Debt is not a crime. But in Iran, it can take a life.
In October 2022, during an alleged riot at Lakan Prison in Rasht, three debtors died under suspicious circumstances: Aref Ashouri, Mohammad (Saeed) Anoushenia, and Milan Derakhshan. None of them were imprisoned for committing a crime — only for being unable to pay a debt.
This is the first in a series introducing "Debtor Imprisonment in Iran" — a data hub by the Iran Human Rights Documentation Center documenting financial prisoners over the past three decades.

بدهی جرم نیست. اما در ایران میتواند جانِ آدم را بگیرد.
مهر ۱۴۰۱، در جریانِ رویدادی که با عنوانِ «شورش در زندان لاکان رشت» شناخته میشود، سه زندانیِ بدهکار در شرایطی مشکوک جان باختند: عارف آشوری، محمد (سعید) انوشهنیا، و میلان درخشان. هیچ کدام بهخاطرِ ارتکابِ جرم در زندان نبودند؛ فقط بهخاطرِ ناتوانی از پرداختِ بدهی.

In 2017, Iran’s prison population was estimated at nearly 250,000. Of every 100 prisoners, nearly seven were held for non-intentional financial offenses, including unpaid debt, dishonored checks, and mehriyeh.
