Big Brother is watching: Chinese city with 2.6m cameras is world's most heavily surveilled

Cities around the world are scaling up their use of surveillance cameras and facial recognition systems – but which ones are watching their citizens most closely?

Qiu Rui, a #policeman in #Chongqing, was on duty this summer when he received an #alert from a #facial #recognition system at a local square. There was a high probability a man caught on camera was a suspect in a 2002 murder case, the system told him.

The city’s #surveillance #system scans facial features of people on the streets from frames of video footage in real time, creating a virtual map of the face. It can then match this information against scanned faces of suspects in a police database. If there is a match that passes a preset threshold, typically 60% or higher, the system immediately notifies officers. Three days later the police captured the man, who eventually admitted that he was the suspect.

Cases such as this, where facial recognition systems are used to help local police crack crime cases, are not unusual in the south-west #China city, which recently ranked first in an #analysis of the world’s most surveilled cities compiled by the UK-based technology research firm Comparitech. With 2.58m cameras covering 15.35 million people – equal to one camera for every six residents – Chongqing has more surveillance cameras than any other city in the world for its population, beating even Beijing, Shanghai and tech hub Shenzhen.

⚠️ Scam Alert: You've Been Selected for 'Like of the Year 2020' Cash Prizes

Cybersecurity researchers have discovered a large-scale ongoing fraud scheme that lures unsuspecting Russian Internet users with promises of financial rewards to steal their payment card information.

According to researchers at Group-IB, the multi-stage phishing attack exploited the credibility of Russian Internet portal Rambler to trick users into participating in a fictitious "Like of the Year 2020" contest.

The development is a reminder that rewards-based social engineering campaigns continue to be an effective means to scam users, not to mention the leveraging the collected data to their financial advantage.

Under the "Like of the Year" scheme, users were invited to win a large cash prize, telling them they've been randomly selected after liking a post on social media platforms such as VKontakte.

The invites were sent via an email blast by hacking the mail servers of a fiscal data operator, which refers to a legal entity created to aggregate, store and process fiscal data to serve the Federal Tax Service of Russia.

U.S. Secret Service: “Massive Fraud” Against State Unemployment Insurance Programs

A well-organized Nigerian crime ring is exploiting the COVID-19 crisis by committing large-scale fraud against multiple state unemployment insurance programs, with potential losses in the hundreds of millions of dollars, according to a new
alert issued by the U.S. Secret Service.

A memo seen by KrebsOnSecurity that the Secret Service circulated to field offices around the United States on Thursday says the ring has been filing unemployment claims in different states using Social Security numbers and other personally identifiable information (PII) belonging to identity theft victims, and that “a substantial amount of the fraudulent benefits submitted have used PII from first responders, government personnel and school employees.”

“It is assumed the fraud ring behind this possesses a substantial PII database to submit the volume of applications observed thus far,” the Secret Service warned. “The primary state targeted so far is Washington, although there is also evidence of attacks in North Carolina, Massachusetts, Rhode Island, Oklahoma, Wyoming and Florida.”

The Secret Service said the fraud network is believed to consist of hundred of “mules,” a term used to describe willing or unwitting individuals who are recruited to help launder the proceeds of fraudulent financial transactions.

“In the state of Washington, individuals residing out-of-state are receiving multiple ACH deposits from the State of Washington Unemployment Benefits Program, all in different individuals’ names with no connection to the account holder,” the notice continues.

Cyber security alert issued following rising attacks on UK academia

The NCSC has issued an
alert to the academic sector following a spate of online attacks against UK schools, colleges and universities.

The National Cyber Security Centre, a part of GCHQ, is supporting establishments to keep criminals out of their networks after a spike in ransomware attacks.

The rise in attacks was recorded in August as cyber criminals turn their attention to a sector focused on the return of students.

Cyber security experts have today (Thursday) stepped up support for UK schools, colleges, and universities following a spate of online attacks with the potential to de-rail their preparations for the new term.

The National Cyber Security Centre (NCSC) issued an alert to the sector containing a number of steps they can take to keep cyber criminals out of their networks, following a recent spike in ransomware attacks.

The NCSC dealt with several ransomware attacks against education establishments in August, which caused varying levels of disruption, depending on the level of security establishments had in place.

Ransomware attacks typically involve the encryption of an organisation’s data by cyber criminals, who then demand money in exchange for its recovery.

With institutions either welcoming pupils and students back for a new term, or preparing to do so, the NCSC’s alert urges them to take immediate steps such as ensuring data is backed up and also stored on copies offline.

They are also urged to read the NCSC’s newly-updated guidance on mitigating malware and ransomware attacks, and to develop an incident response plan which they regularly test.
