The arrival of Cytrox into Europe’s ongoing scandal shows the problem is bigger than just the NSO Group. The bloc has a thriving spyware industry of its own.
In June 2022 Google discovered the Italian spyware vendor RCS Lab was targeting smartphones in Italy and Kazakhstan. Alberto Nobili, RCS’ managing director, told WIRED that the company condemns the misuse of its products but declined to comment on whether the cases cited by Google were examples of misuse.

"Paragon Solutions, a startup that sells access to surveillance technologies including phone spyware, has cut ties with the Italian government, according to reports in The Guardian and Haaretz.

On Thursday, citing an anonymous source, The Guardian reported Paragon had first suspended its contract with Italy on Friday after WhatsApp said it had disrupted a hacking campaign leveraging the Israeli startup’s spyware targeting around 90 people. On Wednesday, Paragon terminated the contract once the company determined that the Italian government had broken “the terms of service and ethical framework it had agreed under its Paragon contract,” according to the British newspaper."

"ROME, Feb 12 (Reuters) - Italy denied on Wednesday that Israeli spyware maker Paragon had cut ties with Rome following allegations that the Italian government had illegally used its technology to hack the phones of critics instead of criminals.

"Paragon has never suspended the service and has not terminated its contract," the cabinet undersecretary for intelligence matters, Alfredo Mantovano, told reporters."

"Italy's government subsequently said that seven mobile phone users in the country had been targeted by the spyware, which is intended for use on criminals. It denied any involvement in the illicit hack and called for an investigation.

However, the Guardian and Haaretz newspapers reported last week that Paragon had cut ties with Italy, allegedly because it did not believe the government denial."

The bragging of our media and their assurances that "without the #US, the Europeans are not capable of fighting" are frankly infuriating: We have not been able to defeat one so-called "Ukraine" in three years. Why are we so sure that we will be able to defeat "#Ukraine + all of #EU"?

Last year,WhatsApp and 
Applenotified several people in Italy, including journalists and activists, that they had been targeted with government spyware. In particular, WhatsApp pointed the finger at the Israeli American surveillance tech maker Paragon Solutions as the company that provided the technology for a hacking campaign that targeted around 90 people around the world with its “Graphite” spyware.

The notifications prompted a scandal in Italy that is still unfolding. After being notified of the attacks, a number of victims filed criminal complaints with Italian authorities, and prosecutors then opened an investigation. 

Now it appears that Paragon, despite its previous promises to help Italian authorities investigate the scandal, is said to be uncollaborative.
