As of January 1, 2025, the European Union of 27 countries had 30.6 million non-European citizens, representing 6.8% of its population, according to the latest data available from Eurostat residents did. It also had 14.1 million citizens from other member states.

A significant portion of non-nationals on the European continent (whether or not they are from another member state) reside in Germany (12.4 million), Spain (6.9 million), France (6.5 million), and Italy (5.4 million). Luxembourg remained at the top in terms of proportion, with 47% of non-nationals, followed by Malta (29.4%) and Cyprus (24.8%). The lowest proportion of non-nationals is found in Poland and Slovakia, where they represent 1.2% of the population, followed by Romania (1.6%), Bulgaria (2.3%), and Hungary (2.7%). In France, foreigners represent 9.4% of the population.
