In a report published on September 16, 2026, Amnesty International concluded that the crackdown on the “Woman, Life, Freedom” uprising constituted a widespread and systematic attack against civilians involving crimes against humanity. By mapping the chain of command behind the repression, the organization identified 87 Islamic Republic officials and called for criminal investigations into their responsibility.

The investigation documented arbitrary detention, enforced disappearance, torture, and sexual violence against women, men, and children. Families of those killed also faced persecution for seeking truth and justice. Alongside the report, Amnesty International published information on the deaths of 377 protesters and bystanders, including 56 children. This figure represents the victims whose deaths the organization documented in its research.

The report examines how the actions of forces on the streets were linked to decisions and support from senior officials. The 87 officials identified include 62 security commanders and 25 Ministry of Interior officials, among them provincial and county governors. Amnesty International called for criminal investigations into their responsibility for crimes against humanity based on these command relationships. The organization also concluded that the targeted repression of Kurdish and Baluchi communities met the legal elements of the crime against humanity of persecution.

The research draws on interviews with 270 people and an analysis of more than 2,000 videos, alongside government documents, judicial records, and forensic evidence. Those who contributed testimony and information included protesters, former detainees, victims’ relatives, lawyers, and medical workers.

Amnesty International stressed that continued impunity has enabled repeated mass killings of protesters. It urged the UN General Assembly to establish an international criminal justice mechanism for Iran and called on the UN Security Council to refer the situation in Iran to the International Criminal Court.
