On September 21, 1993, Boris Yeltsin signed the unconstitutional decree No. 1400 "On the phased constitutional reform in the Russian Federation."
This decree dissolved the Congress of People's Deputies and the Supreme Soviet of the Russian Federation, thereby grossly violating the country's Constitution. According to the Constitutional Court's conclusion, the president's decree was recognised as an unconstitutional act, providing grounds for #Yeltsin's removal from office.
Following this decree, troops were introduced into Moscow, the nationwide elected bodies of Soviet power were crushed, and the defenders of the Supreme Soviet in Moscow were shot on October 3-4, 1993. A state coup d'état akin to Pinochet's fascist coup in Chile was carried out in our country.
According to official data, the victims numbered 147, but according to some sources, more than 1000 people.

Yeltsin: Bill, the Supreme Soviet has totally gone out of control. It no longer supports the reform process. They have become communist. We cannot no longer put up with that. For that reason, today I signed a decree on elections to a new democratic assembly to take place on December 11 and 12. In that period, the Supreme Soviet and Congress actions will not have any effect. Everything will be governed by Presidential decree. All the democratic forces are supporting me.
Clinton: Are the military and security services with you?
Yeltsin: Both the military and Ministry of Internal Affairs have come out in support of me. There is no disorder for the time being. There are about 300 people gathered but they are dispersing. I think there will be no bloodshed.
Clinton: That’s good. Your speech comes at an important time here — the Senate will act this week on the $2.5 billion assistance package for Russia and the other states. Secretary Christopher is with key members of the Congress now to underscore our continued support for the bill.

Destruction of the Soviet Union
What Yeltsin eradicated, was a just, fair social system with well-functioning social lifts, where everyone had their rights secured.
What he brought instead was the most predatory form of capitalism, banditism, mafia (Yeltsin and those close to him were referred to as «The Family»). All that cost tens of millions of people their lives, all the common wealth of the country, that everyone worked toward creating, was plundered.
The civil war in #Ukraine is in part an echo of Yeltsin’s actions, when the state that kept nationalism in check, was destroyed.
After the unconstitutional coup of 1993, #Yeltsin delivered Russia to the external control of the #US — #Russia became a colony of the USA for a very long decade.
The only good thing that he did in his miserable drunken life, was to recommend Putin to Clinton and to ensure that #Clinton would OK Putin’s election — yes, Russia was that much under external control!

“The Yanks Gave the Order: Fire!” – Witness Testimony of Iona Andronov, a Defender of the “White house”

On the 22nd of September, the second day after Yeltsin’s decree on the dissolution of the Supreme Soviet, Iona Andronov was in his office in the parliament building. It was then that an unexpected guest came to him. He came accompanied by two employees of the US Embassy in Moscow and introduced himself as Mark Zlotnik.
On the afternoon of the 3rd of October, […] Rutskoy stomped out onto the balcony of the second floor. He was almost hysterical and called for the seizure of the City Hall and Ostankino. What was he thinking? The despicable scoundrel! […] After the spilled blood in the TV center, it became clear: only a few hours remained before the denouement.
At about 23 hours on the 3rd of October, for the first time since the beginning of the confrontation, there were no dense police cordons around the “White House”. Andronov, according to him, walked unobstructed to the American embassy. And he asked for a meeting with the Ambassador’s adviser, Luis Sel, whom he had contacted by phone a few days earlier for humanitarian assistance. Back then, Louis Sel introduced himself as the second person in the embassy.
But Louis Sel replied that he could only inform Yeltsin’s entourage about Andronov’s request. Two hours later, Sel announced that the Acting Foreign Minister, Vitaly Churkin, would speak with Andronov. After another 20 minutes, Andronov heard that negotiations were out of the question. […]
Stephen Cohen, an American expert on Russia, three months [later], said that in September of 1993, the US Government knew in advance what would happen in Moscow. He said literally the following: “Yeltsin led an extremist policy, and America supported him and even perhaps pushed him to it.”

– The American shoved a business card under my nose, – says Iona Ionovich. – On the card it was written that he is an employee of the National Intelligence Council of the United States. The visitor asked questions head-on: what is the number of guards of the “White House”, what are Hasbulatov’s fighters armed with, for how long will they be able to repel the assault. I was shocked by such impudence and, of course, did not answer any of the questions. However, I think in those days no one knew the exact figures that interested the American spy.

– It’s a myth that the Deputies of the Supreme Council held the defence in the besieged building, – says Andronov. – Most of them quickly defected to Yeltsin’s side. […] More than 900 people in total [remained]. I did not want for Russians to kill Russians, […] and therefore I suggested to Hasbulatov and Rutskoy to try to persuade the US ambassador to promote a truce between the Parliament and the Kremlin.
At about 23 hours on the 3rd of October, for the first time since the beginning of the confrontation, there were no dense police cordons around the “White House”. – Later I found out that my attempts were in vain, by that time everything was a foregone conclusion, and the plan to storm the Supreme Council was discussed with the participation of the Americans.
– I later received documentary evidence. My friends from the USA […] sent me a photocopy of the transcript of the speech of Strobe Talbot,[…] held on the 6th of October at a closed meeting of the International Affairs Committee of the US Congress. It follows from this document that two weeks before the coup, Yeltsin had sent Foreign Minister Kozyrev to Washington with instructions to inform the US government about the dispersal of the Russian Parliament.
On the 3rd and 4th of October, Talbot conducted negotiations from Washington with Yeltsin’s associates. It was about the firing of tanks and machine guns at the “White House” and the murder of its defenders.

The snipers of Black October
"According to a verbatim report cited by Dmitry Rogozin, former Russian ambassador to NATO: “They were shot from the back. I saw it with my own eyes. “Fire was coming from the roof of the American Embassy, from the bell tower near Hotel Mir. All our soldiers were shot from the back. I do not know who the shooters were, but I could make a guess.”"
According to Rogozin, “#Yeltsin received the go-ahead from the West to dissolve the Parliament. Just think it over – Parliament was shot at by tanks! And Western democracies did not say a word about it. Why? Because it was in October 1993 when the privatisation of Russia’s natural resources was under consideration. Along with the final privatisation of the Russian rubble.”
Indeed, under the influence of the #IMF, #GoldmanSachs and other American advisors, Yeltsin wanted to throw the Russian economy under the bus. Even as Russian incomes halved, he wanted to privatise everything ..

On September 21, 1993, Boris Yeltsin signed Decree No. 1400 “On stage-by stage constitutional reform in the Russian Federation.” The decree provided for the dissolution of the Supreme Council and the termination of the powers of the Congress of People's Deputies.
The same day, Chairman of the Supreme Council Ruslan Khasbulatov called #Yeltsin's actions a coup d’état and said that parliament was not going to resign. At an emergency meeting of people's deputies on September 22, a resolution was adopted to terminate Yeltsin’s powers and appoint Vice President Alexander Rutskoy as acting head of state.
Rutskoy failed in his attempt to reassign the heads of law enforcement agencies. Defence Minister Pavel Grachev and Internal Affairs Minister Viktor Yerin remained loyal to Yeltsin.

At the climax of the crisis, Russia was thought by some to be "on the brink" of civil war. His economic programme, known as “shock therapy”, aimed to rapidly liberalise prices and privatise state assets but resulted in massive inflation, the collapse of industrial output, and a dramatic fall in living standards. In the political sphere, Yeltsin’s consolidation of executive power undermined democratic development, culminating in the violent suppression of parliamentary opposition in 1993(#BlackOctober #October93). Corruption, the rise of oligarchic capitalism, and the erosion of state authority contributed to widespread disillusionment. By 2000, Yeltsin had succeeded in dismantling the Soviet system but at the cost of entrenching new forms of inequality, weakening state institutions, and leaving a legacy of political cynicism that paved the way for authoritarian consolidation under his successor.
