Post 4 of 4 — A Nationwide Issue

Provincial boundaries do not change the issue: debtor imprisonment has been reported throughout Iran.

From 2016 to 2026, a total of 88,078 debtor releases were recorded across all 31 provinces. Tehran reported 8,170 releases, followed by Isfahan with 7,922 and Fars with 5,235.

These rankings do not necessarily indicate a higher prevalence in those provinces. More extensive media coverage and institutional reporting may affect how frequently provincial figures are documented and published.

This is the final post in our series introducing the “Debtor Imprisonment in Iran” data hub.

The IHRDC Debtor Imprisonment's Data Hub documents how unpaid debt, dishonored checks, and related non-intentional financial offenses have led to imprisonment across Iran. Drawing on data from the past three decades, the hub highlights the human rights implications of financial incarceration and provides a clearer picture of who is affected, where cases are reported, and why debt should not lead to prison.
