, 2016, in Bibia, Lolodorf in Ocean Division of the South Region, drew large groups of mourners from across the country. As a result, the National Gendarmerie organised a special road safety campaign on the Yaounde-Sombo highway in the Centre Region. Col. Ntamag Emile, who supervised the operation, said the aim was to ensure the safe travel to and back from Bibia by dignitaries and other mourners.
A unit led by Captain Nkenglefac Charles Forsah was stationed at Ngoung, about 15 km to Boumnyebel from the Yaounde end, while another was at Sombo, about 10 km to the same town from the Douala end of the highway under the command of Col. Mbock Paul. There were also patrol teams on motor bikes to keep an eye on erring motorists all along the highway. At Boumnyebel, the busy junction town from where the road branches off to Eseka and then Bibia, Lolodorf, which most mourners took, police and gendarme units were deployed to ensure smooth traffic flow.
Captain Nkenglefac Charles told Cameroon Tribune that most of the erring motorists booked for various traffic offences claimed to be going or returning from Anne Marie Nzié’s funeral; thus, should be excused from paying the relevant fines. However, gendarmes did not believe these stories and insisted on the payment of the fines, with treasury receipts issued. Those who could not pay had their statements taken and the reports forwarded to the State Counsel at Eseka in Nyong and KellĂ© Division of the Centre Region for action.
At the Sombo Checkpoint, gendarmes were busy in the rains checking vehicle particulars and those of travellers, cautioning motorists to drive carefully. Col. Ntamag insisted on continuous sensitisation of motorists as long as there is deviant conduct on the road. “Given that it is rainy season with visibility often inhibited, motorists need to drive slowly in order to arrive at their destinations safely. The authorities have taken note that most fatal accidents in Cameroon occur on the Yaounde-Douala, Douala-Bafoussam, and Bafoussam-Yaounde stretches of the highways; thus the sustained attention gendarmes pay to travelling on these highways,” Col. Ntamag Emile noted.
July 2014 Kolofata Attacks: Defence Asks Judge To Throw Out Case

Barrister EugĂšne Balemaken on July 22, 2016 pointed out that the Examining Magistrate changed the charge against Ramat Moussa without notifying the State Counsel.
Hearing continued on Friday, July 22, 2016, in the Yaounde Military Tribunal of three Cameroonians and three Nigerians accused of aiding and abetting terrorist acts, including the July 27, 2014 deadly attacks on Kolofata, in Mayo-Sava Division of the Far North Region. The six accused are Mustapha Umar, Mohamed Sherif and Ngare Ishaka, all Nigerians; while the Cameroonians are Waziri Isma, Baba Talba and Ramat Moussa, Mayor of Fotokol in the Logone and Chari Division of the Far North Region.
Presiding was Mrs. Justice Yvonne-LĂ©opoldine Akoa, Vice President of the Yaounde Military Tribunal, who is also a judge with the Mfoundi High Court in Yaounde. She was assisted by Lt. Col. Boum Bissoue Raymond and Major Ndem Victor, while Major Nzie Pierrot Narcisse was State Counsel. Friday’s hearing saw the submission of the witness list by the counsel to Ramat Moussa, Barrister EugĂšne L.R. Balemaken, while the prosecution said it was still preparing its own.
Major Nzie Pierrot also told the court that he had written to the authorities for Amadou Ali, Vice Prime Minister and Minister in charge of Relations with the Assemblies, to list the destruction caused in his Kolofata home in the July 27, 2014 Boko Haram attacks on the town. He said he was still to receive the reply. Taking the floor again, Barrister Balemaken called on Mrs. Justice Akoa to dismiss the charge against his client. He argued that on November 4, 2014, during his first appearance before the Examining Magistrate, Ramat Moussa was charged with aiding and abetting insurrection and supplying firearms to Boko Haram.
But the charge finally retained against him is assisting Boko Haram members to move vehicles seized in Nigeria to Cameroon. The counsel argued that contrary to Article 169 (1) and other relevant portions of the Penal Code, the Examining Magistrate carried out the modifications without notifying the State Counsel. Balemaken appealed to the judge to therefore dismiss the charge against his client.
Asked by Mrs. Justice Yvonne-Léopoldine Akoa to respond to the objection, Major Nzie Pierrot Narcisse said he was not ready and pleaded for time to do so. The matter was later adjourned to August 29, 2016, for the prosecution to hand in its witness list and respond to the submission for dismissal of charge against Ramat Moussa.
SOPECAM Publishes “Emergence”

The textbooks feature in the official booklist for the 2016/2017 school year.
The Conference Hall of the Littoral Delegation of Arts and Culture was filled to capacity by administrators, Pedagogic Inspectors of Basic Education, Head Teachers and Head Mistresses of primary schools during the review of a new book series; SOPECAM Emergence English for Cameroon Primary Schools. “Emergence” is made up of “Anglais” for French-speaking primary school pupils and “English Language” for English-speaking pupils.
Published by the Cameroon News and Publishing Corporation, SOPECAM, level one of the series (classes one and two, and Sil and CP) comprises a textbook, a workbook and teacher’s guide in the textbook list for 2016/2017 school year. The pedagogic value of Emergence has been confirmed by stakeholders in basic education, including pedagogic inspectors.
During the book review in Douala on July 22, 2016, one of the numerous authors, who is also the Regional Pedagogic Inspector in charge of Bilingualism for Littoral, Ningo Mbah Doris, gave an in-depth view of the books. She started with “Emergence,” which is a statement in vogue, saying everyone was bound to chip in a block to achieve the overall goal, which is what the “Emergence” team has done.
The methodology and content are exceptional. The book is divided into six sequences of three modules (units), with each sequence starting with specific learning objectives and ending with structural focus and child-friendly auto-evaluation. The themes, which are real life experiences of learners and child-friendly illustrations, facilitate understanding. The books, according to the authors, go beyond the four communication skills and get pupils to apply themselves in an integrated manner within the competence-based approach.
They are written by nine renowned authors, most of who are pedagogic inspectors in basic and secondary education, with other books to their credit, including the book coordinator, Forbin Dorothy. The SOPECAM Regional Chief for Littoral, Armand Essogo and the Chief of Division of SOPECAM’s Commercial and Marketing Direction, Pierre Claver Ambassa Bikoun, gave assurances of the availability of the books since SOPECAM has a gigantic press, the fourth in Africa that prints about 7,500 textbook copies a day. “Emergence” is the only official language book in the national booklist that is 100 per cent Cameroonian - from authors to publisher and content. Thus, “consommez camerounais!”
Avian Influenza: Sub-Regional Contingency Plan Underway

Experts from the CEMAC zone brainstormed on prevention and control methods in Douala from July 20-22, 2016.
The Avian Influenza that hit Cameroon on May 22, 2016, killing about 15,000 table birds in one of the biggest poultry farms in Yaounde, resulted in the interdiction of the sale of chicken. As the virus spread from Yaounde, thousands of table birds and eggs were destroyed in some parts of the country by the authorities. In order to contain the situation and prevent the virus from spreading to neighbouring countries, the Economic Commission of Livestock, Fisheries and Animal Industries, CEBEVIRHA, with head office in Ndjamena, Chad, gathered veterinary experts from the CEMAC sub-region to chart the way forward.
The Douala meeting sought to strengthen epidemio-surveillance networks in every country and seek guidelines from international organisations on how to help African countries combat the disease. According to CEBEVIRHA’s Executive Secretary, Prof. Toussaint Bengone Ndang, since all member States have national contingency plans on preventing the propagation of Avian Influenza, the three-day gathering enabled participants to harmonise and put in place Sub-Regional Contingency and Communication Plans for better coordination. Prof. Toussaint Bengone commended Cameroon for handling the crisis speedily and tact.
Away from Bird Flu, the team of veterinary experts from the CEMAC zone also discussed “peste du petit ruminant” animal disease that affects mostly goats and sheep. Dr Baschirou Moussa, ECCAS Veterinary Governance Regional Coordinator, disclosed that a regional plan to control and eradicate the disease in the next 15 years has been approved. The strategy involves the creation of a regional laboratory where samples will be diagnosed and a regional bank of vaccines set up to supply ECCAS countries.
Once the disease is eradicated in a country, it gets a certificate from the World Organisation of Animal Health. CEBEVIRHA, with main aim to ensure food security, reduce poverty and coordinate and harmonise policies, counts on technical and financial partners like FAO, World Organisation of Animal Health, African Union and member States to efficiently carry out its duties. The Secretary General in the Littoral Governor’s office, Ludovic Ngbwa, represented the Minister of Livestock, Fisheries and Animal Industries, at the closing ceremony on July 22, 2016.
South Sudan: Further Turmoil Looms

Taban Deng Gai replaces armed opposition leader Riek Machar as acting First Vice President.

Signs and hopes of peace in South Sudan brought about by the return of rebel leader Riek Machar to the capital Juba and the formation of a unity government in which he occupied the post of First Vice President are fast eroding. The ceasefire in the fighting that erupted between forces loyal to President Salva Kiir and former rebel leader and First Vice President Machar early this month brought a sigh of relief.
However, the peace and stability situation deteriorated when Riek Machar escaped from the country after the fighting in the capital, Juba in which government forces bombed his house. The confusing situation was on Saturday, July 23, 2016 further compounded when a faction of Riek Machar’s armed opposition replaced him as First Vice President of South Sudan with Taban Deng Gai. Mr Taban will serve until Machar returns to the capital, Juba.
Riek Machar who is said to be hiding was replaced when President Kiir’s ultimatum for him to return to Juba on Saturday afternoon expired without him yielding. Machar’s Chief of Staff, Ezekiel Lol Gatkuoth, New York Times reported, disclosed that Taban Deng acted as the rebel’s chief negotiator during peace talks.
There is now uncertainty in Machar’ armed opposition as his spokesman, Nyarji Roman who is also in hiding, said the replacement of Machar is a "conspiracy" to overthrow him, The Wall Street Journal stated. Before the replacement, Machar the previous day, July 22, 2016 fired Taban for holding unilateral negotiations with President Kiir.
The two senior officials of the armed opposition were said to have disagreed over an African Union intervention force to deploy in Juba. Taban has also rejected Machar's support for the force but Machar’s supporters say he cannot safely return to Juba until such an outside force secures the city.
Government spokesman Michael Makuei said Kiir's side would have "no problem" if the opposition decided to replace Machar, New York Times reported.
Israel To Revamp Far North Economy

The Speaker of the National Assembly received the Israeli Ambassador to Cameroon on July 22, 2016.
As the security situation caused by the Boko Haram insurgency improves, the Israeli government is bracing up to invest in the domains of agriculture, technology and infrastructure in a bid to revamp the economy of the Far North Region.
Israeli Ambassador to Cameroon, His Excellency Ran Gidor, discussed this and other related issues with the Speaker of the National Assembly, Hon. Cavaye Yeguie Djibril, during an audience in the latter’s cabinet on July 22, 2016. Speaking to the press later, H.E. Ran Gidor said the discussions enabled him to get the Speaker’s opinion on the pressing needs of the people of the Far North Region.
“He drew my attention to specific issues such as the lack of potable water and the need to attract Israeli investments in the domain of drip irrigation,” the diplomat disclosed. He pledged the concentration of Israeli efforts and resources in developing the Far North Region. In effect, he explained, agreements with some United Nations Organisation agencies will be finalised in the coming weeks for the first results to emerge, probably in two months.
Prof. Tazoacha Asonganyi Laid To Rest

The late emeritus Biochemistry University lecturer was lowered into his grave in Belluh-Lebang Fontem after a solemn funeral mass by the Bishop of Mamfe Diocese.
It was about 2pm last Saturday, 23 July, 2016 when the remains of the vocal and prolific socio-political critic were lowered into the grave at the cemetery of the Roman Catholic Mission Parish Belleuh-Lebang Fontem. Professor Tazoacha Asonganyi died last 3 July, 2016 in Yaounde after an ailing episode.
Hundreds of mourners came from Cameroon and abroad to bid farewell to the late 67-year-old man who had been Secretary General of the Social Democratic Front (SDF), Cameroon’s leading opposition party, from 1994 to 2005. Among the personalities who braved the deplorable road to Fontem were the SDF National Chairman, John Fru Ndi, the former vibrant icon of the SDF, Andrew Akonteh, the deceased’s widow, Florence Asonganyi, offspring and crowds of Lebialem elite, countrymen and women.
The remains of the late Professor of Biochemistry, who earned his PhD in the London University in 1980 and taught in the Faculty of Biomedical Sciences, University of Yaounde I, had received academic honours from his peers and laid for viewing in Yaounde on 22 July before his final 400-kilometre journey to his native Fontem in Lebialem Division of the South West Region.
As chief celebrant of Asonganyi’s funeral mass, the Ordinary of the Mamfe Diocese, Bishop Andrew Nkea, recalled the late Professor’s selfless political and social life that bore him media fame. The chapter of the man, Asonganyi, who had become a front-line choice to media columnists, television and radio producers, is closed but his over 100 articles, and volumes will forever be reminiscent of the colossal but short in gait who recently toured the various Regions of Cameroon presenting his last piece titled: “Cameroon, Difficult Choices of a Failed Democracy”. Who would have known that he was just bidding bye to mankind? Adieu Tazoacha!

Liberté de réunions et de manifestations: pourquoi les incompréhensions

L’interprĂ©tation par les autoritĂ©s administratives des dispositions lĂ©gales y relatives est diversement apprĂ©ciĂ©e. Le MINATD vient de leur prescrire la conduite Ă  tenir.

Parmi les exposĂ©s au menu de la premiĂšre ConfĂ©rence semestrielle des gouverneurs de rĂ©gion au titre de l’annĂ©e 2016 qui s’est achevĂ©e jeudi dernier, il y avait celui sur « l’application des dispositions lĂ©gales rĂ©gissant la libertĂ© de rĂ©unions, la libertĂ© de manifestations publiques et la libertĂ© de culte au Cameroun ». Les questions abordĂ©es, notamment les deux premiĂšres, ont d’autant plus retenu l’attention que ces derniers mois, Ă  la faveur d’une actualitĂ© sociale et politique plus ou moins animĂ©e, l’interdiction par les autoritĂ©s administratives de plusieurs rĂ©unions ou manifestations publiques a suscitĂ© ici et lĂ  des rĂ©actions de dĂ©sapprobation de la part de certains acteurs politiques et de ceux de la sociĂ©tĂ© civile. En tout cas, on a relevĂ© des incomprĂ©hensions autour de quelques dĂ©cisions prises par les dĂ©tenteurs de la puissance publique.

Evoquant mardi dernier Ă  l’ouverture des travaux cette problĂ©matique relative Ă  la consolidation de l’Etat de droit en rapport avec les libertĂ©s publiques, le ministre RenĂ© Emmanuel Sadi, a dĂ©clarĂ© que l’Etat de droit doit contribuer Ă  l’encadrement de l’expression et de la promotion des libertĂ©s fondamentales des citoyens, libertĂ©s d’opinion, d’expression, d’association ou de rĂ©union. D’aprĂšs lui, ces libertĂ©s, « consacrĂ©es par notre Constitution, doivent ĂȘtre garanties, sans prĂ©judice bien sĂ»r de l’ordre public, des bonnes mƓurs et d’autres contingences de la vie sociale et de l’environnement sociĂ©tal. Il revient dĂšs lors, a-t-il suggĂ©rĂ©, « Ă  l’autoritĂ© administrative d’y veiller avec le plus grand soin, tout comme il lui revient de veiller au respect de la lĂ©galitĂ© dans la prise des dĂ©cisions administratives, notamment dans le contexte actuel marquĂ© par l’avĂšnement des tribunaux administratifs implantĂ©s dans les chefs-lieux de rĂ©gion ».

Le MINATD a relevĂ© pour s’en fĂ©liciter l’abondance du contentieux devant ces juridictions administratives, contentieux impliquant parfois les autoritĂ©s administratives, ce qui, Ă  ses yeux, « constitue une preuve irrĂ©futable de la consolidation de l’Etat de droit au Cameroun, de mĂȘme qu’elle se veut une interpellation forte pour un respect accru par l’administration des exigences du droit ». Conclusion du MINATD, « il revient Ă  l’autoritĂ© administrative de se soumettre au droit et de savoir concilier Ă  chaque fois, dans l’exercice de ses fonctions, les exigences d’ordre sĂ©curitaire avec celles relatives Ă  l’expression et Ă  la promotion des libertĂ©s inhĂ©rentes Ă  l’Etat de droit, autant d’acquis prĂ©cieux du Renouveau qu’il convient de garantir et de prĂ©server ». Puis, en clĂŽturant la ConfĂ©rence semestrielle jeudi dernier, le ministre a demandĂ© aux gouverneurs d’avoir toujours Ă  cƓur la nĂ©cessitĂ© de promouvoir en permanence un dialogue constructif avec les dirigeants politiques et les leaders d’opinion. Ils doivent le faire en se laissant guider par l’indispensable Ă©quilibre entre la promotion des libertĂ©s publiques, la nĂ©cessitĂ© du maintien de l’ordre et la prĂ©servation de la paix et la cohĂ©sion sociale, a-t-il tranchĂ©.
BTS: résultats en baisse

Les résultats rendus publics le 19 juillet dernier font état de 66, 56% contre 68, 45% en 2015.
Fini l’anxiĂ©tĂ© pour les candidats au Brevet de technicien supĂ©rieur (BTS), session 2016. Les rĂ©sultats qui sont disponibles depuis le 19 juillet dernier, affichent un taux de rĂ©ussite de 66, 55% contre 68,45% en 2015. Ce n’est pas surprenant selon certains observateurs. Le nombre d’admis au BTS n’a pas souvent Ă©tĂ© trĂšs Ă©levĂ© depuis plusieurs annĂ©es au Cameroun. Pourtant la formation n’est pas donnĂ©e. « Par an, mon pĂšre verse en moyenne 500 000 F pour ma formation. C’est beaucoup d’argent. Comme je n’ai pas eu l’examen cette session, c’est grave Ă  la maison », se lamente une candidate, de la filiĂšre Gestion logistique et transport. Une autre de la filiĂšre journalisme indique que la scolaritĂ© tourne autour de 350 000 F. A l’Institut supĂ©rieur de technologie appliquĂ©e et gestion (Istag) au quartier Fouda, l’on parle de 400 000F la pension annuelle. Dans ces deux Ă©tablissements, les Ă©tudiants affirment que si en premiĂšre annĂ©e, les Ă©tudes tournent autour de 350 000 F, en deuxiĂšme annĂ©e le montant grimpe.
Mais d’oĂč vient-il qu’aprĂšs un tel sacrifice des parents, les rĂ©sultats ne suivent pas ? « Il y a trop d’unitĂ©s de valeur. Nous en avons 30 Ă  valider : quatre matiĂšres de Droit, par exemple, les cours d’informatique, d’économie, d’anglais, de marketing, de gĂ©ographie
C’est beaucoup pour une petite tĂȘte. Nous avons cours de lundi Ă  samedi. C’est Ă©puisant », explique une candidate. Au-delĂ , un enseignant avoue sous anonymat que le niveau des enfants a baissĂ© mais qu’ils sont aussi pour quelque chose dans l’échec des Ă©tudiants. D’aprĂšs lui, il y en a qui n’ont aucune base pour enseigner. Dans certains de ces instituts de formation, des enseignants dispensent des cours de photographie, sans maĂźtriser les bases du mĂ©tier. ConsĂ©quence, lorsque certains parviennent Ă  avoir le diplĂŽme, l’emploi ne suit pas.
Qu’il y ait trop d’unitĂ©s de valeur ou que les enseignants soient incompĂ©tents, le tuyau pour jubiler le jour des rĂ©sultats semble l’obtention d’une trĂšs bonne note Ă  l’épreuve professionnelle de synthĂšse. « C’est une combinaison d’épreuves de la matiĂšre de base. S’il s’agit de la comptabilitĂ©, par exemple, cette Ă©preuve aura bien Ă©videmment la comptabilitĂ©, la fiscalitĂ©, la mathĂ©matique financiĂšre
 Si le candidat, a moins de huit de moyenne alors que c’est sa matiĂšre de base, il est Ă©liminĂ©, mĂȘme s’il a bien travaillĂ© ailleurs. Pour le ministĂšre de l’Enseignement supĂ©rieur, ce candidat ne peut ĂȘtre dĂ©tenteur du BTS », explique une source. Ce qui amĂšne certains parents Ă  souhaiter l’instauration des dĂ©libĂ©rations comme c’est le cas avec le baccalaurĂ©at, pour donner un peu plus de chance aux postulants.
RDPC - Mfoundi VI: un militant fait de l’agitation

EnquĂȘte sur le cas du nommĂ© Eloi Bonaventure Bidoung qui, sans remplir les conditions requises, ambitionne d’ĂȘtre candidat Ă  la prĂ©sidence nationale du RDPC.

Le nommĂ© Eloi Bonaventure Bidoung, alias « Saint Eloi », militant de base du ComitĂ© de base RDPC de Melen 3A, et 3e adjoint au maire de la commune de YaoundĂ© VI, multiplie des sorties mĂ©diatiques dans la perspective du prochain CongrĂšs du parti. En effet, depuis le dĂ©but de l’annĂ©e, il affirme avoir commis deux tribunes : une contre les appels Ă  candidature du prĂ©sident national du RDPC dans le cadre de la prĂ©sidentielle de 2018, et l’autre dans laquelle il s’insurge contre la nomination des dĂ©lĂ©guĂ©s permanents du ComitĂ© central dans les rĂ©gions et les dĂ©partements et par la mĂȘme occasion, annonce sa candidature Ă  la prĂ©sidence nationale du RDPC lors du CongrĂšs attendu. Une ambition qui suscite la vive rĂ©action de sa hiĂ©rarchie. Paul Martin Lolo, prĂ©sident de la section RDPC du Mfoundi VI et maire de la commune de YaoundĂ© VI, dĂ©clare que le 24 mars 2016, lors du meeting organisĂ© pour cĂ©lĂ©brer l’anniversaire du parti, « nous nous sommes exprimĂ©s sur ces sorties par la production d’une motion de soutien au prĂ©sident national du RDPC lui demandant de se reprĂ©senter Ă  la prochaine Ă©lection prĂ©sidentielle ». Ensuite, en rĂ©action Ă  la candidature annoncĂ©e d’Eloi Bonaventure Bidoung Ă  la prĂ©sidence nationale du RDPC, le prĂ©sident de la section RDPC du Mfoundi VI brandit le communiquĂ© publiĂ© Ă  l’issue de la rĂ©union tenue sur cette question Ă  Etoug-Ebe le 13 juillet 2016. On peut ainsi lire que « les membres des bureaux des sections RDPC, OFRDPC, OJRDPC et les prĂ©sidents des 11e, 12e et 13e sous-sections du Mfoundi VI, dans le souci de rĂ©tablir la vĂ©ritĂ©, tiennent d’abord Ă  se dĂ©solidariser, se dĂ©marquer de ce comportement singulier
qu’affiche ce militant frondeur, extrĂȘmement impopulaire dont le dernier fait d’arme politique reste sa cuisante dĂ©faite comme candidat malheureux Ă  la prĂ©sidence de la 11e sous-section RDPC lors des derniĂšres opĂ©rations de renouvellement des organes de base de notre parti
Enfin, ils tiennent Ă  rĂ©itĂ©rer haut et fort leur ferme attachement et leur indĂ©fectible engagement Ă  rester fidĂšle Ă  leur prĂ©sident national, Paul Biya ». MalgrĂ© cette opposition, Eloi Bonaventure Bidoung n’en dĂ©mord pas. Mais, dans quel cadre lĂ©gal s’inscrivent ses critiques et son projet de candidature Ă  la prĂ©sidence du RDPC ? Sur les observations qu’il fait aprĂšs la rĂ©cente nomination des dĂ©lĂ©guĂ©s du parti, il semble ignorer, comme l’indique dans une tribune libre Christophe Mien Zok, directeur des organes de presse, de l’information et de la propagande du ComitĂ© central du RDPC, que l’instauration des coordinations rĂ©gionales et dĂ©partementales (article 28 des statuts) date du CongrĂšs de 1996. L’alinĂ©a3 de cet article dispose : « Le chef de la dĂ©lĂ©gation, les membres, les chargĂ©s de mission sont nommĂ©s par dĂ©cision du prĂ©sident national ». Ces dispositions ont Ă©tĂ© insĂ©rĂ©es dans les textes de base en 1999. Ce sont donc ces textes non encore modifiĂ©s qui sont appliquĂ©s. Enfin, sur sa candidature, M. Bidoung n’est pas Ă©ligible Ă  la prĂ©sidence nationale du parti car il ne remplit pas les conditions requises pour ĂȘtre dĂ©lĂ©guĂ© au CongrĂšs du parti (article 20 des statuts du parti).

Le directeur gĂ©nĂ©ral du Port autonome de Douala a rendu l’ñme tĂŽt Ă  Paris ce lundi, jour de son 65e anniversaire.
NĂ© un 25 juillet, mort un 25 juillet. Adolphe Emmanuel Etoundi Oyono, qui Ă©tait jusqu’au 25 juillet 2016, directeur gĂ©nĂ©ral du Port autonome de Douala (PAD), n’est plus. De source officielle au PAD, l’homme, Ă©vacuĂ© sur Paris il y a quelques jours, a finalement rendu l’ñme Ă  1h du matin lundi, emportĂ© par la maladie qui le minait depuis des mois.
Dimanche en mi-journĂ©e, une nouvelle annonçant la mort de M. Etoundi Oyono a circulĂ© dans la ville de Douala et sur les rĂ©seaux sociaux. Rendu au PAD, le reporter de CT y a trouvĂ© un dispositif sĂ©curitĂ© particulier, avec des gendarmes postĂ©s devant un portail fermĂ© et des vĂ©hicules de police en mouvement. « Ils sont en rĂ©union », a expliquĂ© un Ă©lĂ©ment des forces de l’ordre. Votre journal apprendra quelques minutes plus tard d’un responsable ayant requis l’anonymat qu’il s’agissait d’une « rĂ©union de crise ». MĂȘme si Ă  ce moment-lĂ  le directeur gĂ©nĂ©ral Etoundi Oyono Ă©tait « toujours en vie », mais « dans le coma », d’aprĂšs le responsable susmentionnĂ©. C’est donc plus tard, au cƓur de la nuit, que la Grande Faucheuse a emportĂ© ce haut commis de l’Etat.
NĂ© en 1951 Ă  Mbalmayo, Adolphe Emmanuel Etoundi Oyono, titulaire d’une maĂźtrise en Droit public, a Ă©tĂ© diplĂŽmĂ© de l’Ecole nationale d’Administration et de Magistrature (Enam, promotion 1980) et de l’Institut international d’Administration publique (IIAP) de Paris. SpĂ©cialisĂ© en finances publiques et plus prĂ©cisĂ©ment dans le contrĂŽle et le redressement des entreprises publiques, il a, aprĂšs un passage au ContrĂŽle supĂ©rieur de l’Etat et au Conseil de Disciplinaire budgĂ©taire et comptable, dirigĂ© diverses structures. En octobre 1993, il est nommĂ© directeur gĂ©nĂ©ral de la SociĂ©tĂ© de Recouvrement des CrĂ©ances (SRC). De 2005 Ă  2008, il est Dg du PAD, puis nommĂ© directeur de la Mission d’AmĂ©nagement des Terrains urbains et ruraux (MAETUR) de 2008 Ă  2012, annĂ©e oĂč il revient aux commandes du PAD.
M. Etoundi Oyono était membre du Comité central du RDPC. Il laisse une veuve et plusieurs enfants.
