Apple’s South Korea unit proposes $84 million to support small businesses following antitrust probe

Apple’s South Korean unit has proposed measures to address antitrust concerns and offered to provide 100 billion won ($84.02 million) worth of support programs for small businesses, consumers and others, the country’s competition watchdog said on Monday.

Apple Korea has been under investigation by the Korea Fair Trade Commission over allegations it abused its dominant position by forcing mobile carriers to pay for advertising and warranty repairs, the commission has said.

Apple has agreed to fix “unfair” terms with mobile carriers as part of its proposal, the KFTC said in a briefing. For example, Apple will discuss how to share advertising costs with telecoms firms, which will help reduce burdens to carriers, the KFTC said.

Google Reportedly Moving to Raise Play Store Fees

Google, which accounts for 90 percent of the South Korean app market together with Apple, is reportedly moving to receive 30 percent of all app-related payments as fees. Under the circumstances, content providers’ burden is predicted to explode.

Google has reportedly decided to expand the fees from game apps to every app and in-app purchase. This decision is likely to affect online video services, music services such as Melon and Vibe and content services with frequent in-app purchases such as Naver Webtoon and KakaoPage. The same uniform 30 percent fees are already in effect in the Apple App Store. Google’s change in policy is likely to result in higher prices and the burden is likely to be shifted to consumers.

South Korea investigating Apple and Google over in-app purchase costs

The South Korean government will investigate claims that Apple's App Store and the Google Play Store charge excessive fees to developers when customers make in-app purchases.

Following a local South Korean consortium's petition, the country's Ministry of Science and ICT has announced that it is to investigate Apple and Google. The claim is that the companies use their positions to impose high fees, and can also alter conditions at will.

"[The ministry] will carefully monitor and prepare policies that can cope with the increasing influence of platform providers," a spokesperson told The Korea Herald. "The ministry will also mediate between developers and platform operators to secure user rights."

'Deepfake is the future of content creation'

A few months ago, millions of TV viewers across South Korea were watching the MBN channel to catch the latest news.

At the top of the hour, regular news anchor Kim Joo-Ha started to go through the day's headlines. It was a relatively normal list of stories for late 2020 - full of Covid-19 and pandemic response updates.

Yet this particular bulletin was far from normal, as Kim Joo-Ha wasn't actually on the screen. Instead she had been replaced by a "deepfake" version of herself - a computer-generated copy that aims to perfectly reflect her voice, gestures and facial expressions.

Viewers had been informed beforehand that this was going to happen, and South Korean media reported a mixed response after people had seen it. While some people were amazed at how realistic it was, others said they were worried that the real Kim Joo-Ha might lose her job.
