Debt is not a crime. But in Iran, it can take a life.

In October 2022, during an alleged riot at Lakan Prison in Rasht, three debtors died under suspicious circumstances: Aref Ashouri, Mohammad (Saeed) Anoushenia, and Milan Derakhshan. None of them were imprisoned for committing a crime — only for being unable to pay a debt.

This is the first in a series introducing "Debtor Imprisonment in Iran" — a data hub by the Iran Human Rights Documentation Center documenting financial prisoners over the past three decades.

Post 2 of 4 — Nearly 7 of Every 100 Prisoners
 
Financial hardship should not lead to prison.
 
In 2017, Iran’s prison population was estimated at nearly 250,000. Of every 100 prisoners, nearly seven were held for non-intentional financial offenses, including unpaid debt, dishonored checks, and mehriyeh.
