Concrete examples of this pattern can be observed in the widespread domestic repression inside Iran and in the Islamic Republic’s role in regional conflicts—cases that have resulted in human casualties on the scale of tens or hundreds of thousands, without the full activation of classical mechanisms of international accountability. What these cases share is the application of violence without a clearly defined crisis moment and without extensive infrastructure destruction—factors that have enabled the continuation and repetition of this pattern at relatively low political cost.

From the perspective of international law, this type of organized violence can be examined under concepts such as crimes against humanity and violations of states’ obligations to protect civilians. Behavioral pattern analysis indicates that these actions are neither accidental nor merely reactive, but are directed within the framework of overarching security and ideological policies. The existence of a chain of command, stable financial resources, and institutional cover strengthens the attribution of responsibility to the governing structure itself.

According to some analysts, the exclusive focus on the uranium-based nuclear program has led to neglect of a threat that is already active and has imposed a significant human cost. Even in scenarios involving the weakening or superficial transformation of Iran’s political structure, the human networks, operational experience, and behavioral patterns developed over decades retain the capacity for rapid revival and reproduction. This reality suggests that the Islamic Republic cannot be assessed merely as a nuclear case file or a problematic regional actor; rather, it represents a model that poses a novel challenge to international law and collective security.
