Palantir - UK government using confidential patient data in coronavirus response

Documents seen by Guardian show tech firms using information to build ‘Covid-19 datastore’

Technology firms are processing large volumes of confidential UK patient information in a data-mining operation that is part of the government’s response to the coronavirus outbreak, according to documents seen by the Guardian.

Palantir, the US big data firm founded by the rightwing billionaire Peter Thiel, is working with Faculty, a British artificial intelligence startup, to consolidate government databases and help ministers and officials respond to the pandemic.

Data is also being used by Faculty to build predictive computer models around the Covid-19 outbreak. One NHS document suggests that, two weeks ago, Faculty considered running a computer simulation to assess the impact of a policy of “targeted herd immunity”. Lawyers for Faculty said the proposed herd immunity simulation never took place.

NHSX, the digital transformation arm of the National Health Service that has contracted the tech companies to help build the “Covid-19 datastore”, said the technology would give ministers and officials “real-time information about health services, showing where demand is rising and where critical equipment needs to be deployed”.

“The companies involved do not control the data and are not permitted to use or share it for their own purposes,” a spokesperson said. Faculty’s lawyers said the firm only had access to aggregated or anonymised data via NHS systems.

The government had previously said it would use Faculty and Palantir in a Covid-19 data project. But the full scope of that operation, and the sensitive nature of patient-level data being used, is revealed in the documents seen by the Guardian.

Europol uses Palantir

Since 2016, the European Police Agency has been using the "Gotham" software to evaluate mass data. Europol has signed a contract for 7.5 million euros with the company Capgemini in 2012, just over half of the money has already been spent. Palantir promoted the software at the "European Police Congress".

The police agency Europol in The Hague has been running the "Gotham" software of the US concern Palantir for several years. This is what the European Commission writes in its answer to a parliamentary question. The application was tested in 2016 within the framework of the "Fraternité" task force, which Europol set up after the attacks in France at the time. Palantir is also criticised for his close cooperation with the military and secret services in the USA.

Since mid-2017, "Gotham" has been in continuous operation, Europol uses it for "operational analysis". This enables investigators to calculate and visualize relationships between people, objects or the course of events. "Structured data", such as contact lists, tables from radio cell queries and travel histories, are linked with "unstructured data" such as photos or location data. This so-called mass data evaluation is intended to generate new investigative approaches.

What’s a Palantir? The Tech Industry’s Next Big I.P.O.

A tech start-up named for objects in “The Lord of the Rings” has become a major government contractor. But what it does is not easy to understand.

About a month before he became president, Donald J. Trump met with the leaders of the country’s top technology companies at Trump Tower in Manhattan.

The meeting included the chief executives of Amazon, Apple, Google, Microsoft and other household names like Tesla and Oracle. And then there was Alex Karp, chief executive of a company, called Palantir Technologies, that few outside Silicon Valley and government circles had heard of.

Palantir, the only privately held company represented in the room, had become a major player among government contractors. And, indicative of its growing prominence, one of its founders, the venture capitalist Peter Thiel, had supported Mr. Trump during the 2016 election and had helped set up the meeting.

Now, as Palantir prepares to go public in what could be the largest stock market listing of a tech start-up since Uber last year, many are wondering: What exactly does this influential but little-known company do?

Offering software — and, crucially, teams of engineers that customize the software — Palantir helps organizations make sense of vast amounts of data. It helps gather information from various sources like internet traffic and cellphone records and analyzes that information. It puts those disparate pieces together into something that makes sense to its users, like a visual display.

But it can take plenty of engineers and plenty of time to make Palantir’s technology work the way customers need it to. And that mix of technology and human muscle may lead to some confusion on Wall Street about how to value the company. Is Palantir a software company, which is traditionally a very profitable business, or is it a less-profitable consulting firm? Or is it both?

“For investors, it is a bit of a Rubik’s Cube,” said Daniel Ives, managing director of equity research at Wedbush Securities.

Palantir, which was founded in 2003, has long described its technology as ideal for tracking terrorists, often embracing an unconfirmed rumor that it helped locate Osama bin Laden. The name Palantir is a nod to spherical objects used in the “Lord of the Rings” books to see other parts of fictional Middle-earth.

But this presented officials with a question: how to implement the president’s anti-immigration campaign promises against child migrants?

The answer was simple: go to the source by prosecuting and imprisoning their parents. Criminally charge the parents as smugglers, separate them from their families, and others would be dissuaded from bringing their children across, officials hoped.

Newly revealed documents show how Los Angeles police were trained to use the flagship product of the most secretive company in law enforcement.

Ahead of its Sept. 30 public listing, Palantir, a secretive data analytics company with ties to the defense and intelligence communities, has been touting itself as a tool that can “target terrorists and keep soldiers safe.” With an expected valuation of about $22 billion, it will become one of the biggest surveillance companies in the world.

Palantir promises that where “technological infrastructure has failed,” it can create clarity and order. But to deliver, its software needs data — lots of it.

Now, two never-before-seen documents, “Intermediate Course” and “Advanced Course” training manuals, reveal how the Los Angeles Police Department has taught its officers to use Palantir Gotham, one of the most controversial and powerful law enforcement tools in the world.

Much of that LAPD data consists of the names of people arrested for, convicted of, or even suspected of committing crimes, but that’s just where it starts. Palantir also ingests the bycatch of daily law enforcement activity. Maybe a police officer was told a person knew a suspected gang member. Maybe an officer spoke to a person who lived near a crime “hot spot,” or was in the area when a crime happened. Maybe a police officer simply had a hunch. The context is immaterial. Once the LAPD adds a name to Palantir’s database, that person becomes a data point in a massive police surveillance system.
