This month, we revisit the crackdown in Gilan and Mazandaran provinces during the Woman, Life, Freedom protests. IHRDC verified that at least 57 civilians were killed by Islamic Republic security forces between September 21, 2022, and September 1, 2023—22 of them in a single night.

The actual death toll is likely higher. The same pattern recurs case after case: unlawful and lethal force in the streets, medical care withheld, bodies held as leverage, causes of death rewritten, and families pressured into silence or to echo the state’s narrative.

To date, no one has been meaningfully held accountable for the crimes committed during this period in Iran’s northern provinces.

این ماه، به سرکوب اعتراضات «زن، زندگی، آزادی» در استان‌های گیلان و مازندران می‌پردازیم. بررسی‌های مرکز اسناد حقوق بشر ایران نشان می‌دهد که بین ۳۰ شهریور ۱۴۰۱ تا ۱۰ شهریور ۱۴۰۲، دست‌کم ۵۷ شهروند به دست نیروهای امنیتی جمهوری اسلامی کشته شدند؛ ۲۲ نفر از آنها تنها در یک شب.

آمار واقعی قربانیان احتمالاً بیشتر از این است. در پرونده‌های مختلف، یک الگوی مشابه بارها تکرار شده است: استفاده مرگبار از زور علیه معترضان در خیابان‌ها، جلوگیری از دسترسی مجروحان به خدمات درمانی، استفاده از پیکر قربانیان برای فشار بر خانواده‌ها، تغییر علت مرگ و وادار کردن خانواده‌ها به سکوت یا تکرار روایت حکومت.

با گذشت سال‌ها، هیچ‌یک از عاملان این جنایات در استان‌های شمالی ایران به‌طور مؤثر پاسخگو نشده‌اند.

محدثه نظری ۱۴ ساله بود که اعتراضات آبان ۹۸ در کرج را با دوربین موبایل ثبت و ضبط کرد. نیروهای امنیتی او را در حال فیلم‌برداری دیدند و پس از آن، محدثه بارها مورد بازجویی و تهدید قرار گرفت. خانواده‌اش برای محافظت از او به شهری دیگر نقل مکان کردند، اما تهدیدها همچنان ادامه داشت. مدتی بعد، محدثه به‌شدت بیمار شد و پس از دو روز بستری در بیمارستان جان باخت. مقامات علت مرگ او را خودکشی اعلام کردند، اما خانواده‌اش این روایت را نپذیرفتند. به خانواده او هشدار داده شد که درباره مرگ محدثه به‌صورت عمومی صحبت نکنند. سال‌ها بعد، ابهامات پیرامون مرگ محدثه همچنان بی‌پاسخ مانده است.

Mohaddeseh Nazari was 14 when she filmed the November 2019 protests in Karaj. Security forces reportedly saw her recording the events, after which she was repeatedly questioned and threatened. Despite her family’s efforts to protect her by moving to another city, she continued to face threats. Weeks later, Mohaddeseh became seriously ill and died after two days in hospital. Authorities later attributed her death to suicide, but her family disputed this account. They were warned not to speak publicly about her death. Years later, the circumstances surrounding Mohaddeseh’s death remain a source of unanswered questions for her family.

سارا موسیقی، مهندس معمار ۴۲ ساله، پس از بازداشت در منزل از اردیبهشت‌ماه در زندان به سر می‌برد و هم‌اکنون در زندان قرچک نگهداری می‌شود.

بر اساس اطلاعات یک منبع مطلع، موسیقی به اتهاماتی از جمله «توهین به رهبری»، «توهین به بنیان‌گذار جمهوری اسلامی و مقدسات» و «ارتباط با دول متخاصم» به شش سال حبس محکوم شده است. او اتهام همکاری با اسرائیل و موساد را رد کرده و فعالیت خود را محدود به انتشار چند استوری در صفحه شخصی‌اش دانسته است.

این منبع همچنین از اعمال خشونت و ضرب‌وشتم علیه او در جریان بازجویی‌ها خبر داده و گفته است که سارا موسیقی از ناحیه کتف آسیب دیده، اما تاکنون برای دریافت درمان مناسب به مراکز پزشکی اعزام نشده است.

بر اساس این اطلاعات، او حدود ۱۵۰ روز در بند ۸ زندان قرچک نگهداری شده و اعتراض او نسبت به حکم صادرشده نیز تاکنون بی‌پاسخ مانده است

پست ۴ - حفظ شواهد، پیش از آن‌که از بین بروند


در فضای اطلاعاتی ایران، شواهد می‌توانند عمر کوتاهی داشته باشند: حساب‌ها حذف می‌شوند، ویدئوها پایین کشیده می‌شوند و وب‌سایت‌ها ناپدید می‌شوند.

برای همین، فقط اسکرین‌شات نگیرید. شواهد را درست حفظ کنید.

محتوا + فراداده: فایل اصلی، زمان، اطلاعات فنی و سایر داده‌های مرتبط را نگه دارید.

ابزار مناسب: برای ثبت صفحات و فعالیت وب می‌توان از ابزارهایی مانند Hunch.ly و archive.today و برای دریافت ویدئوها از yt-dlp استفاده کرد.

نسخهٔ اصلی را حفظ کنید: از فشرده‌سازی، بازخروجی‌گرفتن یا بارگذاری مجدد تا حد امکان خودداری کنید.

چند نسخه داشته باشید: شواهد را در بیش از یک محل، و برای مواد حساس در فضای رمزگذاری‌شده نگهداری کنید.

هر مرحله از جمع‌آوری و نگهداری را دقیق ثبت کنید؛ انگار قرار است این شواهد روزی در دادگاه بررسی شوند.

Sarina Zaeri, 20, Barbod Sepehri, 21, and Arshia Jaberi, 19, three Baha’i residents of Shiraz, Fars Province, were taken to an unknown location following their arrests on September 14. Sarina’s underlying respiratory condition, coupled with the lack of information about her whereabouts, has heightened her family’s concerns for her physical and mental well-being.

According to information received by the Iran Human Rights Documentation Center, officers raided the three individuals’ homes between approximately 6 and 7 a.m. on September 14. During the arrests, officers searched the homes and confiscated all their personal belongings.

At the time of reporting, no information was available about their whereabouts, the reasons for their arrests, or any charges brought against them.

سارینا زائری، ۲۰ ساله، باربد سپهری، ۲۱ ساله، و ارشیا جابری، ۱۹ ساله، سه شهروند بهائی ساکن شیراز در استان فارس، پس از بازداشت در روز ۲۳ شهریور، به مکانی نامعلوم منتقل شده‌اند. بیماری زمینه‌ای تنفسی سارینا، در کنار بی‌اطلاعی از محل نگهداری او، نگرانی خانواده‌اش را درباره سلامت جسمی و روحی او افزایش داده است.

بر اساس اطلاعات رسیده به مرکز اسناد حقوق بشر ایران، مأموران صبح روز ۲۳ شهریور، حدود ساعت شش تا هفت، به منازل این سه شهروند یورش بردند. بنا بر این اطلاعات، مأموران هنگام بازداشت، خانه‌ها را تفتیش و تمامی وسایل شخصی آنان را ضبط کردند.

تا زمان تنظیم این خبر، از محل نگهداری، دلایل بازداشت و اتهام های مطروحه علیه این سه شهروند اطلاعی در دست نیست.

واقعی بودن یک ویدیو به این معنا نیست که انتشار آن بی‌خطر است. حتی پس از پوشاندن چهره، صدا، لباس، نمای پنجره، نام محله یا زمان انتشار ممکن است هویت یک فرد را آشکار کند.

در آخرین قسمت مجموعه «پروتکل برکلی» درباره حفاظت از هویت، ارزیابی خطر، سلامت روان پژوهشگران و گزارش‌نویسی مسئولانه صحبت می‌کنیم. عمومی بودن یک محتوا نیز به معنای مجاز بودن هر نوع جمع‌آوری، بازنشر یا شناسایی نیست.

عفو بین‌الملل در گزارش منتشرشده در ۲۵ شهریور ۱۴۰۵، سرکوب خیزش «زن، زندگی، آزادی» را حمله‌ای گسترده و سازمان‌یافته علیه غیرنظامیان ارزیابی کرده که با ارتکاب جنایت علیه بشریت همراه بوده است. این سازمان با بررسی زنجیره فرماندهی سرکوب، ۸۷ مقام جمهوری اسلامی را معرفی کرده و خواستار تحقیقات کیفری درباره مسئولیت آنان شده است.

بازداشت خودسرانه، ناپدیدسازی قهری، شکنجه و خشونت جنسی علیه زنان، مردان و کودکان، از موارد مستندشده در این تحقیق است. خانواده‌های کشته‌شدگان نیز به‌دلیل پیگیری حقیقت و دادخواهی هدف آزار قرار گرفته‌اند. عفو بین‌الملل هم‌زمان، اطلاعات مربوط به جان‌باختن ۳۷۷ معترض و رهگذر، از جمله ۵۶ کودک، را منتشر کرده است؛ این رقم شمار قربانیان ثبت‌شده در تحقیقات این سازمان است.

یافته‌های گزارش، نقش مأموران حاضر در خیابان را در ارتباط با تصمیم‌گیری و پشتیبانی مقام‌های بالاتر بررسی می‌کند. بر اساس گزارش عفو بین‌الملل، فهرست ۸۷ مقام معرفی‌شده شامل ۶۲ فرمانده امنیتی و ۲۵ مسئول وزارت کشور، از جمله استانداران و فرمانداران است. این سازمان با بررسی ارتباط میان عملکرد نیروهای حاضر در خیابان و تصمیم‌های مقام‌های بالاتر، خواستار تحقیقات کیفری درباره مسئولیت این افراد در جنایت علیه بشریت شده است. عفو بین‌الملل همچنین سرکوب هدفمند جوامع کُرد و بلوچ را واجد عناصر جنایت علیه بشریت از نوع آزار و ستم دانسته است.

این پژوهش بر مصاحبه با ۲۷۰ نفر و بررسی بیش از دو هزار ویدئو، همراه با اسناد حکومتی، مدارک قضایی و سوابق پزشکی قانونی استوار است. معترضان، بازداشت‌شدگان پیشین، خانواده‌های قربانیان، وکلا و کارکنان درمانی از جمله افرادی بوده‌اند که شهادت‌ها و اطلاعاتشان در تحقیق بررسی شده است.

عفو بین‌الملل تأکید کرده که تداوم مصونیت از مجازات، زمینه تکرار کشتار معترضان را فراهم کرده است. این سازمان از مجمع عمومی سازمان ملل خواسته سازوکاری برای عدالت کیفری بین‌المللی درباره ایران ایجاد کند و خواستار ارجاع وضعیت ایران به دیوان کیفری بین‌المللی از سوی شورای امنیت شده است.

In a report published on September 16, 2026, Amnesty International concluded that the crackdown on the “Woman, Life, Freedom” uprising constituted a widespread and systematic attack against civilians involving crimes against humanity. By mapping the chain of command behind the repression, the organization identified 87 Islamic Republic officials and called for criminal investigations into their responsibility.

The investigation documented arbitrary detention, enforced disappearance, torture, and sexual violence against women, men, and children. Families of those killed also faced persecution for seeking truth and justice. Alongside the report, Amnesty International published information on the deaths of 377 protesters and bystanders, including 56 children. This figure represents the victims whose deaths the organization documented in its research.

The report examines how the actions of forces on the streets were linked to decisions and support from senior officials. The 87 officials identified include 62 security commanders and 25 Ministry of Interior officials, among them provincial and county governors. Amnesty International called for criminal investigations into their responsibility for crimes against humanity based on these command relationships. The organization also concluded that the targeted repression of Kurdish and Baluchi communities met the legal elements of the crime against humanity of persecution.

The research draws on interviews with 270 people and an analysis of more than 2,000 videos, alongside government documents, judicial records, and forensic evidence. Those who contributed testimony and information included protesters, former detainees, victims’ relatives, lawyers, and medical workers.

Amnesty International stressed that continued impunity has enabled repeated mass killings of protesters. It urged the UN General Assembly to establish an international criminal justice mechanism for Iran and called on the UN Security Council to refer the situation in Iran to the International Criminal Court.

Four years ago, Mahsa (Jina) Amini died in the custody of Iran’s morality police, on September 16, 2022. Her death sparked nationwide protests and a movement that demanded an end to the Islamic Republic’s repression.

Four years later, IHRDC examines the killings of girls and young women during the protests that followed. Based on independently confirmed cases, our analysis documents the scale and patterns of these killings. The actual number is likely higher.

No one has been held accountable for these killings. Meanwhile, enforcement of compulsory hijab has returned to the streets of Iran.

The Iran Human Rights Documentation Center will be hosting a side event alongside the 63rd session of the UN Human Rights Council highlighting the victims of the January 2026 Massacre and the new findings reported by the Independent International Fact-Finding Mission on Iran (FFMI). The event will feature statements from two women whose brothers were killed by state violence, and a virtual statement from the Chair of the FFMI. IHRDC Executive Director Shahin Milani will moderate a panel discussion of experts addressing the ongoing human rights violations, denial of Iranians’ basic freedoms, and potential pathways towards accountability.

With the international conflict grabbing the global headlines, the stories of everyday Iranians risk being forgotten. This parallel event will discuss the FFMI’s findings, including the evidence of grave human rights violations committed by Iranian authorities during the January 2026 crackdown, and will raise the voices of Iranians who have borne the burden of this repression.

Arsalan Yazdani, a Baha’i resident of Karaj, Alborz Province, was serving a three-year prison sentence when he was transferred out of Greater Tehran Central Penitentiary, leaving his family without information about his whereabouts or condition. Yazdani is 43 years old and a father of two.

According to reports published by human rights outlets and on social media, he was transferred on September 9, 2026, without prior notice to his family. He has reportedly had no contact with them since, and his relatives remain unaware of his condition or the reason for his transfer.

Yazdani had been held at Greater Tehran Central Penitentiary since August 22, when he was arrested at his home to begin serving his sentence. Initially sentenced to six years in prison, he later had his sentence reduced to three years. The case dates back to his arrest in September 2021, when he was taken to the IRGC’s 1-A detention facility. He remained in custody until his release on bail in October that year.
