Between September and December 2022, IHRDC verified the killing of 116 citizens in the Kurdish areas of Iran, and 15 more Kurdish citizens elsewhere in the country. Thirteen were children. Twelve were shot from behind while posing no threat. Thirty were buried at night, and at least six families had to pay to retrieve the body of their relative. No investigation has ever published its findings.

این ماه، مروری داریم بر اعتراضها و سرکوبهای سالهای اخیر در ایران؛ الگوهای تکرارشونده سرکوب و پروندههایی که با گذشت سالها همچنان باز هستند.
چهار سال پیش، در ۸ مهر ۱۴۰۱، نیروهای امنیتی جمهوری اسلامی در زاهدان به سوی مردم تیراندازی کردند؛ هم به معترضان مقابل کلانتری ۱۶ و هم به نمازگزارانی که در مصلای بزرگ حضور داشتند.
در بعدازظهر آن روز، دستکم ۹۴ نفر کشته شدند؛ ۴۵ نفر از آنان در مصلای بزرگ جان باختند، جایی که هزاران نفر برای نماز حضور داشتند. ۱۵ نفر از قربانیان کودک بودند.
تا امروز، هیچ فرمانده یا آمر این کشتار پاسخگو نشده است. شکایتها بایگانی شدند، خانوادهها تحت فشار قرار گرفتند و «تروریستها» مسئول کشتار معرفی شدند.
در دی ۱۴۰۴، همان الگوهای سرکوب دوباره تکرار شد؛ اینبار در مقیاسی بسیار بزرگتر و در سراسر ایران.

This month, we revisit protests and crackdowns in Iran in recent years, examining recurring patterns of repression and cases that remain unresolved years later.
Four years ago, on September 30, 2022, Islamic Republic security forces opened fire on people in Zahedan—both protesters outside Police Station No. 16 and worshippers gathered inside the Great Mosalla.
That afternoon, at least 94 people were killed. Forty-five were killed inside the Great Mosalla, where thousands had gathered for Friday prayers. Fifteen of the victims were children.
To this day, no commander or official responsible for ordering the killings has been held accountable. Complaints were shelved, families were subjected to pressure, and “terrorists” were blamed for the killings.
In January 2026, the same patterns of repression were repeated—this time on a far larger scale across Iran.
We revisit Zahedan’s Bloody Friday because the case was never closed.

Sajedeh Khosravani: “Silence Has a Cost—and Iranian Families Are Paying It”
At a side event organized by the Iran Human Rights Documentation Center during the 63rd session of the UN Human Rights Council, Sajedeh Khosravani—sister of Ahmad Khosravani, who was killed by state forces during the January 2026 crackdown—spoke about the continuing persecution of young Iranians demanding basic rights and freedoms. She highlighted the case of Ali Zarei, who lost an eye during the 2022 protests and is now facing execution by the Islamic Republic.
Khosravani urged journalists, writers, psychologists, human rights defenders, artists, academics, and others with public platforms to document these cases and speak out. Warning that Iranian families are paying the price of silence, she called on the international community to stand with victims, recognize the broader pattern of state violence, and ensure that those killed or facing execution are neither reduced to statistics nor forgotten.

در ایران، نابرابری جنسیتی در قوانین نهادینه شده و از طریق ساختارها و سازوکارهایی که زندگی خانوادگی، رفتوآمد، پوشش و ظاهر، آموزش، اشتغال و مشارکت زنان و دختران در عرصه عمومی را تنظیم و محدود میکنند، بازتولید و تقویت میشود. اما برای درک ابعاد این تبعیض، باید به شیوه اجرای این قوانین نیز توجه کرد.
زنان و دخترانی که در برابر حجاب اجباری ایستادگی کردهاند، با نظارت و کنترل، بازداشت، حبس، خشونت، تعقیب قضایی و دیگر اشکال اجبار و اعمال زور روبهرو شدهاند. مقاومت زنان همچنین میتواند با سازوکار گستردهتر سرکوب درهمتنیده شود؛ سازوکاری که شامل بازداشت خودسرانه، شکنجه، ناپدیدسازی قهری و دیگر نقضهای جدی حقوق بشر است.
این وضعیت یک پرسش حقوقی عمیقتر را مطرح میکند: آیا قوانین تبعیضآمیز، نهادهای دولتی، اجرای قهری و سازوکارهای سرکوب در کنار یکدیگر عمل میکنند تا نظامی مبتنی بر سلطه جنسیتی را ایجاد و حفظ کنند؟ در همین نقطه است که مفهوم «آپارتاید جنسیتی» از منظر حقوقی اهمیت مییابد.
آپارتاید جنسیتی در حال حاضر بهعنوان جرمی مستقل در اساسنامه رم به رسمیت شناخته نشده است. با این حال، توصیه عمومی شماره ۴۰ کمیته رفع تبعیض علیه زنان (CEDAW) خواستار جرمانگاری آپارتاید جنسیتی در حقوق بینالملل شده است؛ از جمله از طریق پیشنویس کنوانسیون جرایم علیه بشریت که هماکنون در حال مذاکره است.
در مورد ایران، پرسش تنها این نیست که آیا تبعیض وجود دارد. پرسش اصلی این است که آیا قوانین، نهادها و سازوکارهای اجرای قهری در کنار یکدیگر عمل میکنند تا نظامی مبتنی بر سلطه جنسیتی را حفظ و بازتولید کنند و آیا حقوق بینالملل ابزارهای لازم برای پاسخگو کردن مسئولان چنین نظامی را در اختیار دارد یا نه.
