Secret Gov’t Order Tells ISP to Block Telegram App

BANGKOK — A leaked government document ordered internet service providers in Thailand to block access to Telegram, a messaging application used by many anti-government demonstrators to coordinate their campaigns.

The “Top Secret” order seen by Khaosod English cited the emergency decree that granted security officers power to block and control any information on the internet deemed to cause unrest in the country.

The letter addressed the National Broadcasting and Telecommunications Commission, telling the agency to pass its instructions to all service providers.

Telegram plays a major role in organizing anti-government protests in recent days. Many protesters use the application to discuss venues for rallies and skirt the government’s social media surveillance.

It is unclear whether the ban on Telegram will actually be carried out. Similar efforts initiated by the Russian government in 2018 failed to block the application.

Telegram 7.4 now allows import of WhatsApp chats (and others)

Telegram has a nice feature for users who want to switch from WhatsApp to Telegram, for example. With the new version 7.4, which is currently being distributed for iOS, you can quickly import messages from WhatsApp into Telegram. We have tested this and it works perfectly, at least for text messages.

In WhatsApp, you go to a chat and click on the contact at the top, which takes you to the contact info - where you will probably also find the item "Export chat". This can be done with or without media. This ensures that the chat can be exported - but if you select Telegram and the person in question as the storage location, the chat is imported from WhatsApp into Telegram.

What we noticed: Media is not displayed, only the file names. Text chats, on the other hand, are correctly ported from WhatsApp to Telegram. That could certainly help one or the other. And if not, you can export the chat and save it as a ZIP file locally - the archive will then contain the text file and the media. Telegram also mentions Line and Kakao Talk as possible export messengers in the changelog.

Court Orders Telegram To Block Pirated Movies, TV Shows and Music

A court has ordered Telegram to block access to pirated movies, TV shows and music following a lawsuit filed in Israel. Local anti-piracy group ZIRA complained that the messaging platform does not properly respond to takedown notices, contrary to Telegram's claims that it does. Telegram is now working with rightsholders to implement the injunction.

Last November, the RIAA and MPAA nominated popular messenger app Telegram for inclusion on the USTR’s ‘notorious markets’ list, claiming that the platform doesn’t do enough to combat piracy.

A month later, the EU added the service to its own ‘Counterfeit and Piracy Watch List’, noting that along with other social media platforms, Telegram “lags behind” in respect of efforts to combat piracy.

This opinion is shared by Israel-based anti-piracy group ZIRA. Last year, ZIRA – which represents local media companies – took its complaints to court, hoping to force Telegram to take a more serious approach to infringement mitigation.

Telegram to Introduce "Fact-Checking Feature"

The source code of #Telegram for Android has revealed lines indicating the development of a new feature called "Fact Check." It appears that this feature will be implemented in partnership with government-assigned fact checking agencies.

- The "Fact Check" feature will allow additional clarifying information to be attached to messages. However, it will function differently from Twitter's Community Notes, which might seem similar at first glance.

- The government in your country will be able to appoint an agency to conduct fact-checking on public Telegram channel posts. This agency will have full control over the content of these fact check blocks, while regular users will not be able to influence or have a say in the notes. By clicking on the "What is this?" tool-tip, details about the agency providing the fact-check will be shown.

- Unlike Telegram's "Fact Check" feature, Twitter's Community Notes are created and evaluated by regular users, and the most useful notes are selected by an algorithm based on votes from readers with diverse political views.
