Heidar Nekoosirat, an activist from Mashhad, is currently held in Ward 104 of Vakilabad prison in Mashhad. He was arrested in connection with the protests of 8 and 9 January, 2026.
Mr. Nekoosirat has diabetes and kidney failure and has already lost sight in one eye. Given his medical condition and the circumstances of his detention, the vision in his remaining eye is also at risk.
He has repeatedly reported his condition to prison and judicial authorities and has offered to cover the cost of his own treatment in order to be transferred to a hospital outside the prison for surgery and care. To date he has received only verbal assurances, and no effective treatment has been provided. Requests for conditional release under electronic monitoring have likewise been denied.
Under international standards, including the “Nelson Mandela Rules,” the state is responsible for providing prisoners with adequate medical care, and denying a prisoner treatment amounts to inhuman treatment.
